Main tasks

(1) Promote the major projects

of the 14th Five-Year Plan in an orderly manner and promote the ultra-low emission transformation projects of steel, cement and coking industries with high quality. Enterprises should choose mature and applicable technical routes according to factory conditions, strictly control the quality of the project, strengthen operation management, and ensure that the whole process and the whole link meet the ultra-low emission requirements. All localities should conscientiously implement the local emission standards and differentiated management policies, coordinate and solve the difficulties and problems in the process of enterprise transformation, and enhance the enthusiasm of enterprise transformation and the level of operation and management. By the end of December 2023, the whole process of ultra-low emission transformation of the iron and steel industry will be completed and the production capacity will exceed 50 million tons. Iron and steel enterprises that have completed ultra-low emission transformation should carry out evaluation and monitoring in strict accordance with the requirements of indicators and monitoring technical specifications. Enterprises that fully meet the requirements of ultra-low emission after assessment and monitoring are included in the dynamic inventory management after publicity according to the procedures, and can carry out the A-level and B-level performance evaluation of emergency emission reduction in heavily polluted weather, and enjoy relevant preferential policies. Strengthen the quality management of evaluation and monitoring work, cancel the relevant preferential policies and reduce the performance level to D level once the enterprises with fraudulent evaluation and monitoring are found, and deal with the relevant enterprises and units according to the regulations.

Steadfastly promote the VOCs comprehensive treatment project. Focusing on petrochemical, chemical, industrial painting, packaging and printing, and oil storage, transportation and marketing, and in accordance with the 10 key links proposed in the Notice on Accelerating the Solution of the Prominent Problems in the Treatment of Volatile Organic Compounds, the whole process of source, process and end treatment has been upgraded. Classify and promote key projects such as source substitution of raw and auxiliary materials with low (no) VOCs content, comprehensive treatment of storage tanks, collection and treatment of waste gas from loading and unloading, treatment of waste gas from open liquid level, comprehensive treatment of oil and gas from gas stations, upgrading and transformation of organic waste gas collection and treatment facilities, and "Green Island" project for VOCs treatment. Strengthen enterprise operation management, standardize leak detection and repair (LDAR), and comprehensively improve the fine management level of dynamic and static sealing points; strengthen the comprehensive renovation of organic waste gas bypass, and strengthen the supervision and monitoring of emergency bypass that really needs to be retained. By the end of December 2023, 1040 enterprises had constructed or renovated VOCs treatment facilities, 1217 enterprises had unorganized VOCs emission treatment facilities, and 2963 enterprises had comprehensive treatment of waste gas from storage tanks and loading facilities.

Steadily and orderly promote the management of loose coal. We will put the safety and warmth of the masses in the first place, and steadily and orderly promote the transformation of clean heating in plain areas according to local conditions. All localities should scientifically plan technical route of clean heating to ensure that residents can afford it and the effect is sustainable. Cities that are included in the pilot scope of clean heating supported by the central government should complete the transformation task with quality and quantity. It is strictly forbidden to dismantle the original heating facilities if the new transformation does not have the conditions for safe and stable gas supply and has not been tested for stable operation in a heating season. We will continue to promote clean energy substitution for bulk coal in agricultural production, such as tobacco baking, agricultural greenhouse planting, edible fungi processing, drying of traditional Chinese medicines, livestock and poultry breeding, and establish a list of agricultural bulk coal facilities. All localities shall make all efforts to ensure clean heating, natural gas, electricity and other energy sources, and ensure the safe and stable supply of energy; delimit high-pollution fuel no-combustion zones in accordance with the law, refine the requirements for no-combustion management, crack down on illegal sales of bulk coal, consolidate the effectiveness of bulk coal control, strengthen the supervision of re-combustion of bulk coal, and prevent the re-combustion of bulk coal by users who have completed the transformation of clean heating. By the end of the heating season in 2023, 787,000 households will have completed bulk coal treatment, of which 20,000, 77,000 and 452,000 households will have been completed in Beijing, Shanxi, Shandong and Henan respectively. By the end of December 2023, 8892 clean energy substitutes for agricultural coal facilities will have been completed.

