Rectification task: On November 29, 2020, the provincial environmental protection inspector found that Harbin Xiaoling Cement Company did not implement the peak staggering production regulations and should continue to produce during the kiln shutdown period. The phenomenon of sulfur dioxide and smoke and dust exceeding the standard in individual periods seriously affects the quality of atmospheric environment in winter.
2. Rectification objective: strictly implement the relevant requirements of the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment on the normalization of peak staggering in the cement industry, and urge enterprises to strictly implement the peak staggering production regulations.
3. Rectification measures: Take the initiative and carry out reform immediately. On November 29, 2020, in view of the situation that Harbin Xiaoling Cement Co., Ltd. did not strictly follow the prescribed time to carry out peak staggering production, the District Bureau of Industry and Information Technology and the Bureau of Ecology and Environment immediately sent people to the scene for on-the-spot supervision, requiring enterprises to rectify immediately and stop the kiln immediately.
IV. Main work and results of rectification: The District Bureau of Industry and Information Technology and the District Bureau of Ecology and Environment continued to strengthen supervision and inspection, made precise arrangements for peak-shifting production, promoted the normalization of peak-shifting production area and time, and implemented peak-shifting production in all cement clinker production lines. Give full play to the function of territorial supervision, strictly carry out the inspection of stopping and opening kilns, make good work records, and timely and accurately grasp the implementation of peak staggering production in cement enterprises in combination with the monitoring platform of environmental protection departments.
V. Acceptance review: The Municipal Bureau of Industry and Information Technology organized an acceptance team to conduct material review and on-site acceptance of the implementation of the rectification task. The acceptance team considered that the task had met the conditions for acceptance and cancellation. After examination and verification by the leading group of the city's ecological environment protection supervision and rectification work, the cancellation number was approved.
