The National Development and Reform Commission issued a document! It concerns the transmission price of regional power grid.

On May 15, the National Development and Reform Commission (NDRC) issued the Notice on Transmission Prices and Related Matters of Regional Power Grids in the Third Regulatory Cycle (hereinafter referred to as the Notice), which pointed out that the two-part transmission prices of regional power grids in North China, East China, Central China, Northeast China and Northwest China were approved in the third regulatory cycle. In order to further deepen the reform of transmission and distribution price, strengthen the supervision of transmission and distribution price, and better serve the construction and development of the power market, In accordance with the Notice of the National Development and Reform Commission on Printing and Distributing the Pricing Measures for Transmission Prices of Regional Power Grids (FGJG [2020] No.100) and the Notice of the National Development and Reform Commission on Printing and Distributing the Pricing Measures for Transmission and Distribution Prices of Provincial Power Grids, the transmission prices of five regional power grids including North China and other related matters are hereby notified as follows:

(Fa Gai Jia Ge Gui [2020] No.101) and relevant regulations, the two-part transmission price of the third regulatory cycle of North China, East China, Central China, Northeast China and Northwest China regional power grids is approved. Among them, the electricity price is charged according to the actual transaction settlement of the regional power grid; the capacity price is charged according to the terminal sales of the provincial power grid (including the market transaction); within the scope of the Beijing-Tianjin-Tangshan power grid, the power plants located in Beijing, Tianjin and Hebei participating in the Beijing-Tianjin-Tangshan area transaction are not included in the electricity price of the North China Power Grid.

2. The capacity price of the regional power grid is recovered through the transmission and distribution price of the provincial power grid as the shared cost of the superior power grid.

3. Local development and reform commissions should strengthen supervision over the implementation of transmission prices of regional power grids and report problems to the Commission (Price Division) in a timely manner.

This Circular shall be implemented as of June 1, 2023. Where the relevant provisions of the existing policies are inconsistent with this Circular, the provisions of this Circular shall prevail.
