2023 is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China and the key year for Tianjin to build a socialist modern metropolis in an all-round way. In order to give full play to the key role of "ballast stone" in major projects, support economic and social development, lead industrial transformation and upgrading, and ensure the improvement of people's livelihood, 673 key construction projects and 182 key reserve projects were arranged in 2023 with the consent of the Municipal People's Government. The relevant matters are hereby notified as follows.
1. Compaction responsibility. The main responsible comrades of each district and department should improve their political standing, enhance their sense of urgency, responsibility and mission, regard project construction as a "chief officer" project and a "top leader" project, and carry out the task with strong political execution. Each district should implement the responsibility of territorial security, municipal departments should implement the responsibility of industry management, urban coordination and departmental linkage, and create a pattern of project investment with the same direction, the same frequency resonance and synchronous progress.
2. Strengthen dispatching management. All departments in each district should continue to strengthen dispatch and optimize services, implement account-based and list-based management of key projects, and help each other to promote the early start of reserve projects and speed up the construction of projects under construction. Monthly combing of key project fund allocation, construction and implementation of node objectives, "wall chart operations" precise efforts to enhance the pertinence and effectiveness of dispatching management. Organize project units to timely report the progress of project construction through the intelligent management platform of major projects in Tianjin from the 25th to the 5th of the next month.
3. Optimizing service guarantee. Implement joint examination and approval, improve the efficiency of examination and approval of key projects, and support key projects to go through preliminary formalities in accordance with the relevant requirements of letter certificate and commitment system. Implementing excellent and fast insurance, working with factor guarantee departments to solve the problem of blocking points within a time limit, giving full play to the long-term mechanism of financing docking for major projects, guiding financial institutions to increase financing support, and promoting the quality and efficiency of project construction.
4. Implementing dynamic adjustment. Projects that have been listed in the list of key reserve projects and whose preliminary work has been carried out rapidly and have the conditions to start construction shall be transferred to the list of key construction projects after preliminary examination by the relevant district people's governments or municipal industry authorities and submitted to the Municipal Development and Reform Commission for examination and verification. If the preliminary work is relatively mature and meets the requirements of declaration, it shall be supplemented after the preliminary examination by the relevant district people's government or the municipal competent industry department and submitted to the Municipal Development and Reform Commission for examination and verification.
5. Strengthen supervision and assessment. Carry out weekly dispatch, ten-day analysis, monthly notification, annual assessment, strengthen daily supervision, regularly work with the supervision department of the municipal government to jointly supervise, for outstanding work results, in addition to performance appraisal points, in the central and municipal funding arrangements and other aspects to be inclined, to promote the weak district and department, to the main leadership Send prompt letters, supervision letters, and interviews when necessary.
