Recently, the Yunnan Department of Industry and Information Technology and the Yunnan Department of Ecology and Environment jointly issued the Notice on Further Improving the Normalized Staggered Peak Production of Cement.
The Notice requires that all cement clinker production lines in the province should plan to carry out peak staggering production in an orderly manner during the Spring Festival, hot summer days, rainy season and major events. In areas where structural contradictions are relatively prominent, key peak staggering production management will be adopted.
In recent years, the cement production enterprises in the built-up areas of the cities where the state (city) governments are located and the surrounding areas where the ambient air quality is slightly polluted or above will concentrate on peak staggering and stopping production from March to May, while the rest of the States (cities) will complete quarterly. Each cement clinker production line in the administrative regions
of Zhaotong City, Xishuangbanna Prefecture and Diqing Prefecture has an average annual peak staggering production days base of 100 days ; Each cement clinker production line in the administrative region
of Nujiang Prefecture has an average annual peak staggering production days base of 130 days ; The base number of peak-shifting production days for each cement clinker production line in
other areas is 150 days per year. The execution time
of off-peak production is from January 1, 2023 to December 31, 2023.
"Notice" shows that we should adhere to the differentiated management and control of peak staggering production, so as to achieve more refinement and scientificalization. According to the atmospheric environmental quality, energy consumption, regional market and other factors in different regions, differential peak staggering production is adopted. Production lines
with tasks such as coordinated disposal of municipal solid waste and toxic and harmful wastes throughout the year shall be based on the actual disposal volume approved by the relevant departments of each state (city) in the previous year, and the number of peak staggering days shall be reduced appropriately. For cement clinker production lines with
a daily output of 4,000 tons and above , if the annual disposal capacity reaches 60,000 tons and above, the peak shifting can be reduced by 80 days; if the annual disposal capacity reaches 40,000 tons and above, the peak shifting can be reduced by 30 days; if the annual disposal capacity reaches 20,000 tons and above, the peak shifting can be reduced by 10 days; Cement clinker production lines with annual disposal capacity of less than 20000 tons will no longer reduce the number of peak staggering days. For cement clinker production lines with
a daily output of less than 4,000 tons, if the annual disposal capacity reaches 50,000 tons or more, the peak shifting can be reduced by 80 days; if the annual disposal capacity reaches 30,000 tons or more, the peak shifting can be reduced by 30 days; if the annual disposal capacity reaches 10,000 tons or more, the peak shifting can be reduced by 10 days; If the annual disposal volume is less than 10,000 tons, the number of peak staggering days shall not be reduced. The production line of cement clinker produced by
carbide slag shall communicate and coordinate with local non-carbide slag cement clinker production enterprises, and participate in peak staggering production through "peak staggering replacement", but not less than 130 days. The number of peak-shifting production days of cement clinker production line for special cement
production shall be determined by the industry and information and environmental protection departments of the state (city) where it is located. The maintenance downtime outside the planned off-peak production time is not included in the off-peak production.
