Recently, the Provincial Department of Industry and Information Technology, in conjunction with the Provincial Development and Reform Commission, the Provincial Department of Ecology and Environment and the Provincial Department of Housing and Construction, officially issued the Implementation Plan for the Carbon Peak of Building Materials Industry in Hunan Province (hereinafter referred to as the Implementation Plan). 1. The background and significance

of formulating the Implementation Plan is that China strives to achieve carbon peak by 2030 and carbon neutrality by 2060, which is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping as its core to coordinate the domestic and interna tional overall situation and after careful consideration. It concerns the sustainable development of the Chinese nation and the construction of a community of human destiny. Building materials industry is an important basic industry for national economic and social development, and also a key industry for energy consumption and carbon emissions in the industrial field. From the perspective of carbon emission structure, the main sources of carbon emissions in building materials industry are product production process, fossil energy consumption and electricity consumption; from the perspective of specific industries, the cement industry accounts for about 70% of the total carbon emissions in building materials industry; From the perspective of carbon emissions, the carbon emissions in the production process of products mainly come from the production of cement clinker , and the carbon emissions in fossil energy consumption mainly come from coal, oil, natural gas and other energy sources, of which the carbon emissions caused by coal consumption account for more than 70% of the carbon emissions in energy consumption.

In order to thoroughly implement the major strategic decision-making and deployment of the Party Central Committee and the State Council on carbon peak and carbon neutralization, we should do a good job in the work of carbon peak in the building materials industry of our province. According to the relevant requirements of "Opinions on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak Neutralization", "Action Plan for Carbon Peak before 2030", "Implementation Plan for Carbon Peak in Industrial Field", "Implementation Plan for Carbon Peak in Building Materials Industry" and "Implementation Plan for Carbon Peak in Hunan Province", the Provincial Office of Industry and Information Technology took the lead in compiling the "Implementation Plan". As an important component of the "1 + 1 + N" policy system of carbon peak and carbon neutralization in Hunan Province, it guides the building materials industry to carry out carbon peak work in a scientific and orderly manner, and the whole industry can achieve the goal of peak by 2030 through industrial restructuring, energy-saving and carbon-reducing technological transformation, low-carbon raw material substitution, and adjustment and optimization of energy consumption structure.

2. The overall requirements

of the Implementation Plan are guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th National Congress of the CPC, adhere to the general tone of steady progress, base on the new stage of development, completely, accurately and comprehensively implement the new concept of development, construct a new pattern of development, adhere to the concept of system, and adhere to the spirit of the 20th National Congress of the CPC. Deal with the relationship between development and emission reduction, overall and local, long-term and short-term goals, government and market. Fully implement the strategic orientation and mission of "three high and four new", take deepening the structural reform of supply side as the main line, take industrial restructuring, substitution of low-carbon raw materials, optimization of energy consumption structure, popularization and application of low-carbon technology, greening and intelligent transformation as the focus, comprehensively upgrade the green and low-carbon development level of building materials industry, and coordinate and orderly development. 3. Main Objectives

of the Implementation Plan According to the overall deployment of the national building materials industry and the overall requirements of the provincial industrial sector, the Implementation Plan focuses on the two key periods of the 14th Five-Year Plan and the 15th Five-Year Plan, and puts forward the phased objectives before 2025 and 2030. During the 14th Five-Year Plan period, remarkable progress was made in the structural adjustment of the building materials industry, energy-saving and low-carbon technologies were continuously promoted in the industry, and the unit energy consumption and carbon emission intensity of key products such as cement, glass and ceramics continued to decline. By 2025, the energy consumption per unit of industrial added value above the scale of the whole industry will be reduced by 14% compared with 2020, the carbon dioxide emission reduction rate per unit of industrial added value above the scale will meet the national target, the comprehensive energy consumption per unit of cement clinker products will be reduced by more than 3%, and the proportion of clinker production capacity above the benchmark level of energy efficiency in the cement industry will reach 30%. The proportion of production capacity above the benchmark level of energy efficiency in building ceramics and sanitary ceramics industry reached 30%, the proportion of production capacity above the benchmark level of energy efficiency in glass industry reached 20%, and the production capacity below the benchmark level of energy efficiency in four industries was basically cleared. During the "15th Five-Year Plan" period, the industrialization of green low-carbon key technologies in the building materials industry has achieved major breakthroughs, the level of raw material substitution has been greatly improved, the proportion of clean energy applications has been greatly increased, and the industrial system of green low-carbon cycle development has been basically established. Ensure that the building materials industry will reach its carbon peak by 2030.

4. Key Tasks

of the Implementation Plan In order to promote the implementation of the task objectives, the Implementation Plan has deployed five key tasks, namely, promoting the upgrading of industrial structure, promoting the substitution of low-carbon raw materials, optimizing the energy consumption structure, strengthening the support of technological innovation, and accelerating the green and digital transformation.

1. Promote the upgrading of industrial structure. The optimization and upgrading of industrial structure is an important way to achieve carbon peak and carbon neutrality. The Implementation Plan proposes to promote the upgrading of industrial structure from the aspects of optimizing the layout of industrial production capacity, promoting cement peak staggering production, expanding the new building materials industry, and expanding the application scope of green building materials.

2. Promote the substitution of low-carbon raw materials. Raw material substitution is the key to achieve carbon peak in building materials industry. The Implementation Plan proposes to promote the substitution of low-carbon raw materials by gradually reducing the amount of carbonate, speeding up the utilization of solid waste, and promoting the reduction of building materials.

3. Optimize the energy consumption structure. Energy optimization is the guarantee to achieve carbon peak in building materials industry. The Implementation Plan proposes to optimize the energy consumption structure by increasing the use of alternative fuels, increasing the application of clean and green energy, and improving the level of energy efficiency.

4. Strengthen the support of technological innovation. Technological innovation is the driving force to achieve carbon peak in building materials industry.
