A 5000 tons/day cement clinker production line with 6000 kilowatts of pure low-temperature waste heat power generation will be built by replacing the existing two 2500 tons/day cement clinker production lines. No new production capacity will be added after the technical transformation of the project, with an annual output of 1.55 million tons of clinker and 2 million tons of cement (including 1.4 million tons of ordinary Portland cement and 600,000 tons of masonry cement), an annual power generation of 41.59 million kWh and an annual power supply of 38.89 million kWh. Before the newly-built 5,000t/d cement clinker production line is ignited and put into operation, the existing two 2,500t/d cement clinker production lines shall be stopped simultaneously, and the existing two 2,500t/d cement clinker production lines shall be dismantled and withdrawn within one year after the technical transformation project is put into operation.
Sanming Ecological Environment Bureau agrees with the nature, scale, location, production process, ecological environment protection and environmental risk prevention measures of the construction projects listed in the report.
I. According to the Reply of Fujian Provincial Department of Industry and Information Technology on the Construction Project of Fujian Moucheng Cement Development Co., Ltd. with a Daily Output of 5000 Tons of Cement Clinker Production Line (Min Gong Xin Gong Ye [2020] No.611) and the Fujian Provincial Investment Project Record Certificate (Domestic Capital) (Min Gong Xin Bei [2020] G030049), The construction of the project meets the requirements of the national and provincial policies on capacity replacement and related industries in the cement industry. According to the evaluation conclusion of the report, the evaluation opinions of Sanming Environmental Protection Research Institute and the preliminary examination opinions of Yongan Ecological Environment Bureau of Sanming City. The project construction meets the requirements of the Notice of the People's Government of Sanming City on the Issuance of the "Three Lines and One Single" Eco-environmental Zoning Control Scheme of Sanming City, the Urban Master Plan of Yongan City (Revision) (2010-2030), and the Construction Plan of Caoyuan Town of Yongan City (2008-2030), after implementing the environmental protection measures proposed in the report. The impact of the project construction on the environment can be mitigated and controlled. Our Bureau agrees with the nature, scale, location, production process, ecological environment protection and environmental risk prevention measures of the construction projects listed in the report.
2. The following tasks shall be focused on in the design, construction and operation of the project:
(1) Strictly implement air pollution prevention and control measures. Environmental protection zones are set up within the envelope of 200m extension of No.1 and No.2 limestone pre-homogenization warehouses and 50m extension of raw material storage shed, and there are no sensitive targets such as permanent residents in this area. According to the Notice of Fujian Provincial Department of Ecology and Environment, Fujian Provincial Development and Reform Commission, Fujian Provincial Department of Industry and Information Technology and Fujian Provincial Department of Finance on Issuing the Opinions on Fully Implementing the Ultra-low Emission Transformation of Cement Industry (Fujian Environmental Regulation [2023 No.2), implement the control measures for organized and unorganized emission of air pollutants and relevant emission index limits in the production links of crushing, grinding, batching, clinker calcination and drying, as well as storage and transportation of raw materials, fuels and products.
(Two) strictly implement water pollution prevention and control measures. The cooling water of the project equipment is recycled, the drainage of the chemical water system, the drainage of the waste heat boiler and the waste water of the car washing platform are reused after treatment, and the domestic sewage is reused for the greening of the plant area after treatment. The project shall not construct a sewage outlet that directly discharges pollutants to the external environmental water body.
(3) Strictly implement measures to prevent and control soil and groundwater pollution. According to the principle of "source control, zoning prevention and control, pollution monitoring and emergency response", sewage leakage should be prevented from polluting the soil and groundwater environment. Measures shall be taken from the aspects of process, pipeline, equipment and sewage storage to reduce the generation of pollutants from the source as far as possible. Different groundwater seepage control measures shall be taken in the plant area according to the non-pollution prevention and control area, general pollution prevention and control area and key pollution prevention and control area. Soil and groundwater pollution monitoring plan and risk prevention measures shall be implemented to avoid pollution to the soil and groundwater environment.
(Four) strictly implement noise pollution prevention and control measures. Give priority to the selection of low-noise equipment, optimize the layout of the plant area, reasonably arrange high-noise equipment, take foundation vibration reduction, sound insulation, noise elimination and other noise reduction measures for high-noise equipment, and strengthen the maintenance of mechanical equipment to prevent noise disturbance.
(Five) strictly implement solid waste collection, storage and disposal measures. In accordance with relevant regulations, solid waste shall be classified and disposed of, so as to achieve "resource utilization, reduction and harmlessness". The collection and storage of hazardous wastes such as waste engine oil and waste catalyst shall strictly comply with the relevant pollution control standards for hazardous waste storage, and it is forbidden to mix incompatible (reactive) hazardous wastes. General industrial solid wastes shall be comprehensively utilized to minimize the final disposal amount. Those that cannot be recycled shall be properly stored and disposed of in accordance with the relevant provisions of the state, and no secondary pollution shall be allowed.
(Six) strengthen environmental risk prevention and emergency measures. Strengthen the management of hazardous waste collection, storage and transportation. Implement pollution prevention and control measures during abnormal working conditions and shutdown maintenance. Improve the risk provention and control measures for environmental emergencies according to the specifications, and ensure that leaked substances, fire water, polluted rainwater, etc. Can flow into the emergency pool by themselves. Equipped with necessary emergency equipment and materials to meet the requirements of environmental risk emergency response capability. To formulate contingency plan and link up with contingency plan such as local government, ecological environment department and surrounding enterprises. Conduct regular emergency training and drills to effectively prevent and respond to environmental risks.
(7) Strengthen environmental management during construction, implement measures for water quality protection, dust, garbage disposal and noise pollution prevention, and prevent environmental pollution or ecological damage caused by construction wastewater, dust, noise and solid waste. The demolition of the existing two 2500 tons/day cement clinker production lines should be carried out in accordance with the specifications to reduce the discharge of waste materials into the environment.
(8) In accordance with the requirements of the Plan for Information Disclosure Mechanism of Environmental Impact Assessment of Construction Projects, a mechanism for information communication and feedback with the public shall be established before the start of construction, during the construction period and during the completion and operation period, a smooth platform for public participation shall be established, environmental information of the project shall be regularly released, and social supervision shall be actively accepted. Environmental problems related to construction projects reflected by the public shall be properly solved.
(Nine) strengthen the management of pollution sources. Standardized pollutant discharge outlets shall be set up in accordance with relevant national and local regulations, and signs shall be set up. Install an automatic continuous monitoring system for exhaust pollutants and connect it with the ecological environment department. The sampling port shall be reserved for the exhaust funnel according to the specification requirements. Carry out the monitoring of pollution sources in the production and operation stage and their impact on the surrounding environmental quality according to the technical guidelines for self-monitoring of pollutant discharge units.
3. Your company shall promptly inform the competent department of urban and rural planning of the territorial government of the requirements for setting the environmental protection distance of the project.
4. The project construction must strictly implement the "three simultaneous" system of environmental protection in which the supporting environmental protection facilities and the main project are designed, constructed and put into use at the same time, and do a good job of linking up with the application for pollutant discharge permits. After the completion of the project, the environmental protection acceptance of the completed project shall be carried out according to the regulations.
5. In case of major changes in project scale, production process and pollution prevention and control measures, the relevant examination and approval procedures shall be re-performed in accordance with the provisions of laws and regulations.
6. Our Bureau entrusts the Sanming Eco-environmental Protection Comprehensive Law Enforcement Detachment and the Yongan Eco-environmental Bureau of Sanming City to organize the "three simultaneous" supervision and inspection and daily supervision and management.
