2022, the Hebei Provincial Department of Natural Resources listed and supervised eight typical cases of mineral violations. The investigation is reported as follows:
1. After investigation and verification of the cross-border mining case
of Shijiazhuang Xingtang County Jianling Stone Co., Ltd., during June 2022, Xingtang County Jianling Stone Co., Ltd. mined 3,152 tons of dolomite ore across the border, with an illegal income of 15,760 yuan. The Natural Resources and Planning Bureau of Xingtang County has imposed an administrative penalty of 25,760 yuan, which has been collected and closed.
2. After investigation and verification of the cross-border mining case
of Chengde Shuangluan Jianlong Mining Co., Ltd., during April 2022, Shuangluan Jianlong Mining Co., Ltd. exploited 6,111 tons of ultra-poor magnetite, with an illegal income of 79,443 yuan. Chengde Natural Resources and Planning Bureau has imposed an administrative penalty of 95.3316 million yuan, which has been collected and closed.
3. The case
of unlicensed mining of Xinxing Building Materials Factory in Jiajiaying Town, Xuanhua District, Zhangjiakou City was investigated and verified. During May 2022, Xinxing Building Materials Factory in Jiajiaying Town, Xuanhua District mined 1,279.34 m3 of dolomite ore without a license, with an illegal income of 11,514 yuan. The Natural Resources and Planning Bureau of Zhangjiakou City imposed an administrative penalty of 149.682 million yuan. The fines and confiscations have been collected and the case has been closed.

After investigation and verification, Zhang Mouwu, a villager in Shizhangzi Village, Maquanzi Town, Qinglong Manchu Autonomous County, Qinhuangdao City, mined 651.448 tons of iron ore without a license from August 15 to August 23, 2022. The government of Maquanzi Town, Qinglong Manchu Autonomous County, confiscated 651.448 tons of iron ore and imposed an administrative penalty of 0.540767 yuan. Zhang Mouwu has fulfilled the punishment decision and has now closed the case.
5. After investigation and verification of the cross-border mining case
of Defeng Limestone Mining Co., Ltd. in Qian'an City, Tangshan City, during June 2022, Defeng Limestone Mining Co., Ltd. in Qian'an City mined 263,431.72 tons of earthwork. Tangshan Natural Resources and Planning Bureau made an administrative penalty decision to confiscate the 263431 of 72 tons of mining earthwork. At present, the mine has fulfilled the penalty decision, and the confiscated earthwork has been handed over to the People's Government of Wuzhong'an Town, Qian'an City for disposal according to law.
6. After investigation and verification of the illegal mining case
of Zhengjin Farm in Laishui County, Baoding City, in the name of facility agriculture, during September 2022, Zhengjin Farm in Laishui County illegally mined 5,582 tons of dolomite ore for construction, with an illegal income of 81,480 yuan. The people's government of Loucun Town, Laishui County, decided to impose an administrative penalty of 93.702 million yuan. The fines and confiscations have been collected and the case has been closed.
7. After investigation and verification of the cross-border mining case
of Zhonglian Cement Co., Ltd. in Neiqiu County, Xingtai City, 4272 tons of ultra-deep limestone ore were mined by Zhonglian Cement Co., Ltd. in Neiqiu County in 2022, with an illegal income of 55,536 yuan. Xingtai Natural Resources and Planning Bureau made an administrative penalty decision of 666432 yuan. The fines and confiscations have been collected and the case has been closed.
8. Cross-border mining case of Handan Wu'an Nanyang Materials Transportation and Marketing Co., Ltd.
After investigation and verification, from May to June 2022, Wu'an Nanyang Material Transportation and Marketing Co., Ltd. exploited 1300 tons of limestone ore across the border, with an illegal income of 39000 yuan. Wu'an Natural Resources and Planning Bureau decided to impose an administrative penalty of 49000 yuan. The fines and confiscations have been collected and the case has been closed.