(2) Deeply promote the comprehensive renovation

of boilers and kilns, and promote the elimination and renewal of backward coal-fired boilers and kilns. Local governments should strengthen information sharing between ecological environment and market supervision, industry and information technology departments, conduct comprehensive investigation, improve the list of boilers and kilns, covering all types of fuels, industries and different types of furnaces. Coal-fired boilers (including coal-fired facilities such as tea stoves, operating stoves, grain storage and drying equipment) with 35 steam tons per hour or less will be eliminated in accordance with the law and regulations by means of dismantling and banning, replacing clean energy, and physically cutting off flues or chimneys. Strictly control new coal-fired boilers, except for central heating, no new ones will be built in principle. If it is really necessary to build them, coal consumption will be replaced by equal or reduced quantities according to law, so as to meet the requirements of ultra-low emissions and be included in the unified supervision of the boiler list. We will promote the transformation of intermittent fixed-bed gas generators into new coal gasification processes; ban coal-fired hot-blast stoves; and accelerate the use of clean low-carbon energy or the use of factory waste heat and centralized heating to replace heating furnaces, heat treatment furnaces, drying furnaces and other furnaces that use highly polluting fuels such as coal and heavy oil, as well as fuel gas generators. By the end of December 2023, 55 coal-fired boilers and 169 gas generators will be eliminated; Shanxi Province will shut down coke ovens with a coking chamber height of 4.3 meters, and Shaanxi Province will formulate a coking chamber height of 4.

Further promote the comprehensive management of boilers and furnaces. Focusing on the applicability of desulfurization, denitrification and dust removal process, the completeness of key component meters and control systems, the reliability of equipment quality, the operation and maintenance of treatment facilities and the standardization of self-monitoring, all localities have organized the investigation and renovation of simple and inefficient treatment facilities. Those failing to meet the emission standards shall be eliminated, those with poor equipment quality, lack of key components and low level of automation control shall be upgraded, and those with inadequate operation and maintenance shall be rectified. For industries and fields with concentrated problems, special rectification plans shall be formulated. Accelerate the transformation of low nitrogen combustion of gas-fired boilers, and strengthen the operation and maintenance of low nitrogen combustion system if the transformation has been completed; promote the cancellation of the switch valve of flue gas recirculation system, and strengthen the supervision by setting electric valve, pneumatic valve or lead seal if it is really necessary to retain, and connect the opening signal of switch valve to DCS if there is a distributed control system (DCS). Biomass boilers should be equipped with special stoves, bag type and other high-efficiency dust removal facilities, denitrification facilities should be equipped if the emission concentration of nitrogen oxides is difficult to meet the standard steadily, and it is forbidden to burn coal, garbage, industrial solid waste and other materials; Strengthen the supervision of biomass boiler emissions, focusing on the direct conversion of coal-fired boilers, carry out spot checks and spot checks, and carry out rectification in accordance with the law for pollutants that can not meet the emission standards steadily.

(3) Continue to carry out comprehensive management

of mobile sources and accelerate the adjustment of transport structure. All localities should comprehensively sort out the special railway lines included in the national and local planning since 2019 and the key projects included in the local multimodal transport planning, establish the accounts of key construction projects, formulate work programs, clarify the time nodes, responsible units and responsible persons, and ensure the timely progress. To carry out a thorough investigation on the railway access of large industrial and mining enterprises, logistics parks and ports involved in the transportation of bulk goods, and to build or relocate enterprises, logistics parks and ports with an annual transportation volume of more than 1.5 million tons of bulk goods, in principle, special railway lines or pipelines should be connected. By the end of March 2024, the transportation volume of bulk materials will reach 0. The clean transportation of enterprises in coal, thermal power, steel, coke, building materials and other industries will be promoted. Railway and waterway transportation will be mainly used for medium and long distance transportation, and closed belt corridors or new energy trucks will be preferred for short distance transportation.

Promote the elimination and renewal of old high-emission vehicles. The proportion of new energy vehicles in newly added or updated public transport, rental, logistics distribution, light environmental sanitation and other public vehicles shall not be less than 80%; we shall accelerate the promotion of new energy for heavy trucks in thermal power, steel, cement and other industries, as well as vehicles and machinery operating in railway freight yards, logistics parks, ports, airports, industrial and mining enterprises, etc. Strictly enforce the compulsory scrapping standards for motor vehicles, accelerate the elimination and renewal of vehicles with emission standards of the third and lower countries, and carry out centralized dismantling in accordance with the requirements. Vehicles that have been eliminated are prohibited from illegally operating in urban and rural areas or entering industrial and mining enterprises.

