On May 11, the water conservancy, public security, transportation, agriculture and environmental protection departments of Baihe County, Shaanxi Province, jointly with the water conservancy departments of Yunxi County, Hubei Province, launched a joint law enforcement action on cross-border sand mining in the Hanjiang River, further strengthening the management of sand mining in the Hanjiang River, severely cracking down on illegal sand mining, and ensuring the continuous stability of sand mining order. The Sand Management Department of the River Sand Mining and River and Lake Management Bureau of the Yangtze River Commission, the Sand Management Bureau of the Water Resources Department of Hubei Province, the Changhang Public Security Bureau of Hubei Province and the Port and Maritime Sand Mining Control participated in the activities. The
joint law enforcement team went to the Hanjiang Longitudinal Bridge on National Highway 316, Niujiao Village in Chengguan Town, Shibao Sandstone Collection Center in Yunxi County, and inspected the section from Baihe River to Jiahe River in Yunxi County, the main stream of the Hanjiang River, and got a detailed understanding of the management of sand mining in the river, the comprehensive management of ships, and the production and operation of sand mining enterprises. The responsible person of the Sand Management Department of the River Sand Mining and River and Lake Management Bureau of
the Yangtze River Commission stressed that the management of river sand mining is a major, important and difficult matter, which is related to the flood control safety and ecological safety of the river, and must be firmly grasped to achieve results. Relevant districts and counties should further strengthen their organizational leadership and compact the responsibilities of all parties in accordance with the requirements of "their respective responsibilities, territorial responsibilities and vigorous implementation". We should strengthen the coordination and linkage mechanism, establish the normalization of joint law enforcement by water conservancy, transportation, public security and other departments, and form a joint force of law enforcement and supervision with unified upper and lower levels, regional coordination and Department linkage. We should intensify the daily inspection of cross-border rivers, continue to promote the comprehensive regulation of sand mining vessels, severely crack down on the illegal mining and transportation of river sand in the Hanjiang River Basin, manage the mining and transportation of river sand according to law, and earnestly maintain the order of sand mining management in the Hanjiang River.
The joint cross-water law enforcement action between Baihe River in Shaanxi Province and Yunxi in Hubei Province aims to maintain a high-pressure crackdown on illegal sand mining in rivers and maintain the order of cross-water ecological environment protection in the Hanjiang River. Baihe County and Yunxi County will continue to consolidate the cooperative relationship, hold regular joint meetings, exchange work experience, shoulder the political responsibility of protecting the Hanjiang River, further enhance the level of legalization and standardization of river management, continue to consolidate the existing achievements and strive to create a new situation of cross-water river sand mining management.
