On September 13, the Guizhou Provincial Office of Industry and Information Technology issued the Announcement on the Results of the First Batch of National Industrial Energy Conservation Supervision in 2023. The announcement showed that of the 92 cement enterprises, 7 were shut down or shut down, 36 failed to meet the energy consumption standards, and 9 could not be accounted for. That is to say, regardless of the enterprises that have stopped production, the number of enterprises whose energy consumption is not up to the standard and whose energy consumption cannot be accounted for is more than half!
According to the statistics of China Cement Network, there are 80 cement clinker production lines in the announced clinker enterprises (excluding shutdown or shutdown), of which 47 are up to the standard of energy efficiency and 20 are up to the benchmark level of energy efficiency. There are 33 production lines that fail to meet the standards or cannot be accounted for. Details are as follows:
In 2021, the National Development and Reform Commission and other six ministries and commissions issued Several Opinions on Strict Energy Efficiency Constraints to Promote Energy Conservation and Carbon Reduction in Key Areas (FGCY [2021] No.1464). The main goal of energy saving and carbon reduction in the cement industry proposed in the Opinion is that by 2025, through the implementation of energy saving and carbon reduction actions, the proportion of production capacity reaching the benchmark level in the industry will exceed 30%, the overall energy efficiency level of the industry will be significantly improved, the carbon emission intensity will be significantly reduced, and the green low-carbon development capacity will be significantly enhanced. The benchmark level of
cement industry is specified in the "Action Plan for Promoting Energy Conservation and Carbon Reduction by Strict Energy Efficiency Constraints in Key Metallurgical and Building Materials Industries (2021-2025)" attached to the Opinions, and the benchmark level of comprehensive energy consum ption per unit product of clinker is 100 kg standard coal/ton; The benchmark level is 117 kg standard coal/ton.
At present, 20 clinker production lines in Guizhou have reached or exceeded the benchmark level, accounting for 28.7% in terms of production capacity. As long as a 4000 ton/day production line is added, the target of more than 30% of the production capacity at the benchmark level can be achieved.
This year, the National Development and Reform Commission and other departments issued a circular on the "Benchmarking Level and Benchmark Level of Energy Efficiency in Key Industrial Areas (2023 Edition)", which again mentioned that in 25 areas, such as cement clinker, the stock projects whose energy efficiency is lower than benchmark level can not be completed on schedule. In principle, the technical transformation or elimination should be completed by the end of 2025. According to the results of this
energy conservation monitoring, the failure rate of cement clinker production capacity in Guizhou is as high as 35.6% . If we do not want to be eliminated, in the next two years, more than 50000 tons/day clinker production capacity should be completed every year, or 16 production lines should be completed every year, and the comprehensive energy consumption of clinker unit products should be controlled within 117 kg standard coal/ton. Attention should
also be paid to the fact that in the results of industrial energy-saving supervision, there are 47 enterprises with backward mechanical and electrical equipment (including a large number of enterprises), many of which are up to the standard or even benchmarking enterprises, accounting for 52% of the production enterprises, accounting for more than half. There are 33 enterprises whose energy management system needs to be improved or further improved or whose management is weak, accounting for 33% of the production enterprises, accounting for 1/3.
The Energy Conservation Law clearly prohibits the production, import and sale of energy-using products and equipment that are explicitly eliminated by the State or do not meet the mandatory energy efficiency standards, and prohibits the use of energy-using equipment and production processes that are explicitly eliminated by the State. Whoever uses energy-consuming equipment or production techniques which the State has eliminated by formal decree shall be ordered by the administrative department for energy conservation to stop the use of such equipment and have the equipment confiscated; if the circumstances are serious, the administrative department for energy conservation may submit its proposal to the people's government at the corresponding level which shall, in line with the limits of authority as prescribed by the State Council, order the suspension of operation for consolidation or close-down.
The Energy Conservation Law clearly States that energy-using units should strengthen energy-saving management, formulate and implement energy-saving plans and energy-saving technical measures to reduce energy consumption in accordance with the principle of rational energy use. In the case of a production unit that uses energy in excess of the quota for energy consumption per unit product and, to a serious extent, fails to tackle the problem or meet the requirements within the time limit, the administrative department for energy conservation may submit its proposal to the people's government at the corresponding level, which shall, in line with the limits of authority as prescribed by the State Council, order the unit to suspend operation for consolidation or closedown.
It can be seen that the task of Guizhou cement industry to achieve the main goal of energy saving and carbon reduction in 2025 is very arduous, and it is urgent to take action!
