In order to promote enterprises to save energy and improve energy efficiency, accelerate green and low-carbon development, and promote carbon neutralization in the industrial sector, according to relevant laws and administrative regulations such as the Energy Conservation Law of the People's Republic of China. The Ministry of Industry and Information Technology promulgated the Measures for the Supervision of Industrial Energy Conservation (Decree No.58 of the Ministry of Industry and Information Technology, hereinafter referred to as the Measures), which came into effect on February 1, 2023.
The Measures show that industrial energy conservation supervision includes the following contents:
(1) Implementation of mandatory national standards such as energy consumption quota per unit product, energy efficiency of energy-using products and equipment;
(2) The implementation of the elimination system for backward energy-consuming products, equipment and production processes;
(3) The strengthening of energy measurement management;
(4) The establishment of the energy consumption statistics and energy utilization analysis system;
(5) Establishment of energy conservation target responsibility system, strengthening of energy conservation management, formulation and implementation of energy conservation plans and energy conservation technical measures;
(6) Implementation of energy conservation publicity and education and post energy conservation training;
(7) Implementation of supervision opinions on industrial energy conservation;
(8) Other matters requiring industrial energy conservation supervision as stipulated by laws, regulations and rules.
The industrial energy conservation supervision of key energy-consuming enterprises also includes the following contents:
(1) the completion of annual industrial energy conservation targets;
(2) the implementation of the energy management post establishment and the appointment and training system of the person in charge of energy management;
(III) Implementation of energy utilization reporting system;
(IV) Establishment and implementation of energy management system and measurement management system;
(V) Energy measurement review;
(6) Other matters requiring industrial energy conservation supervision for key energy-consuming enterprises as stipulated by laws, regulations and rules.
The Measures emphasize that the supervision of industrial energy conservation should follow the principles of legality, openness, fairness, impartiality and efficiency. Industrial energy conservation supervision shall not collect fees from the supervised units. According to
the Measures, the supervised units shall cooperate with the supervision of industrial energy conservation, truthfully explain the situation, provide relevant information, not conceal or fabricate facts, not forge, conceal, destroy or tamper with relevant information, and not refuse or hinder the supervision of industrial energy conservation.
It is reported that on October 21, 2022, the Ministry of Industry and Information Technology issued the "Notice of the National Industrial Energy Conservation Supervision Task in 2022", which involves 759 cement industries. The supervisory objects of the
cement industry are complete cement production line enterprises (including clinker production), clinker production line enterprises and cement grinding station enterprises that produce general Portland cement.
The monitoring scope covers three sections, namely raw meal preparation, clinker calcination and cement grinding, specifically covering raw material crushing, raw meal grinding, coal powder preparation, clinker burning, waste heat utilization system, cement grinding, cement packaging (bulk) and auxiliary production facilities. The main contents of
supervision are the implementation of energy consumption quota standards per unit product, the implementation of backward elimination system, the implementation of energy measurement management system, and the implementation of energy consumption statistics system.