Strengthen the supervision of mobile source emission standards. To implement the regular dispatch system of mobile source compliance supervision, provincial ecological environment departments regularly report to the Ministry of Ecology and Environment the work of mobile source supervision in various cities last month as required. By the end of March 2024, all localities will organize special inspections of emission inspection institutions, strictly check the detection lines and institutions with abnormal data in the inspection process, and focus on checking whether the analyzer and the industrial computer are bridged with hardware cheating equipment or installed with cheating software. In accordance with the unified requirements of the state, we will coordinate the supervision of environmental protection standards for newly produced trucks and off-road mobile machinery, verify the disclosure of environmental protection information, pollution control devices, on-board diagnostic systems (OBD), on-line monitoring and emissions, and basically achieve full coverage of the family. Regularly carry out road inspection and household inspection, focusing on law enforcement inspection of heavy diesel vehicles and off-road mobile machinery in key places such as major logistics channels and industrial and mining enterprises, logistics parks, construction sites, ports and wharfs, airports and railway freight yards involved in bulk cargo transportation, so as to achieve full coverage of key places. Strictly check the vehicle emission control device and OBD system, and carry out exhaust detection; for the sixth national gas truck, focus on checking whether the three-way catalytic converter and rear oxygen sensor are in good condition, and severely crack down on the production and sale of counterfeit three-way catalytic converters and the recycling and private dismantling of three-way catalytic converters. Speed up the promotion of non-road mobile machinery coding registration, so that all should be registered.

Strengthen the law enforcement of vehicle oil quality. All localities should continue to clean up and rectify unlicensed and unlicensed self-built oil tanks, mobile refueling trucks (ships) and black refueling stations, and resolutely crack down on non-standard oil products. To carry out the actual use of diesel and urea in vehicles, ships and construction machinery, to find out the quality status of local oil products, to trace the clues of non-standard oil problems found, and to investigate and deal with inferior oil storage and sales distribution centers and production and processing enterprises; To strengthen inter-city cooperation, clues involving cross-administrative regions should be handed over in a timely manner, cities receiving clues to problems should carry out surprise inspections in a timely manner, and regions with conditions can carry out joint law enforcement to eliminate fake and inferior oil products from the source.

(4) Efforts should be made to improve the management level

of atmospheric non-point sources and strengthen the comprehensive control of dust. The average amount of dustfall in each city should not be higher than 7 tons per month per square kilometer, and all localities are encouraged to refine the requirements for dustfall control and implement monthly monitoring and ranking of dustfall in districts and counties. Strengthen the fine control of construction dust, strictly implement the "six hundred percent" in urban construction sites, strengthen the sprinkling of water and dust suppression in earthwork operations, increase the number of vehicles and machinery washing, and prevent driving with mud. Conduct a comprehensive investigation on the installation, operation, networking and management of the dust on-line monitoring system to ensure that it should be fully installed and operated in a standardized manner. Strengthen the comprehensive control of road dust, strengthen cleaning and cleaning, set up fixed dust monitoring stations on the main roads entering urban areas (except high-speed) and the main access roads of key enterprises and places using more than 500 trucks and construction machinery per day, and carry out road dust monitoring. Road dust load navigation monitoring is encouraged. The urban bare ground, dust-prone storage sites and waste factories were investigated and filed, and dust suppression measures such as enclosure, covering, sweeping or greening and hardening were taken.

Strengthen the comprehensive utilization of straw and the work of banning burning. Local people's governments at all levels should earnestly implement their main responsibilities, adhere to the principle of "combining dredging and blocking to promote prohibition", and comprehensively promote the comprehensive utilization of straw and the prohibition of burning. Comprehensive utilization policies and measures should be improved, operation guidance should be strengthened, straw returning mode should be selected according to local conditions, and scientific and standardized returning level should be improved. We will improve the system of straw collection, storage and transportation, promote the efficient and industrialized utilization of straw, and cultivate and strengthen the main body of straw processing and utilization. We will further promote the control of straw burning ban, improve the grid supervision system, focus on cities, counties and towns with more fires in previous years, give full play to the role of grass-roots organizations such as villages and groups, and strengthen the inspection and management of field burning ban. Strengthen the capacity building of straw burning ban supervision, make full use of satellite remote sensing, high-definition video surveillance, UAV and other technical means to accurately detect the burning point of straw. Serious criticism shall be given to cities, counties and townships where the problem of straw burning is prominent, as well as fraud in the review of straw fire points.

