161 Municipal Housing and Urban-Rural Construction Bureau (Urban-Rural Construction Bureau), Market Supervision and Administration Bureau, Relevant Municipal Bureau of Economy and Information Technology:
In order to strengthen the quality management of projects and ensure the quality and safety of construction projects, According to the Regulations on Promoting the Development and Application of Bulk Cement in Anhui Province, the Opinions of the People's Government of Anhui Province on Promoting the Development of Assembled Construction Industry (Anhui Administration [2020] 21) and the Notice on Strengthening the Quality Management of Ready-mixed Concrete (Jianzhi Letter [2021] 35) issued by the Provincial Housing and Urban-Rural Construction Department and the Provincial Market Supervision and Administration Bureau, etc. It has been decided to carry out a special inspection on the quality of ready-mixed concrete and precast concrete components throughout the province in 2023, and the relevant matters are hereby notified as follows.
1. All municipal housing projects under construction, ready-mixed concrete production enterprises and prefabricated concrete component production enterprises within the administrative region of our province shall be inspected
.
2. Inspection contents
(1) Production quality of ready-mixed concrete. Focus on the inspection of ready-mixed concrete enterprise qualification, raw material management, mix proportion design and production management. See Annex 1 for specific inspection contents.
(2) Quality of ready-mixed concrete. Focus on the inspection of construction, construction, supervision and other units and their employees in the implementation of relevant laws and regulations on concrete quality and mandatory standards for engineering construction, as well as the quality of concrete in engineering entities. See Annex 2 for specific inspection contents.
(3) Quality of production and use of precast concrete components. The inspection shall focus on the construction quality of prefabricated buildings and the production quality of prefabricated components, and shall be carried out by means of random inspection of on-site engineering entities, sampling inspection of prefabricated components and access to relevant information. See Annex 3 and 4 for specific inspection contents.
3. Time arrangement and inspection methods
This inspection is divided into enterprise self-inspection, city and county inspection and provincial spot check. Specific arrangements are as follows:
1. Enterprise self-inspection (before May 31): ready-mixed concrete production enterprises shall carry out self-inspection according to the inspection contents in Annex 1; prefabricated concrete component production enterprises shall carry out self-inspection according to the inspection contents in Annex 3; The project under construction (including urban rail transit project) shall be led by the construction unit, and the construction and supervision units shall be organized to carry out self-inspection according to the inspection contents of Annex 2 and Annex 4. Construction units under construction, ready-mixed concrete production enterprises and prefabricated concrete component production enterprises shall submit self-inspection and inspection forms to local housing, urban and rural construction, market supervision and management and credit departments.
2. Inspection of cities and counties (before June 30): The competent departments of housing and urban and rural construction at all levels are responsible for inspecting the quality of ready-mixed concrete and precast concrete components of municipal housing projects under construction in the region. Market supervision departments at all levels are responsible for sampling and inspecting the quality of ready-mixed concrete and prefabricated concrete components of prefabricated buildings. Carry out spot checks on the quality supervision of mechanism sand and gravel products, and strengthen the supervision of product quality and safety. Housing and Bureau of Economy and Information Technology at all levels (undertaking the administrative functions of wall materials) jointly carry out quality management and inspection of prefabricated components in factories.
3. Provincial-level spot checks: The Provincial Department of Housing and Urban-Rural Development, the Provincial Market Supervision and Administration Bureau and the Provincial Department of Economy and Information Technology will organize provincial-level inspections in due course, mainly inspecting the quality of ready-mixed concrete and the inspection of precast concrete components in various places, as well as the self-inspection of enterprises. Construction projects under construction, ready-mixed concrete and precast concrete component production enterprises were randomly selected for inspection.
4. Work requirements
(1) Raise ideological awareness. Municipalities should further improve their political standing, attach great importance to the special inspection of the quality of ready-mixed concrete and precast concrete components, strengthen organizational leadership, formulate inspection plans, innovate inspection methods, and conscientiously organize the special inspection of the quality of ready-mixed concrete and precast concrete components in the region.
(2) Strictly implement responsibilities. Municipalities shall urge the municipal construction units of houses under construction, the production enterprises of ready-mixed concrete and precast concrete components in the region to conduct a comprehensive self-examination, and organize the competent departments of counties (cities and districts) to inspect the production and use quality of ready-mixed concrete in the enterprises of ready-mixed concrete and precast concrete components and the projects under construction in the region. For the problems found in the inspection, it is necessary to supervise and urge the immediate implementation of the reform; for the responsible enterprises and persons with violations of laws and regulations, it is necessary to deal with them in accordance with the law and regulations, publicize the results to the society, and include the violations of laws and regulations in the integrity records of enterprises.
(3) Summarize the results of the inspection. Municipalities should carefully summarize the inspection work in their respective regions (including the counties and districts under their jurisdiction), focusing on the deployment, the effectiveness of special inspection, the existing problems and suggestions for further work measures, and submit the inspection summary materials to the Provincial Housing and Urban-Rural Construction Department, the Provincial Market Supervision and Administration Bureau and the Provincial Department by 30 June 2023. Annexes 5 and 6 are submitted to the Provincial Housing and Urban-Rural Construction Department by the Municipal Housing and Urban-Rural Construction Bureau (Urban-Rural Construction Bureau), and the electronic version is sent to the mailbox. invited to designate one liaison officer to take charge of liaison matters. By May 31, 2023, the names, positions and contact information of the liaison officers will be reported to the Provincial Housing and Urban-Rural Construction Department, the Provincial Market Supervision and Administration Bureau and the Provincial Economic and Information Department respectively, and the electronic version will be sent to the mailbox.
