On May 29, the Hunan Development and Reform Commission issued the Notice of the Hunan Development and Reform Commission on Regulating the Record Management of Photovoltaic Power Generation Projects.
Some small ground photovoltaic power stations are filed and constructed in the name of distributed photovoltaic. There are chaotic phenomena such as competing for land resources and absorbing space , and evading centralized supervision by "breaking up the whole into parts", which affect the overall management of photovoltaic projects in the province .
For this reason, Hunan Development and Reform Commission has made it clear that distributed photovoltaic power generation refers to the construction and operation of photovoltaic power generation facilities at or near the user's site, which are characterized by self-use on the user's side, excess electricity on the grid and balanced regulation in the distribution network system. Small-scale ground photovoltaic projects with "full access to the Internet" mode do not meet the requirements of distributed photovoltaic power generation, and should be managed according to ordinary ground power stations. It needs to be integrated into the provincial construction plan as a whole and put on record by the Development and Reform Commission according to its administrative authority before it can be constructed .
At the same time, from the date of issuance, the filing of "full access" small ground photovoltaic power station projects that are not included in the provincial "14th Five-Year Plan" wind power and photovoltaic power generation project construction plan will be suspended.
At the same time, the grid company will not connect to the grid for projects that violate the regulations after the date of issuance.
