Recently, Chongqing released the Implementation Plan of Carbon Peak in the Industrial Field of Chongqing (hereinafter referred to as the Plan ).
The Plan calls for in-depth implementation of the idea of ecological civilization in Xi Jinping under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, based on the new stage of development, complete, accurate and comprehensive implementation of the new development concept, active integration into and service of the new development pattern, adherence to the concept of system, implementation of the policy of giving priority to conservation, and the promotion of sustainable development. Deal with the relationship between development and emission reduction, overall and local, long-term and short-term goals, government and market as a whole, take promoting the high-quality development of manufacturing industry as the main line, carry out green manufacturing in depth, vigorously promote industrial energy conservation and carbon reduction, accelerate the implementation of peak action in key industries, and greatly improve the utilization efficiency of resources and energy. Construct a modern industrial pattern in which industrial green low-carbon transformation and industrial enabling green development are mutually reinforcing and deeply integrated. The overall objectives of the
Plan are as follows: by the end of the 14th Five-Year Plan, positive progress will be made in the optimization of industrial structure, the utilization efficiency of energy resources will be greatly improved, more than 30 green parks at or above the municipal level and more than 300 green factories will be built, and the energy consumption of industrial added value above the scale will be reduced by 14.5% compared with 2020. The reduction of carbon dioxide emissions per unit of industrial added value is greater than that of the whole society, laying a solid foundation for the realization of carbon peak. During
the 15th Five-Year Plan period, green emerging industries have become the new momentum of industrial economy, and the overall energy efficiency level of key industries has reached an advanced level. On the basis of achieving the carbon peak in the industrial field, the carbon neutralization capacity has been strengthened, and a modern industrial system characterized by high efficiency, green, recycling and low carbon has been basically built. Ensure that carbon dioxide emissions in the industrial sector peak by 2030.
Specific to the cement and building materials industry. Strictly implement the replacement policy of cement and flat glass production capacity, during the "14th Five-Year Plan" period, the city's cement clinker will not exceed the scale of the "13th Five-Year Plan" period, support the gradual withdrawal of inefficient cement clinker production lines through market-oriented m ergers and reorganizations, and no longer add independent cement grinding capacity. The production capacity of flat glass is controlled at a reasonable level. Accelerate the popularization and application of energy-saving and carbon-reducing technologies in industrial kilns, build a number of green low-carbon production line demonstration benchmarks in cement, glass, ceramics and other industries, and build a number of green factories. By 2025, the comprehensive energy consumption per unit clinker of cement products will be reduced by more than 3%. Cement enterprises are encouraged to expand the scale and scope of co-disposal of cement kilns, and support the co-disposal of urban construction solid waste, domestic waste, sludge and red mud by cement kilns and brick kilns. Supporting enterprises to explore and apply low-carbon cement production technology with high solid waste content, and guiding cement enterprises to replace raw materials by using non-carbonate raw materials such as phosphogypsum, red mud and fly ash.