Steadily promote ammonia emission control in livestock and poultry breeding industry. Beijing, Tianjin, Hebei and surrounding provinces (cities) carry out pilot projects of atmospheric ammonia emission control, comprehensively investigate the current situation of farms within the scope of the pilot projects and the construction and operation of facilities such as ammonia emission control, establish basic accounts of farms, and formulate pilot implementation plans. Focusing on large-scale farms with great emission reduction potential and concentrated odor complaints, we should strengthen the construction of manure treatment facilities, promote the construction of ammonia and other odor gas treatment facilities, do a good job in monitoring and supervising ammonia emissions, and explore the establishment of ammonia emission control technology system for livestock and poultry farming.

(5) Effectively respond to heavy polluted weather

in accordance with the law and regulations. Local governments have studied and revised the contingency plan for heavy polluted weather, and optimized the starting standards for early warning of heavy polluted weather. Standardize the work flow of heavy pollution weather response, timely start and release early warning according to the forecast results and early warning starting conditions; publicize the air quality forecast information and accept the supervision of the whole society. They should not arbitrarily start early warning, raise the level of early warning and extend the time of emergency response on the grounds of fulfilling the goal of air quality improvement, as required by contingency plan. When a regional heavy pollution process is predicted, the provincial (municipal) people's governments shall, in accordance with the warning information, organize relevant cities and counties to carry out regional emergency linkage, issue early warning, and initiate emergency response to heavy pollution weather. In principle, the provincial emergency linkage cities shall initiate the same level of early warning. We will further improve the emergency emission reduction list, clarify emergency emission reduction measures, and ensure that they are operable, monitorable, and verifiable. The list of industrial sources should ensure full coverage of gas-related enterprises, including power plants, heating boilers, and small and micro gas-related enterprises. The list of mobile sources should include the list of road mobile sources and non-road mobile machinery, the list of bulk material transport units, and the white list of trucks.

Implement differentiated management and control of performance classification.In strict accordance with the technical guidelines and supplementary instructions for performance classification of key industries in heavily polluted weather, all localities carry out performance classification, guide enterprises in key industries to formulate differentiated emission reduction measures, and reduce the control measures of small and micro gas-related enterprises as appropriate. For industrial enterprises and major projects that guarantee people's livelihood, ensure the normal operation of cities or involve national strategic industries, if they need to be included in the security category, they shall be submitted to the Ministry of Ecology and Environment for the record after being examined and checked by the provincial ecological environment departments with the consent of the people's governments at the prefectural and municipal levels. Strengthen the management and control of transport vehicles and record the information of entering and leaving the factory in real time. The competent departments of ecological environment at the provincial and municipal levels should study and establish a technical system of pre-judgment, in-process tracking and post-evaluation to deal with the heavy pollution process, and make full use of remote information technology means such as automatic monitoring of pollution sources, industrial electricity consumption, traffic flow, satellite remote sensing and hot spot grid to supervise and implement the responsibility of emergency emission reduction in heavy pollution weather and improve the efficiency of supervision. Enterprises that fail to implement emergency emission reduction measures shall be investigated and punished according to law and regulations, and their performance grades shall be lowered according to regulations.

(6) Establish a number of benchmarking enterprises

for atmospheric governance and actively establish benchmarking enterprises for atmospheric governance. All localities should focus on iron and steel, foundry, building materials, non-ferrous metals, petrochemical, chemical, industrial painting and other industries, in accordance with the principle of "building a batch, cultivating a batch, upgrading a batch", establish a list of performance improvement enterprises in different industries, focus on cultivating a number of enterprises with high performance level and strong industry-driven, and promote the overall improvement of environmental protection level. New enterprises should be built according to the benchmark level of the industry; promote enterprises with better foundation and higher governance level to make up for shortcomings, improve the level of operation and management, and fully meet the requirements of A-level environmental performance and leading enterprises; support and encourage enterprises with lower performance rating, improve the standard, consolidate the foundation, increase the intensity of transformation, and constantly improve the level of environmental performance. Central enterprises, state-owned enterprises and leading enterprises in the industry should take the initiative to assume social responsibility, play a leading and exemplary role, increase capital investment, strengthen operation and management, and take the lead in creating a number of benchmarking enterprises in the industry.

Give full play to the role of policy guidance. To give full play to the guiding role of performance classification and differentiated management and control measures, during the emergency response period of heavily polluted weather, enterprises with high performance level can not take or take less emergency emission reduction measures, while enterprises with low performance level should increase emission reduction efforts, encourage "advanced", spur "backward", and promote the overall transformation and upgrading of the industry. Effectively highlight positive incentives, implement independent emission reduction for A-level and leading enterprises with environmental performance, and supervise and enforce the law for benchmarking enterprises included in the positive list to achieve "no disturbance".
