On May 19, the Shanxi Provincial Department of Water Resources held a video conference on the management of rivers and lakes in 2023 to summarize the management of rivers and lakes in 2022 and arrange for the promotion of key tasks in 2023. Bai Xiaodan, deputy director and first-level inspector, attended the meeting and made a speech.

At the meeting, three counties in eight cities made typical speeches from different perspectives, such as overall promotion of flood control capacity improvement projects, implementation of ecological protection and restoration of seven rivers and lakes such as Fenhe River, promotion of small and medium-sized river management, promotion of "four disorders" in rivers and lakes and supervision of river-crossing construction projects, strengthening sand mining management, and construction of intelligent rivers and lakes.

The meeting pointed out that in 2022, under the decision-making and deployment of the provincial Party committee, the provincial government and the Ministry of Water Resources, the management of rivers and lakes in the whole province will set goals and tasks, clarify the path to achieve, strengthen work scheduling, vigorously implement the work, significantly improve the flood control capacity of the Fenhe River Basin, complete the main project of the demonstration area of the middle reaches of the Fenhe River, and strive to achieve the goal. The "Seven Rivers" and "Five Lakes" water ecological management projects have been included in 55 major water conservancy projects promoted by the whole country. The management of small and medium-sized rivers has achieved remarkable results. The investment and financing of river and lake management have been intensified. The ecological water replenishment of Fenhe River and Yongding River has achieved significant results. The foundation of spatial management and control of river and lake waters has been consolidated. The outstanding problems of river and lake management have been dealt with unprecedentedly. The task of the whole year has been well accomplished.

The meeting requested that in 2023, the management of rivers and lakes in the whole province should focus on the overall requirements of water control and water development, anchor the two major objectives of comprehensively implementing the Mother River Recovery Action and vigorously promoting the project of "One Hong Clear Water into the Yellow River", and do a good job in six aspects: Fully promote the construction of river and lake management projects, and implement the flood control capacity improvement project in the whole province. We will promote the ecological protection and restoration of Fenhe River and other seven rivers and lakes, promote the management of small and medium-sized rivers and major tributaries, and scientifically implement the ecological transformation of river and lake shorelines. We will continue to do a good job of ecological water replenishment and continue to implement ecological water replenishment for Fenhe River and Yongding River. Strengthen the spatial management and control of water shoreline, sort out and review the list of rivers and lakes in the whole province, improve the results of delimitation of the scope of river and lake management, strengthen the constraints of shoreline planning, and continue to do a good job in the investigation and remediation of outstanding problems hindering flood discharge in rivers. Strengthen the management of sand mining in rivers, compact the responsibility of sand mining management, and standardize the management of legal sand mining. We will deepen the construction of smart rivers and lakes, promote the informationization of background data of rivers and lakes, and strengthen the successful application of remote sensing and other technologies. We should comprehensively strengthen Party building and the rule of law, adhere to administration according to law, improve working mechanisms, and strengthen Party building and team building.
