On May 19, the Department of Ecology and Environment of Henan Province issued the Reply of the Department of Ecology and Environment of Henan Province to Proposal No.1310004 of the Thirteenth Session of the CPPCC. In response to the Proposal on Vigorously Promoting the Synergy of Pollution Reduction and Carbon Reduction in the Industrial Field put forward by the Henan Provincial Committee of the Democratic League of China,

the provincial Party Committee and the provincial government attach great importance to the work of carbon neutralization of carbon peak, and set up a leading group of carbon neutralization of carbon peak headed by the main leaders of the provincial Party Committee and the provincial government. The "Henan Province Carbon Peak Implementation Plan" and the "Green Low Carbon Transition Strategy Work Program" were issued, and the "1 + 10 + 8" policy system was formulated. We have received the Proposal on Accelerating the Transformation of Industrial Enterprises in Our Province under the Goal of "Double Carbon" put forward by your party. In combination with the responsibilities of our office, we now reply as follows:

I. Implementing the Synergy

2. Actively promoting the construction

of waste-free cities In recent years, our province has taken the construction of "waste-free cities" as the guide to promote the reduction, recycling and harmlessness of solid waste. Zhengzhou City, Luoyang City, Xuchang City, Sanmenxia City, Nanyang City and Lankao County have been selected as the national "14th Five-Year Plan" for the construction of waste-free cities. In conjunction with relevant provincial departments, the implementation plan for the construction of "waste-free cities" in Henan Province was issued to improve the policy and system of solid waste, improve the level of comprehensive utilization of industrial solid waste, promote the reduction of solid waste from domestic sources, and build a demonstration area of "waste-free cities" in the Yellow River Basin. The 14th Five-Year Plan for the Prevention and Control of Solid Waste Pollution and the Construction of Facilities and Sites for Centralized Disposal of Hazardous Wastes in Henan Province was issued, and hazardous waste disposal units were set up scientifically and rationally. The Notice of the Department of Ecology and Environment of Henan Province on the Identification of Hazardous Wastes and the Notice on the Establishment of the First Expert Committee on the Identification of Hazardous Wastes of Henan Province were issued to guide all localities to strengthen the organization and implementation of the identification of hazardous wastes. Strengthen the identification of hazardous wastes produced in production and other activities that may have toxic, corrosive, flammable, reactive or infectious characteristics that may have harmful effects on the ecological environment and human health. To continuously improve the supervision capacity of solid waste pollution prevention and control, the Notice on Further Strengthening the Environmental Supervision of Hazardous Wastes (Yuhuan Office [2022] No.61) was issued to clarify the supervision responsibilities of hazardous wastes, create a strict supervision atmosphere and effectively enhance the supervision capacity. In the next step, we will actively promote the construction of "waste-free cities" in our province, formulate and publish the Evaluation Index System for the Construction of "waste-free cities" in Henan Province, establish a coordinated promotion mechanism for the construction of "waste-free cities", strengthen the guidance for the construction of "waste-free cities" in various regions, and continuously improve the level of solid waste pollution prevention and control in our province. At the same time, we should further establish and improve the hazardous waste identification system, and strengthen the management of hazardous waste identification and the application of results.

3. Actively promoting cleaner production

in enterprises, increasing the popularization and application of new technologies, new processes and new equipment for cleaner production, and planning a number of green low-carbon strategic emerging industrial projects are important ways to speed up the optimization of industrial layout, adjust industrial structure and promote the green, low-carbon and high-quality development of industry. To this end, we will regularly carry out cleaner production training to further enhance the enthusiasm of department management, the initiative of enterprises and the technical level of advisory bodies. We will vigorously promote work innovation, explore a rapid audit and industry-wide model, carry out "sinking" assistance audit services, and go deep into the front line to help enterprises relieve difficulties. Actively expand channels to stimulate the enthusiasm and initiative of management departments, key enterprises and service organizations in an all-round way. We will vigorously promote the convergence of cleaner production with major planning and industrial policies, strengthen the deep integration with national eco-environmental science and technology achievements transformation platform, green low-carbon technology assessment and other projects, and integrate a variety of resources to help the cleaner production industry continue to grow. Since

2020, the central and provincial governments have invested nearly 5 billion yuan to support the deep treatment of industrial enterprises, the treatment of volatile organic compounds and the control of coal-fired pollution. Promote the green and low-carbon transformation and development of enterprises. The Provincial Finance Department, together with the Provincial Department of Ecological Environment and the Provincial Department of Natural Resources, has registered the Henan Green Development Investment Fund to give full play to the leverage effect and demonstration guidance effect of financial funds, and to attract financial capital and other social capital to green industries, including mine restoration, hazardous waste treatment, new energy, river restoration and management. We will gradually establish a long-term mechanism for financial incentives to guide the development of ecological protection industries, and achieve the policy objectives of promoting the transformation and upgrading of green industries, winning the battle of pollution prevention and control, and improving the ecological environment. On December 21, 2021, the Ministry of Ecology and Environment and other nine departments issued the Notice on the Pilot Work of Climate Investment and Financing, requiring provinces to organize the first batch of national climate investment and financing pilot projects. The Provincial Department of Ecology and Environment actively organized and guided Xinyang City to formulate a pilot work plan and implementation plan for climate investment and financing, so as to promote the green and low-carbon transformation and development of the old revolutionary areas in Xinyang. In August 2022, Xinyang City was successfully selected as the first batch of national pilot cities for climate investment and financing. At the same time, the Zhengzhou Branch of the People's Bank of China, the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Department of Ecological Environment, the Provincial Local Financial Bureau and the Henan Regulatory Bureau of the Banking and Insurance Regulatory Commission have also issued "Several Measures to Promote the Effectiveness of Carbon Emission Reduction Support Tools and Promote the Green and Low Carbon Development of Henan Province". Encourage and guide more financial resources to support the green low-carbon transformation of our province. According to incomplete statistics, only in the fourth quarter of 2022, the People's Bank of China supported 53 projects in our province through carbon emission reduction support tools, with a loan of 2.4 billion yuan, which is expected to drive carbon emission reduction of 35.
