2023, the city plans to arrange 191 formal projects for major projects, including 77 scientific and technological industries, 27 social and livelihood projects, 17 construction of ecological civilization projects, 62 urban infrastructure projects, and 8 urban-rural integration and rural revitalization projects; in addition, it plans to arrange 48 preparatory projects.
Urban infrastructure (62 items)
5 items are planned to be completed: Shanghai Oil and Gas Main Pipeline Network Project (Chongming-Wuhaogou Natural Gas Pipeline, Shanghai-Jiangsu Natural Gas Connection Line, Shanghai Petrochemical Minhang Oil Depot Product Oil Pipeline, Fengxinmen Station and Natural Gas Outbound Pipeline Project), Huaneng Shidongkou No.1 Power Plant 2 × 650000 kilowatts equal-capacity coal-electricity substitution project, G15 Highway Jialiu Section Expansion Project, Yanggao Road Reconstruction Project, Traffic Road Jinchang Road New Reconstruction Project. Four new projects
are planned to be started: G15 Highway Jiajin Section Reconstruction Project, S16 Sichuan Expressway New Construction Project, Shanghai Port Luojing Port Area Container Terminal Reconstruction Phase I Project, and Outer Ring East Section (Huaxia Middle Road-Longdong Avenue) Reconstruction Project. There are 53 projects
under construction: expansion of Shanghai LNG station and line, Pudong comprehensive transportation hub, Shanghai section of Shanghai-Chongqing-Chengdu high-speed rail, Shanghai demonstration area line, west extension of Rail Transit Line 12, Caobao Expressway, east extension of Dalu Line, key rivers and pumping stations, overhead lines into the ground and pole and box regulation projects.
Urban-Rural Integration and Rural Revitalization (8 projects)
8 projects under construction: construction of affordable housing and rental housing, suburban sewage treatment and sludge disposal project, suburban waste resource utilization project, Chongming world-class ecological island construction, etc.
Science and technology industry (77 items)
8 items are planned to be completed: Huayu Automotive Technology Research and Development Center, WuXi Biologics Global Innovative Biopharmaceutical Research and Development Pharmaceutical Integration Center, Siji Microbial mRNA Vaccine Production Line Project, SenseTime Shanghai New Generation Artificial Intelligence Computing and Enabling Platform Project, Shanghai Fanuc Intelligent Factory Phase III, ABB Robot Super Factory, China Nuclear Construction Shanghai Science Park and China Nuclear Group Shanghai Headquarters Park. Eight new projects
are planned to be started: Key Physical Technology Project of Magnetic-Inertial Confinement Fusion Energy System, Industrialization Project of Electronic Special Materials of Shanghai Jiangfeng Lingang Base, AVIC Kaimai Infrared Detector Production Base, Daxin CITIC Haizhi East China UAV Headquarters Base, Johnson China Manufacturing Plant New Project, Huayi Syngas Project, Shanghai Shaanxi Coal Research Institute Headquarters R & D Base Project and North Bund Core Area Function Upgrading Project. There are 61 projects
under construction: Shanghai Hard X-ray Free Electron Laser Device Project, National Submarine Long-term Scientific Observation System, Zhangjiang Fudan International Innovation Center, SMIC 12-inch Chip Project, United Imaging Medical Production and Research Base, Jinshan Legoland, etc.
Social and people's livelihood (27 items)
10 items are planned to be completed: Reconstruction and Expansion Project of No.516 Jungong Road Campus of Shanghai University of Science and Technology, Phase IV of Shanghai Electronic Information Vocational and Technical College, Phase III of Shanghai Second Polytechnic University, Expansion Project of Jinhai Road Campus of Shanghai Second Polytechnic University, Ophthalmology Clinical Diagnosis and Treatment Center of Shanghai First People's Hospital, Liver Urology Clinical Diagnosis and Treatment Center of Renji Hospital, Orthopaedics Clinical Diagnosis and Treatment Center of Shanghai Sixth People's Hospital, Jiading Hospital of Shanghai Traditional Chinese Medicine Hospital, Yueyang Hospital Outpatient Complex Building Reconstruction and Expansion Project, Pudong Branch of Longhua Hospital. Two new projects
are planned to be started: the National Medical Center Construction Project of Zhongshan Hospital Affiliated to Fudan University and the Phase II Project of Pujiang Hospital Area of Eye and Otolaryngology Hospital Affiliated to Fudan University. There are 15 projects
under construction, including five tertiary general hospitals in Xincheng, Pudong Campus of Medical College of Shanghai Jiaotong University, Phase IV Expansion of Baoshan Campus of Shanghai University, Emergency Medical Center of Shanghai Public Health Clinical Center, Shanghai Clinical Research Center, Shanghai Grand Opera House, etc. Three
construction of ecological civilization (17 items)
are planned to be completed: Phase IV of Zhuyuan Sewage Treatment Plant (upgrading and reconstruction of Zhuyuan No.1 and No.2 Sewage Treatment Plants, Phase IV Sewage Treatment Plant Project), South Trunk Line Reconstruction Project, and Zhuyuan-Bailonggang Sewage Connecting Pipe Project.
It is planned to start one new project: Bailonggang Sewage Treatment and Storage Project (south line, inside the plant). There are 13 projects
under construction: Expo Cultural Park, ecological environment renovation of Dianshan Lake, Bailonggang Sewage Treatment Plant Expansion Phase III, Taihe Sewage Treatment Plant Expansion, Shanghai Bioenergy Reuse Phase III, public space construction on both sides of Suzhou River in Huangpu River, etc.
Preparatory projects (48 items)
Major preparatory projects refer to projects that have not yet completed the formalities at the present stage and are ready to be implemented in the near future.
