Recently, the Fujian Provincial Department of Natural Resources issued the Notice of the Interim Provisions on Standardizing and Improving the Management of Sand and Gravel Mining in Fujian Province, which takes into account the requirements of resource security, standardized development, ecological protection and strengthened supervision, and puts forward relevant policies and measures to standardize and improve the management of sand and gravel mining from seven aspects.
1. Optimize the layout
of sand and gravel development and strictly control the planning access. Sand and gravel mines should meet the requirements of the overall planning of mineral resources, ecological environment protection and safety production management and control. Scientific site selection and rational layout should be made to clarify the specific conditions of the preferred area when delimiting the centralized sand and gravel mining area or the mining planning area; Insist on large-scale and intensive development, and put forward relevant requirements for large-scale and intensive mining of new sand and gravel mines.
2. Reasonable and orderly release of mining rights
On the basis of strengthening the analysis of the operation of the sand and gravel market, reasonably determine the scope, quantity and scale of the proposed transfer of mining rights within a certain period of time, and establish a project bank for the transfer of mining rights of sand and gravel resources. Strengthen the management of annual transfer plans, and clarify the relevant requirements for reporting the annual transfer plans of sand and gravel mining rights to provincial departments.
3. Strictly implement the transfer
of "net ore" and earnestly do a good job in the preparatory work for the transfer of mining rights of building stones, machine-made sand and gravel and sea sand, so as to ensure that after the transfer of mining rights, the mining rights holders can carry out normal mining work in accordance with the law. Explore the management mode of comprehensive development and utilization of mining land. All localities are required to optimize the supply mode of mining land and fundamentally solve the contradiction between mining land.
4. To improve the disposal
of surplus sand and gravel in construction projects, specific requirements are put forward for improving the disposal of surplus sand and gravel in construction projects from the aspects of the scope of construction projects and disposal procedures. Among them, the disposal procedures should be carried out according to the procedures of defining the disposal unit, determining the amount of sand and gravel, determining the starting price of the transfer, formulating the disposal plan, and organizing the implementation of the transfer.
5. To standardize the management
of sand and stone materials produced by mining, the sand and stone materials produced by non-sand and stone production mines within their mining areas should be given priority to the comprehensive utilization of the mine's shaft filling, ecological restoration and engineering construction, and there are still surplus after utilization. The competent department of natural resources in the locality shall report to the local people's government at or above the county level to organize the disposal of the public resources trading platform.
6. Promote the green development
of sand and gravel mining industry and intensify the construction of green mines. New mines are constructed in strict accordance with the requirements of green mines, and mining mines are upgraded and transformed in accordance with the requirements of green mines. Do a good job in the selection of green mines, and timely organize the declaration of green mines at or above the provincial level for qualified mines. Strengthen policy incentives for green mines. It is clear that priority should be given to the protection of mining land for green mines.
7. Continuously strengthen supervision
, further improve the supervision mechanism of sand and gravel development and utilization, and clarify the responsibilities of county-level governments and their functional departments. Strengthen source management, clearly improve the scientificity of site selection at the stage of project site selection, strengthen the supervision of the whole process of sand and gravel mining, transportation, sale and use, and seriously investigate and punish all kinds of illegal mining activities. Effectively promote the connection of punishment, standardize the transfer standards and procedures, and standardize the identification of the value of sand and gravel involved in the case.
