Recently, the Department of Ecology and Environment of Hubei Economic and Credit Department jointly issued the Notice on Normalized Peak Staggering Production of Cement Industry in 2023.
The Notice requires that all cement clinker production lines should carry out peak-shifting production. To implement differentiated management and control for peak staggering production of cement clinker production line in the whole province.
(1) The annual peak staggering production days of cement clinker production lines of cement production enterprises whose performance classification has reached Grade A shall not be less than 30 days.
(2) Cement clinker production lines with performance grading of Grade B or with the task of co-disposal of municipal solid waste and toxic and harmful wastes throughout the year may not carry out peak-shifting production, but the cement production load shall be reduced appropriately, and the peak-shifting production days throughout the year shall not be less than 42 days. For the cement clinker production line that cannot stop the kiln due to the heavy task of co-disposal of municipal solid waste and toxic and harmful waste throughout the year, the task of peak staggering production can be replaced by the same cement group company according to the equivalent conversion of production capacity. Approval of environmental impact assessment, complete treatment device, urban domestic waste disposal contract and contract implementation shall be provided for the
collaborative treatment of urban domestic waste; approval of environmental impact assessment, complete treatment device, hazardous waste business license and hazardous waste disposal shall be provided for the collaborative treatment of hazardous waste; For the co-processing of municipal sludge, it is necessary to provide the environmental assessment approval, the complete treatment device, the municipal sludge disposal contract and the contract execution.
(3) The annual peak staggering production days of cement clinker production lines of cement production enterprises rated as green factories by the Ministry of Industry and Information Technology shall not be less than 45 days.
(4) The annual peak staggering production days of cement clinker production lines of other cement production enterprises shall not be less than 60 days.
(5) According to the supply and demand situation of cement market, after scientific evaluation, the number of days of peak staggering production can be adjusted in time in the second half of 2023.
