Circular, decentralized wind power project operation enterprises that have obtained power business licenses and access to power grids with voltage levels of 35 kV and below shall apply to the local agency of the National Energy Administration (hereinafter referred to as the agency) for cancellation of power business licenses; Decentralized wind power project operation enterprises that have not obtained the power business license and have been connected to the power grid with voltage level above 35kV shall apply for the power business license within one year after the issuance of this circular.

2. When a renewable energy power generation project operating enterprise applies for a power business license, it shall clarify the scope

of the relevant management personnel of the renewable energy power generation project. The qualifications and work experience of the person in charge of production and operation, the person in charge of technology, the person in charge of safety and the person in charge of finance shall meet the requirements of the Regulations on the Administration of Electric Power Business Licenses. Among them, if the project is managed by a professional operation and maintenance company or an affiliated enterprise within the enterprise (group), the above four categories of personnel may serve concurrently in different projects in the same province, and may not serve concurrently in other cases. When a renewable energy power generation project operating enterprise applies for a power business license, it shall provide the appointment documents and performance instructions of the above-mentioned personnel. If the managers of the renewable energy power generation project operation enterprises that

have obtained the power business license do not meet the above requirements, they shall be adjusted.

3. Standardize the licensing registration

of renewable energy power generation projects. For wind power and the date of the first grid-connected power generation of the generating units; If more than one unit is registered, the date of commissioning shall be the date when the last unit of the more than one unit is connected to the grid. If the same batch of production units are registered separately due to different unit models, the production date shall be registered as the grid connection date of the last unit of the batch. Enterprises that have obtained the power business license before the issuance of this Circular may apply to the issuing authority for the change of registration items and provide relevant materials that can prove the date of grid-connected power generation if the date of unit operation registered in the license is inconsistent with the above requirements.

Photovoltaic power generation projects are registered in the power business license with AC side capacity (sum of rated output power of inverters, unit MW) , and can be registered in batches if they are put into operation in batches. Before the issuance of this notice, the total nominal power (unit MWp) of photovoltaic modules registered in the power business license will not be changed.

4. Adjust the renewal policy

of renewable energy power generation project (unit) license and no longer carry out the renewal of hydropower unit license. When a hydropower unit applies for a power business license, it will no longer register the design life of the unit.

For wind turbines that have reached the design life, safety assessment shall be carried out in a timely manner in accordance with the relevant provisions of the Measures for the Management of Upgrading and Decommissioning of Wind Farms. Apply for license extension in accordance with Article 15 of the Measures for the Supervision and Administration of Electric Power Business Licenses; if the safety assessment is not carried out or the assessment results do not meet the requirements for safe operation, the electric power business license shall be cancelled (changed). Biomass generating units that

have reached the design life shall be implemented in accordance with the policies and standards for the extension of the license for thermal power generating units.

5. To clarify the responsibilities

of power business license management of enterprises registered in other places. If the renewable energy power generation project is located in a province different from the registered place of the operating enterprise, the application and change of the power business license of the power generation project shall be submitted to the local office of the project. Where the same enterprise operates multiple renewable energy power generation projects in different jurisdictions (not registered as a company, a non-corporate enterprise legal person or a branch of the market supervision and management department), the application for a power business license and the change of the licensing items shall be submitted by the project legal person to the local office of the project respectively. Each project within the jurisdiction of a dispatched office shall obtain an original and duplicate of an electric power business license.

6. To strengthen the management

of licensing data and information of renewable energy power generation projects and establish a regular verification mechanism for licensing data and information, licensed renewable energy power generation project operating enterprises shall check the relevant data and information of operating project licensing once a year in the light of their daily business, so as to ensure that the operation of renewable energy power generation projects is carried out. The registration items and licensing items that have changed shall go through the formalities for change according to the regulations, and other relevant data and information shall be supplemented and improved. Focus on enterprises that have not logged in the system for data information improvement within three years, strengthen daily supervision, ensure the authenticity and validity of licensing data information, and update the licensing data synchronously in the national renewable energy power generation project information management platform filing card system. In addition to renewable energy power generation projects, other types of power generation projects should also strengthen the dynamic management of licensing data and information in accordance with the above requirements.

This Circular shall enter into force as of January.
