On May 17, the State Development and Reform Commission and the State Energy Administration issued the Opinions on Accelerating the Construction of charging infrastructure to Better Support the Rural Revitalization of New Energy Vehicles. The opinions put forward that we should innovate the operation and maintenance mode of charging infrastructure construction in rural areas, strengthen the layout and construction of public charging infrastructure, promote new modes such as intelligent and orderly charging, enhance the intelligent level of new charging infrastructure, and incorporate intelligent and orderly charging into the functional scope of charging infrastructure and new energy automobile products. We will encourage new energy vehicles to be equipped with charging piles with orderly charging functions, and accelerate the formation of unified industry standards. We

China has built a charging infrastructure system with the largest number, the largest radiation area and the most complete service vehicles in the world, which provides a strong guarantee for the rapid development of new energy vehicles. However, there are still some problems in the vast rural areas, such as insufficient construction of public charging infrastructure, difficult installation and sharing of charging facilities in residential communities, and prominent contradiction between supply and demand, which restrict the release of the consumption potential of new energy vehicles in rural areas. Moderately advanced construction of charging infrastructure and optimization of the purchase and use environment of new energy vehicles are of great significance for promoting new energy vehicles to go to the countryside, guiding residents in rural areas to travel green, and promoting the overall revitalization of the countryside. In order to do a good job in related work, the following implementation opinions are formulated with the consent of the State Council.

1. Innovating the operation

and maintenance mode of charging infrastructure construction in rural areas (1) Strengthening the layout and construction of public charging infrastructure. Supporting local governments to carry out county and township public charging network planning in accordance with the actual situation, and to link up with territorial spatial planning and distribution network planning, so as to accelerate the realization of "full coverage of counties and counties" and "full coverage of villages and townships" of charging stations in areas suitable for the use of new energy vehicles. Rationally promote the construction of centralized public charging stations, give priority to the allocation of public charging facilities in county and township enterprises and institutions, commercial buildings, transportation hubs (stations), service areas (stations) along highways, and extend to relocation centralized resettlement areas, key rural tourism villages, etc., and speed up the construction of charging piles along highways and qualified gas stations in combination with the development of rural self-driving tours.

(2) Promoting the construction and sharing of community charging infrastructure. We will accelerate the construction of charging facilities in existing residential communities in rural areas, carry out the transformation of charging facilities according to local conditions, and build a certain proportion of public charging parking spaces in residential communities with installation conditions. Implement the requirements for the construction of charging infrastructure in new residential communities, and promote the construction of charging facilities in fixed parking spaces or reserve installation conditions to meet the needs of direct meter installation and power connection. Implementing the management responsibilities of grass-roots management organizations such as subdistrict offices, strengthening the guidance and supervision of residential community management units, and establishing a "one-stop" coordination, promotion and complaint resolution mechanism. Residential community management units should actively assist users in installing charging facilities, and explore the mechanism of cooperation with charging facilities operation enterprises. To guide the community to promote sharing modes such as "near parking space sharing", "community time-sharing" and "multi-car and one-pile".

(3) Increase support for the construction and operation of charging networks. Conditional localities are encouraged to introduce special support policies for the construction and operation of public charging infrastructure in rural areas. Local government special bonds and other tools will be used to support the construction of charging and switching infrastructure such as qualified expressways and service areas (stations) of trunk highways in general provinces, bus and electric vehicle yards and bus passenger stations. Considering the construction of rural charging network and the development of transmission and distribution network as a whole, we should increase the support of land security, carry out the construction and transformation of supporting power grids, and enhance the support capacity of rural power grids. By 2030, the centralized charging and switching facilities with two-part tariff system will be exempted from electricity demand (capacity) charges, and the investment efficiency constraints of relevant distribution network construction of power grid enterprises will be relaxed, and the full amount will be included in the recovery of transmission and distribution price.

(4) Promoting new modes such as intelligent and orderly charging. Improve the intelligent level of new charging infrastructure, incorporate intelligent and orderly charging into the functional scope of charging infrastructure and new energy vehicle products, encourage new energy vehicles to be equipped with charging piles with orderly charging functions, and accelerate the formation of unified industry standards. We will encourage research on key technologies such as two-way interaction between electric vehicle and power grid (V2G) and coordinated control of photovoltaic storage and charging, and explore the construction of integrated photovoltaic power generation, energy storage and charging charging infrastructure in rural areas with low utilization rate of charging piles. Implement the peak-valley time-of-use electricity price policy and encourage users to charge during the valley period.

