In order to promote rigid and improved housing consumption, the Measures implement the policy of "recognizing houses but not recognizing loans". It is clear that when a resident family (including the borrower's spouse and minor children) applies for a loan to purchase commercial housing, if the family members do not have a complete set of housing under the local name, the banking financial institutions shall implement the housing credit policy according to the first set of housing, regardless of whether they have used the loan to purchase housing. For those who use housing provident fund loans or apply for commercial bank loans to purchase the first set of housing, the down payment ratio can be implemented according to 20%.
At the same time, the Measures explicitly implement the tax and fee reduction and exemption policy for the purchase of improved housing, encourage rigid and improved housing groups to enter the market, reduce and exempt value-added tax for individuals who purchase more than two years (including two years) of housing sales to the outside world, and exempt individual income tax for individuals who transfer more than five years of self-use and are the only living housing for their families; The deed tax will be reduced for individuals who purchase the only house of a family or the second set of improved housing; for residents who sell their own houses and purchase new houses in the central urban area within one year after the sale of their current houses, the individual income tax already paid for the sale of their current houses will be refunded if they meet the requirements.
"Measures" clearly and vigorously improve the travel conditions of newly built districts, residential districts and buildings, accelerate the connection between Jinhan, Liancheng Road, Tanan, Sandu'ao and other districts and the main road network in the central urban area, focus on accelerating the construction of north-south roads such as Liancheng Road, Dongqiao Road and Lint Road, improve the construction of road network between newly built residential districts, and promote the construction of road network. We will speed up the construction of urban public transport stations and charging facilities for new energy vehicles, improve the supporting environment around new districts, communities and buildings, and systematically design and build a number of pocket parks and three-dimensional greening projects.
The Measures also make it clear that efforts should be made to meet the differentiated housing needs of the masses, to develop three-dimensional ecological housing ( "the fourth generation of housing") in an orderly manner, and to optimize the policy of maximum price limit for the average selling price of commercial housing; Real estate certificate, household registration and actual residence and other factors to arrange enrollment, and comprehensively start the construction of Jiaocheng Middle School East Campus and Jiaocheng Experimental Primary School East Campus in Liancheng District, Jiaocheng Affiliated Primary School in Sandu'ao New District, and North New Town Planning Middle School; As well as the implementation of green channels for the approval of real estate projects, the establishment of credit evaluation and reward and punishment mechanism for real estate development enterprises, and the improvement of property management level in residential areas.
