Zhejiang Provincial Economic and Credit Department and other five departments recently jointly issued the "Zhejiang Cement High Quality Development and Carbon Peak Action Plan (2022-2025)", guided by the goal of carbon peak and carbon neutralization, focusing on reduction replacement, energy-saving transformation and digital empowerment, to continuously improve the level of clean energy utilization and green manufacturing in the cement industry. The action plan came into effect on June 1.
According to the content of the plan, Zhejiang will comprehensively promote the green transformation of the industry, and promote the construction of solid waste projects such as the co-disposal of hazardous waste in cement clinker production lines in accordance with the principle of "establishing before breaking". We will steadily and orderly promote the capacity replacement of production lines with a capacity of 2500 tons per day or less, effectively link up the co-disposal projects of new cement kilns, and ensure the co-disposal capacity and safety of solid wastes such as hazardous wastes. We will implement the tax policy for comprehensive utilization of resources and support the comprehensive utilization of fly ash, tailings and construction waste. Promote the green manufacturing system and build a number of green factories and green product certification enterprises.
In terms of accelerating the intelligent upgrading of the industry, Zhejiang will encourage the development and application of advanced process control systems based on data-driven, mechanism models, empirical models and simulation models, and establish dynamic scheduling of the whole process for key links of cement production, such as raw material feeding, reaction process, quality control, pollutant discharge and energy consumption. We will accelerate the exploration of the integrated development of the cement industry and the "5G + Industrial Internet", create more typical application scenarios, and promote the construction of a number of intelligent mines and factories that integrate intelligent production, intelligent operation and maintenance, and intelligent management. In terms of
accelerating clean energy substitution, Zhejiang will build a number of distributed photovoltaic power stations and energy storage power stations on the roofs of large buildings such as raw material homogenization depots and workshops in cement enterprises, encourage factories and parks to develop decentralized wind power according to local conditions, and increase the proportion of non-fossil energy consumption. Explore the implementation of fuel substitution, accelerate the research and development of new technology and equipment for burning cement clinker with hydrogen and electric energy, promote the high calorific value, low cost and standardized pretreatment of alternative fuels, and enhance the coal substitution rate in cement industry. Promote the application of distributed clean energy and energy storage integrated system, and promote the efficient complementary utilization of multi-energy.
It is reported that Zhejiang will co-ordinate relevant provincial-level special funds, focusing on supporting the development of energy-saving and carbon-reducing technological transformation in the cement industry. Priority should be given to projects listed in the central air pollution prevention and control project reserve and provincial key energy-saving and carbon-reducing technological transformation projects.
