The policy specifies that the project declaration scope of Fujian Photovoltaic Power Station Development and Construction Scheme in 2023 is fishing and photovoltaic complementary, offshore photovoltaic and beach photovoltaic. After being included in the development and construction plan of the photovoltaic power station in 2023, in principle, the filing and construction should be completed within six months, and all of them should be completed and put into operation within two years.
The
declared projects are all market-oriented grid-connected projects, and there is no compulsory allocation and storage for the time being, but the declared projects are encouraged to synchronously construct electrochemical energy storage facilities not less than 10% of the project scale (not less than 2 hours).

In order to implement the target requirements of "carbon peak, carbon neutralization", and complete the task of assessing the weight of renewable energy consumption responsibility assigned by the state to our province, According to the relevant requirements of the Notice of the State Energy Administration on the Issuance of the Measures for the Development and Construction of Photovoltaic Power Stations (Guonengfa New Energy Regulation [2022] 104), The relevant matters concerning the development and construction of the photovoltaic power station in 2023 are hereby notified as follows:
I. Project Application Scope and Relevant Requirements
of the Development and Construction Plan of the Photovoltaic Power Station in 2023 The project application scope of the development and construction plan of the photovoltaic power station in 2023 in our province is complementary fishing and photovoltaic, offshore photovoltaic, Three types of beach photovoltaic . The project

The energy storage facilities should match the construction period, scale, completion and grid connection of the photovoltaic power station project.
Power grid enterprises should actively cooperate with the evaluation of the access system of photovoltaic power station projects. Project development enterprises are allowed to invest in the construction of supporting delivery projects with difficulties in the construction of power grid enterprises or mismatched planning and construction timing. The supporting delivery project built by the enterprise itself shall be repurchased by the power grid enterprise in accordance with the law and regulations after consultation and agreement with the power grid enterprise.
2. Carefully carry out project audit and optimization
(1) Accurately grasp the type
of project construction. It is also necessary to ensure that the project construction does not cause new ecological damage, ecological degradation, or affect the normal production and life of the local people. In addition to the letter of commitment from the local government at the county level and the preliminary opinions on grid connection from the power grid enterprises at the prefectural and municipal levels, the projects reported by various localities shall also be supported by the relevant departments (units), as follows:
Fishing-photovoltaic Complementary Power Station Project. In addition to the supportive opinions of the original aquaculture owners (contractors) and property owners of the waters to be used, such projects should also implement the type of project land, and the project report should obtain the supportive opinions of the relevant functional departments at the county level that clearly agree with the scope and mode of project construction.
Offshore photovoltaic power station project. This kind of project needs to obtain the supporting opinions of the existing obligee according to the utilization status of the sea area involved, as well as the supporting opinions of the relevant functional departments at the county level that clearly agree with the scope and mode of the project construction.
Beach Photovoltaic Power Station Project. For this kind of project, it is necessary to prepare a plan for beach control and protection according to the relevant conditions of the proposed beach control, and obtain the supporting opinions of the relevant functional departments at the county level that clearly agree with the scope and mode of the project construction.
(3) To clarify the procedures
for project review, the county-level development and reform departments are responsible for organizing development enterprises to declare projects, and the declaration materials are detailed in the annex. The development and reform departments of
districts and municipalities should adhere to the principles of openness, fairness and impartiality, organize preliminary examination in strict accordance with project types and declaration conditions, and ensure that the recommended projects meet the requirements of ecological environment and comprehensive utilization of natural resources. For the recommended projects approved by the preliminary examination, the development and reform departments at the prefectural and municipal levels shall submit the preliminary examination opinions, project declaration materials and project declaration summary forms (paper and electronic versions) to the Commission before August 18, 2023. The development and reform departments of
districts and municipalities should urge the relevant counties (cities and districts) to accelerate the construction of pilot projects of centralized photovoltaic power stations in 2021 and 2022 in our province. If none of the pilot projects of centralized photovoltaic power stations in 2021 and 2022 in the county-level administrative region has been started, the project declaration qualification of the county-level administrative region in this year will be suspended.
The development and construction plan of photovoltaic power station in 2023 will be issued after the organization of demonstration, examination and confirmation.
3. Actively coordinate services and strictly manage
projects. Development and reform departments at all levels should effectively strengthen organizational coordination. To guide development enterprises to carefully study the regulations and requirements of project declaration, coordinate and assist enterprises in handling the supporting documents required for project declaration, carefully review the declaration materials submitted by enterprises, and ensure the smooth progress of the development and construction plan of photovoltaic power plants. Development and reform departments
at all levels should strengthen project auditing and supervision of construction and operation. After the project is listed in the annual photovoltaic power station development and construction plan of our province, our committee will timely adjust the development and construction plan according to the construction situation of the follow-up projects, remove the projects that have not been delayed and put into operation without reason as promised, and suspend the application qualification of the follow-up projects in the counties (cities and districts) where the removed projects are located.
