"Notice" points out that the "six 100%" measures for dust prevention and control (enclosure around the construction site, material stacking and covering, wet earthwork excavation, pavement hardening, vehicle cleaning, and closed transportation of dregs and soil vehicles) should be fully implemented. In strict accordance with the requirements of the Standards for the Prevention and Control of Dust at Construction Sites, the measures for the prevention and control of dust at construction sites shall be implemented, and the control measures for the disposal of construction waste shall be implemented. The construction waste and domestic waste at the construction site shall be stored in a centralized and classified manner at a closed garbage station, and shall be cleared and transported out of the site in a timely manner. It is strictly forbidden to throw and burn all kinds of waste at will. The municipal works shall be regularly sprinkled with water and sprayed for dust reduction, and the drainage system shall be regularly cleaned. The construction mud shall be stored in a closed container and shall not be discharged into the municipal pipeline. The construction vehicles shall be equipped with washing equipment. In order to thoroughly implement the Air Pollution Prevention and Control Law, the Implementation Opinions of the CPC Qinghai Provincial Committee and the People's Government of Qinghai Province on Deeply Fighting the Tough Battle of Pollution Prevention and Control (Qing Fa [2022] No.20) and the Implementation Opinions of the Department of Housing and Urban-Rural Development of Qinghai Province on Printing and Issuing Inspection Standard for Dust Control at Construction Sites (Trial) and Assessment Scoring Standard for Dust Control at Construction Sites (Qing Jian Gong [2021] No.256), the relevant matters are hereby notified as follows:
I. Further compacting the main responsibility
of all parties involved in the construction site dust control (I) The responsibility of the construction unit. The construction unit shall bear the primary responsibility for the prevention and control of dust pollution at the construction site, include the cost of dust pollution prevention and control in the project cost, timely allocate and verify the use of dust control funds of the construction unit, clarify the responsibility of dust pollution prevention and control of the construction unit in the construction contract, urge the construction unit to prepare a special plan for dust pollution prevention and control, and implement various measures for dust pollution prevention and control. For the land for construction that cannot be started for the time being, the construction unit shall cover the bare ground; if the land is used for more than three months, it shall be afforested, paved or covered.
(2) Responsibility of the construction unit. Construction units should bear the main responsibility for the prevention and control of dust pollution at construction sites, formulate practical dust control schemes according to construction characteristics, and refine control measures and management responsibilities in strict accordance with the requirements of the Standards for Dust Control and Inspection at Construction Sites (Trial Implementation); For the project under general contracting management, the general contractor shall supervise and urge the subcontractor to fully implement various dust pollution prevention and control measures.
(3) The responsibility of the supervision unit. The supervision unit shall assume the supervision responsibility for the prevention and control of dust pollution at the construction site, supervise and manage the implementation of the dust control scheme, and timely issue a rectification notice to the construction site where the dust provention and control and control measures are not in place, and urge the rectification to be in place.
2. Further implement dust control measures

(2) Continuously improve the informationization level of dust prevention and control in construction sites. Encourage qualified construction sites to promote the application of "smart site" supervision system, use advanced construction dust control technology and equipment, install on-line monitoring and video surveillance equipment, and network with local authorities, so as to improve the level of intelligent and information-based supervision of dust control at construction sites.
3. Further strengthen supervision, inspection and assessment
(1) Carry out assessment and assessment of dust prevention and control. Local competent authorities shall, in accordance with the Inspection Standards for Dust Control at Construction Sites Issued by the Department of Housing and Urban-Rural Development of Qinghai Province (Trial) and the Assessment and Scoring Standards for Dust Control at Construction Sites, (Qing Jian Gong [2021] No.256) requires the establishment of a list of construction sites and accounts, the inspection and assessment of construction sites, the quarterly summary of the dynamic situation of the inspection and assessment of construction sites in the areas under their jurisdiction, such as the excellent rate, the qualified rate and the unqualified rate, and the reporting to the competent departments of urban and rural housing construction at higher levels. Housing and construction departments of cities, prefectures and economic and technological development zones are requested to fill in Annex 1 (Statistical Table of Dust Inspection and Assessment of Construction Sites), report the assessment results of the first half of the year before September 10, 2023, and report the assessment results of the previous quarter in time on the first Friday after the end of each quarter.
(2) Strengthen routine supervision and special inspection. Housing and construction departments at all levels should further strengthen the daily inspection and special supervision and inspection of dust prevention and control at construction sites in the light of the "double random" inspection of housing construction and municipal infrastructure projects in the second half of 2023, and rectify construction sites with inadequate dust provention and control and control measures at construction sites within a time limit; Construction units, construction units and supervision units that fail to perform their duties due to inadequate control of dust prevention and control shall be criticized in a circular and recorded in bad credit records. Units that repeatedly violate the Air Pollution Prevention Law or fail to implement dust provention and control measures after repeated rectification shall be severely punished in accordance with the law and regulations.
(3) To carry out dust control and dispatch at construction sites. In order to effectively urge all localities to conscientiously carry out supervision and inspection of dust control at construction sites, effectively enhance the ability of dust pollution control at construction sites, and promote the normalization of dust pollution control at construction sites, the weekly dispatch of dust control at construction sites has been carried out since September 2023, and the supervision and inspection of dust control at construction sites has been carried out. Housing and construction departments of cities, prefectures and economic and technological development zones are requested to fill in Annex 2 (Statistical Table of Dust Prevention and Control at Construction Sites) and Annex 3 (Statistical Table of List of Dust Prevention and Control Problems at Construction Sites) and submit them to the Construction Management Office of the Office before Friday of each week.
