2023, the Water Resources Department of Hubei Province organized the joint law enforcement of river sand mining in the whole province (code "2023-Linkage 2") to ensure the continuous stability of the management order of river sand mining in flood season. Wang Yongzhong, Director of the River Sand Mining and River and Lake Administration Bureau of the Yangtze River Commission, Xiong Chunmao, member of the Party Group of the Provincial Water Resources Department and chief economist, and other leaders participated in joint law enforcement actions in relevant waters.
The joint law enforcement action, led by the Provincial Water Resources Department, was organized and implemented by the municipal, county and lake bureaus in conjunction with relevant departments in accordance with the requirements of "unified time, unified organization and unified action". The Yangtze River Water Conservancy Commission of the Ministry of Water Resources and the relevant member units of the Provincial Leading Group on River Sand Mining Management form four joint guidance groups to provide on-site guidance on the joint law enforcement actions of cities and counties in the main stream of the Yangtze River and Hanjiang River.
This action focuses on clearing and checking whether there are invisible sand dredgers and illegally assembled sand suction machines in the river (river, lake and reservoir) section of the jurisdiction area; inspecting and dealing with violations affecting flood discharge and river safety in sand yards within the scope of river management; investigating and dealing with violations such as river branches, wharfs, sand yards, anchorages and ship repair sites; To inspect the centralized berthing supervision of sand mining vessels at centralized berthing points and the licensed mining areas, the on-site supervision of dredging (dredging) sand and gravel comprehensive utilization projects, and whether sand transport vessels (vehicles) hold certificates of legal sources of sand and gravel, and to supervise the implementation of the Work Plan for the Special Action to Combat and Regulate Illegal Mining of Mineral Resources and Illegal Sand Mining in Rivers in the Province.
In this joint law enforcement operation, the province dispatched 2374 law enforcement officers, 472 law enforcement vehicles, 136 law enforcement boats, inspected 55 centralized berthing points for sand mining vessels, inspected 4 licensed mining areas in the main stream of the Yangtze River and Hanjiang River, and no illegal sand mining was found in the operation.
