In accordance with the Guidelines on Releasing Energy Efficiency Benchmarking Levels and Benchmark Levels in Key Areas of High Energy-consuming Industries (2021 Edition) issued by the National Development and Reform Commission and other departments, (Development and Reform Industry [2021] 1609) and the Provincial Development and Reform Commission's "Notice on Accelerating the Promotion of Energy Conservation and Carbon Reduction in Key Areas" (Shaanxi Development and Reform Industry [2022] 784) deployment requirements, in order to do a good job of scientific and orderly technological transformation of energy conservation and carbon reduction in high energy-consuming industries and improve the energy efficiency of production and operation of enterprises, are entrusted by the Commission. On May 17 and May 19, 2023, Shaanxi Energy Conservation Center organized industry experts to review the energy efficiency level identification reports of 34 key enterprises in Shaanxi cement industry. The meeting was chaired by Jia Baoshe, Director of the Provincial Energy Conservation Center, and Sun Jie, Director of the Industrial Department of the Commission, and relevant business comrades attended the meeting for guidance.
Since February 23, 2023, 26 industry experts have been hired from relevant universities, research institutes and enterprises in Shaanxi Province, and 20 expert review meetings have been organized. The first stage of the review and evaluation of the energy efficiency level reports of 17 high energy-consuming industries and 140 key enterprises in the province has been completed with high quality. The review will be carried out in strict accordance with the normative procedures, and the experts employed will abide by the principle of avoidance, comply with the requirements of industry confidentiality, and the review process will be scientific, rigorous, pragmatic and transparent. Participants conducted extensive and in-depth analysis on the identification of energy efficiency level of enterprise devices, and the expert group mainly compared with the National Development and Reform Commission and other departments on the release of energy efficiency benchmarking level and benchmark level in key areas of high energy-consuming industries (2021 edition). According to the requirements of energy efficiency level in the Notice and the national energy consumption quota standards for high energy-consuming industries, the integrity and reliability of the data identified by the energy efficiency level of enterprise equipment are reviewed, and suggestions for revision are put forward for enterprises with incomplete data. At the same time, it is suggested that enterprises with high energy consumption index per unit product of production equipment should give priority to energy-saving upgrading and technological transformation. Finally, the expert group's opinions are formed, and the report opinions are submitted for approval and implementation according to the industry. The successful completion of this work will strongly promote the continuous improvement of the energy efficiency level of enterprises in key areas of high energy-consuming industries in Shaanxi Province, and lay a solid foundation for the realization of more than 30% of the benchmark capacity and 100% of the benchmark capacity in key areas of high energy-consuming industries in Shaanxi Province by 2025.
