project include the construction of gneiss quarry for construction, mainly including mining, sand and gravel factory, transportation corridor, comprehensive office building, dormitory building, canteen, etc. The main equipment includes excavator, down-the-hole drill, crusher, circular vibrating screen, wheel sand washing and fine sand recovery machine, rod mill, belt conveyor, etc. The project is designed to mine 11.2 million cubic meters of gneiss ore for construction annually, with an annual output of 19.5 million tons of construction gravel aggregate and 12.7 million tons of machine-made sand. Energy consumption and main energy efficiency indicators of
the project: When the project is completed and put into operation, the annual comprehensive energy consumption will not be higher than 41379 of standard coal (equivalent value), of which the annual power consumption will not be higher than 207.25 million kWh, and the diesel consumption will not be higher than 10888 of tons; The energy consumption per unit product of the mining process of the project is not higher than 5.48 tons of standard coal/10,000 tons, the energy consumption per unit product of aggregate is not higher than 6.51 tons of standard coal/10,000 tons, and the energy consumption per unit product of machine-made sand is not higher than 3.82 tons of standard coal/10,000 tons. We have received the Report on Energy Conservation of the Construction Gneiss Mine Project in Fenghuangling Mining Area, Xitou Town, Yangxi County, Guangdong Province. In accordance with the relevant requirements of the Measures for Energy Conservation Review of Fixed Assets Investment Projects and the Implementation Measures for Energy Conservation Review of Fixed Assets Investment Projects in Guangdong Province, our Bureau has reviewed the energy conservation report of the project, and the review opinions are as follows:
1. The main technical standards and construction schemes adopted for the Project of Gneiss Mine for Construction in Fenghuangling Mining Area, Xitou Town, Yangxi County, Guangdong Province conform to the requirements of relevant national energy-saving regulations and policies, and the energy-saving report of the Project is approved in principle.
2. III. Please implement various energy-saving measures in the energy-saving report in strict accordance with industry standards and specifications, give priority to products and equipment with leading energy efficiency standards, list energy efficiency indicators as important technical indicators in equipment bidding documents and procurement contracts, and do not use backward processes and equipment that are explicitly prohibited and eliminated by the state. In accordance with the Energy Management System-Requirements with Guidance for Use (GB/T & nbsp; 23331-2020), the Guidelines for Energy Management in Industrial Enterprises (GB/T & nbsp; 15587-2008), the General Principles for the Equipping and Management of Energy Measuring Instruments in Energy Using Organizations (GB & nbsp; 17167), improve the energy management system, equip energy measurement instruments, and establish an energy measurement management system.
IV. Please effectively supervise and inspect the project design, construction, completion acceptance and operation management according to this review opinion and the project energy conservation report, and timely report the implementation of this review opinion and major issues related to the project. Before the project is put into production and use, your company is requested to organize the acceptance of the energy-saving situation of the project, and submit the energy-saving acceptance report to our Bureau and Yangjiang Development and Reform Bureau for retention. At the same time, according to the relevant requirements of the Measures for Energy-saving Management of Key Energy-using Units (revised in 2018), access to the provincial energy consumption online monitoring system, and regularly submit the energy utilization status report. Yangjiang Development and Reform Bureau is requested to organize energy conservation supervision for the project in accordance with the Measures for Energy Conservation Supervision (Decree No.33 of 2016 of the National Development and Reform Commission). Our Bureau will follow up and inspect the implementation of this energy conservation review opinion in due course.
V. This review opinion will automatically become invalid if the project is not commenced within two years from the date of issuance. If it is necessary to postpone or change, it shall be implemented in accordance with Article 16 of the Measures for the Implementation of Energy Conservation Review of Fixed Assets Investment Projects in Guangdong Province (Guangdong Development and Reform Capital Ring [2018] 268).
