On May 23, the Water Conservancy Bureau of Zaoyang City, Xiangyang City, Hubei Province, in conjunction with the Municipal Natural Resources and Planning Bureau, the Municipal Transportation Bureau, the Municipal Market Supervision and Administration Bureau, the Municipal Public Security Bureau and the Zaoyang Branch of the Xiangyang Ecological Environment Bureau, carried out a joint spot check on river sand mining management in 2023, relying on the "Internet + supervision" and "double random, one open" supervision platform.
The inspectors looked at the scene and checked the information. Sand mining, sand yard setting, sand mining operation site management, centralized parking of sand mining vessels, implementation of sand mining site management system, environmental impact of sand mining activities, standardized use of business licenses, publicity information of annual reports, use of sand mining and transportation measuring instruments, etc. And whether there is illegal sand mining and other more than 20 aspects of a comprehensive inspection. In view of the problems found, feedback will be given one by one, and rectification measures and requirements will be put forward to urge and guide enterprises to carry out reform and draw inferences from each other.
This "double random, one open" joint spot check activity is a useful exploration to establish a new mechanism for multi-sectoral management of river sand mining, which realizes "entering the door once, checking many things" and reduces the interference to the operation of enterprises.