(5) Improve the operation and maintenance service experience of charging infrastructure. Combining with the environment of charging facilities in rural areas, the basic conditions of power grid and the requirements of operation and maintenance, the standard revision and typical design of charging facilities construction are carried out. Improve the operation and maintenance system of charging facilities, enhance the availability of facilities and fault handling capabilities, and promote the interconnection of public charging and switching network operator platforms. Enterprises operating parking lots and charging facilities are encouraged to innovate technology and management measures, guide fuel vehicles and new energy vehicles to park in different areas, and maintain good charging order. Use technical means to study and judge the time and location where charging demand is concentrated in advance, and do a good job of service guarantee.

2. Supporting rural areas to purchase and use new energy vehicles

(6) Enriching the supply of new energy vehicles. According to the characteristics of consumers in rural areas, new energy automobile enterprises are encouraged to optimize the allocation through differentiated strategies and develop more economical and practical models, especially new energy cargo micro-face, micro-truck, light truck and other products. We will improve the evaluation system for new energy used cars, strengthen the inspection and renovation of new energy used cars, and encourage enterprises to provide high-quality new energy used cars to the rural market.

(7) Accelerating the application and promotion in the public sphere. Accelerate the popularization and application of new energy vehicles in county and township party and government organs, schools, hospitals and other units, increase the proportion of new energy vehicles used in official vehicles according to local conditions, and play a leading and exemplary role. Encourage places where conditions permit to increase support for the application of new energy vehicles in the fields of public transport, road passenger transport, taxis, law enforcement, environmental sanitation, logistics and distribution.

(8) Providing diversified purchasing support policies. Encourage conditional places to purchase new energy vehicles for rural household registration residents in the county where the household registration is located, and give support such as consumption vouchers. Relevant automobile enterprises and places where conditions permit are encouraged to provide incentives for the elimination of low-speed electric vehicles and the purchase of new energy vehicles. Local governments are encouraged to strengthen the linkage between government and enterprises and carry out activities such as giving away charging coupons for car purchases. We will increase credit support for automobile consumption in rural areas and encourage financial institutions to reasonably determine the down payment ratio, loan interest rate and repayment period on the premise of compliance with the law and controllable risks.

3. Strengthen the management

of publicity and service of new energy vehicles in rural areas (9) Strengthen publicity and guidance. Through news reports, expert comments, Internet new media and other means of active publicity, support local governments and industry organizations to organize new energy automobile manufacturers to carry out brand exhibition, test drive and other activities, encourage new energy automobile enterprises to carry out free "battery physical examination" activities in rural areas within three years of car purchase in conjunction with upstream battery enterprises in the industrial chain, and enhance consumers' acceptance of new energy vehicles.

(10) Strengthen the sales service network. Encourage new energy automobile enterprises to sink into the sales network, guide automobile enterprises and third-party service enterprises to speed up the construction of joint business outlets, establish supporting after-sales service system, regularly carry out maintenance and after-sales service activities in the countryside, provide emergency rescue services, and alleviate purchase and use concerns. Higher vocational colleges are encouraged to train new energy vehicle maintenance technicians for rural areas and provide related vocational education such as vehicle maintenance and charging pile maintenance, which will promote the effective connection between local employment and support for new energy vehicle consumption.

(11) Strengthen safety supervision. Improve the safety supervision system of new energy vehicles, make use of various means according to local conditions, improve the quality and safety level of new energy vehicles and batteries, strictly manage charging facilities in rural areas, guide charging facilities operators to access the government charging facilities supervision platform, strictly support the safety conditions of power supply and centralized charging sites, and ensure compliance with relevant laws and regulations. Strengthen the safety training of managers, and regularly investigate the hidden dangers of charging piles in stock. Rural residents should be guided to install and use independent charging piles, and reasonably equipped with leakage protectors and grounding equipment to improve the level of electricity safety.

All regions and relevant departments should earnestly strengthen organizational leadership, clarify the division of responsibilities, take the initiative, promote relevant policies and measures to achieve results as soon as possible, improve the purchase and use policies, further improve the charging infrastructure network, ensure that "people build, people manage, and can sustain", and ensure that the charging infrastructure network is effective. To create a good environment for the promotion and use of new energy vehicles in rural areas and better meet the production and living needs of the masses.
