On January 28, the Henan Development and Reform Commission issued the Notice on the Issuance of the List of Carbon Peak Pilot Projects in Henan Province, which identified 8 counties (cities), 10 parks and 12 enterprises as the carbon peak pilot projects in Henan Province, with a construction period of 2022-2024. In the
cement industry, Zhumadian Yulong Tongli Cement Co., Ltd. and Tianrui Group Zhengzhou Cement Co., Ltd. were selected. According to
the notice, Zhumadian Yulong Tongli Cement Co., Ltd. will focus on raw material substitution, energy-saving and carbon-reducing transformation, product structure optimization and renewable energy application to build a "leader" in the green development of the cement industry. Zhengzhou Cement Co., Ltd.
of Tianrui Group focuses on raw material substitution, energy saving and carbon reduction transformation, product structure optimization and renewable energy application to build energy efficiency and carbon emission benchmarking enterprises in the industry.
Notice requirements, increase guidance. All localities should attach great importance to the pilot construction of carbon peak as an important carrier to promote the "double carbon" work and implement the green low-carbon transformation strategy, and incorporate it into the major issues of local economic and social development. The offices of the leading groups of the relevant provincial and municipal carbon peak and carbon neutralization work should play a leading role in overall planning, establish a long-term working mechanism with relevant departments, regularly dispatch the progress of the pilot work, coordinate and solve the problems and difficulties encountered in the pilot construction, and report important matters to the local government in a timely manner, so as to create a good environment for the pilot construction.
Compaction target responsibility. Each pilot unit should earnestly implement the main responsibility of the pilot construction, set up a desk account according to the key areas and tasks specified in the pilot construction plan, refine the implementation measures, clarify the time nodes, promote the green and low-carbon development of key areas and industries, and ensure the completion of the "14th Five-Year Plan" energy consumption and carbon emission intensity control objectives. Combining with its own characteristics, we should explore a number of operable, replicable and popularizable practices and models by innovating institutional mechanisms, promoting industrial upgrading, promoting advanced technology, and improving the level of energy saving and carbon reduction, so as to provide demonstration guidance for Henan Province to promote carbon peak and carbon neutralization.
Grasp the project construction. Each pilot unit should plan and implement a number of major projects and key projects around key areas such as the cultivation of low-carbon and efficient industries, the green transformation and upgrading of traditional industries, the improvement of energy and environmental infrastructure, and the improvement of ecological carbon sink capacity, so as to provide strong support for the pilot construction. It is necessary to establish a list of key projects, wall chart operation and inverted schedule to ensure that the project is put into operation on time and achieves results. The Office of the Leading Group of Carbon Neutralization Work in Henan Province will work with relevant departments to regularly schedule the progress of project construction and strengthen supervision and inspection of projects with lagging progress.
Carry out evaluation and acceptance. The Office of the Leading Group of Carbon Neutralization Work in Henan Province will organize and carry out on-site investigation, mid-term evaluation and final acceptance of the pilot construction of carbon peak in a timely manner with relevant departments. For those who have achieved remarkable results and passed the evaluation and acceptance, the typical experience and practice will be publicized throughout the province; for those who have failed to carry out the work and whose progress is seriously lagging behind, the rectification will be carried out within a time limit, and those who still fail to meet the requirements will be dynamically adjusted, their pilot qualifications will be revoked, and they will be notified. Detailed rules for evaluation and acceptance shall be formulated separately.
Strengthen policy support. The Office of the Leading Group of Henan Province's Carbon Peak and Carbon Neutralization Work will work with relevant departments to support eligible projects of pilot units to be included in provincial key projects. Low-carbon and high-efficiency industrial projects should be inclined in terms of energy consumption, environmental protection and land use, and financial institutions should be guided to increase support for green credit, green equity, green bonds and other financial instruments. For the pilot units that have passed the final acceptance, the provincial special funds for energy conservation and resource recycling will be used to reward and compensate, and the standards and procedures for reward and compensation will be formulated separately.
