Recently, China Railway Urban Construction Group won the bidding for the EOD project (Phase I) in Huayuan County, Xiangxi Autonomous Prefecture. The main construction contents of the project include the mining and resource utilization of 10 sand and gravel mines, the construction of 5 production lines, and the comprehensive development of ecological restoration and rural revitalization, such as the annual treatment of 6.6 million tons of tailings.
According to the tender announcement of the project, the total investment of the project is estimated to be 0.12 million yuan (about 5.27 billion yuan) in 526859, which is implemented in three phases, of which the first phase is estimated to be 0.73 million yuan (about 1.67 billion yuan) in 167431, including 0.33 million yuan (about 1.58 billion yuan) in 158453. The interest during the construction period is 89,784,000 yuan. The project adopts the mode of equity cooperation + integration of investment, construction and operation, with a cooperation period of 30 years, including construction period (27 years) and operation period (3 years). Finally, the first successful candidate is the consortium of China Railway Urban Construction Group Co., Ltd., China Railway Fifth Survey and Design Institute Group Co., Ltd., China Railway 23rd Bureau Group Co., Ltd., China Railway Urban Construction Investment Co., Ltd. and China Railway Urban Construction Group Second Engineering Co., Ltd. The
scope of the project is the EOD construction of Dashibadong Scenic Area, Airport New Area-Malichang Town Area, Tertiary Industry Integration Park Area, Gumiao River Grand Canyon Scenic Area, etc., as well as the upgrading and ecological comprehensive management of both sides of the connecting roads between the areas (209 National Highway, Huanhu Road, Tamdu Huahai Base Connection Line, etc.). The scope of the project is about 70 square kilometers. The main contents of
the project are as follows:
1. Comprehensive management of mining environment and ecological restoration project. 949,000 cubic meters of manganese waste residue and muck in Wangerqiao area and Wuguibao area of Huaqiao Village will be recovered and transported, landfilled in other places and closed, and ecological restoration will be carried out; six lead-zinc tailings reservoirs such as Dongli will be closed and treated; 72757 mu of polluted cultivated land will be treated; 493400 square meters of surface flow estuary wetland, submerged plants and aquatic plants, and ecological slope protection will be constructed; Remediation of 73000 square meters of polluted site of abandoned factory buildings; treatment of 3 kilometers of polluted sediments in riverbed; restoration of 132 hectares of wetland habitat (habitat) of Gumiao River; supporting construction of boundary markers, monitoring and supervision platforms, patrol facilities, etc.
2. Comprehensive improvement and utilization project of mining resources. Mining and resource utilization of 10 sand and gravel soil mines; construction of 5 production lines, with an annual processing capacity of 6.6 million tons of tailings.
3. Drinking water safety project. A new 70000t/d water supply plant and a 38.3 km water supply pipe network will be built in the county town, and 45 km of aging and leaking pipe network in the urban area will be upgraded and renovated, with supporting water quality monitoring facilities.
4. Comprehensive development project of Rural Revitalization Industry. 2100 square meters of tourist transfer connection point, 7199 square meters of tourist highway service area, 4 kilometers of eighteen cave exploration trails, 9400 square meters of rural revitalization training and education demonstration base, supporting ecological parking spaces, charging piles and water and electricity, fire protection, greening, environmental protection, signs and other facilities.
