The inspection team also found that the safety management system of the mine was not perfect, the construction was not in accordance with the design, and the mining roadway was illegally excavated in the middle section of + 430m before the power supply system and ventilation system were formed.
Under the careful inspection of the inspection team, there are still many problems that are not constructed according to the design: before the perfect ventilation system is formed in Chuanziyuan Niobium-Tantalum Mine of Hongyuan Mining Co., Ltd. in Pingjiang County, cross-vein tunneling and + 170m ~ + 140m ramp tunneling are arranged in violation of regulations; The 2.2KW local ventilator selected by Jiangdong Gold Mine of Hunan Gold Tianyue Mining Co., Ltd. can not meet the ventilation needs, and the air volume of the working face is insufficient; some mines are not equipped with mechanical and electrical facilities and equipment according to the design requirements, and some equipment has not obtained the safety mark of mining products. inspection team also provided assistance and guidance to the relevant responsible persons of the enterprise, and put forward specific rectification suggestions and countermeasures to help the enterprise improve its safety management ability and level. The main reason
is that the main responsibility of
mining enterprises is not implemented. "Why can't enterprises find problems by self-examination, and we check a lot of hidden problems?" At the inspection briefing, this issue was repeatedly mentioned. When the
inspection team consulted the data on the spot, it found that the main responsibility of mining enterprises was not in place, the safety responsibility system was not perfect, the safety management organization was not in place, and the safety management personnel were not fully equipped. Among them, the chairman of Chuanziyuan Nb-Ta Mine of Hongyuan Mining Co., Ltd. has been absent from the mine for a long time, unable to perform the duties of the first person responsible for safety production, the safety inspectors are insufficient, and the internal safety supervision is "absent"; Yueyang Changjia Trading Co., Ltd. has no appointment documents for the general manager, the main person in charge, the full-time safety officer and other safety management personnel; The mine leaders of Yueyang Fu'an Mining Co., Ltd. and Linxiang Rio Tinto Mining Co., Ltd. did not go down the well according to the regulations.
In addition, the inspection team in the supervision and inspection of Yueyang County, Linxiang City and Pingjiang County and the regulatory authorities found that there is a gap in the implementation of the responsibility of underground mine contact guarantee, the professional and technical strength of county-level supervisors is relatively weak, the supervision and law enforcement plan is not perfect, the law enforcement procedures are not standardized, the ability to investigate and deal with major hidden dangers is not strong, and major risks can not be focused on.
