Building Materials Industry is an important basic industry for national economic and social development, as well as a key industry for energy consumption and carbon emissions in the industrial field. 1. General requirements
(1) Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology

Focusing on energy conservation and carbon reduction in cement, glass and other industries, and focusing on controlling carbon emissions and fossil energy consumption in the production process, we will vigorously implement the substitution of raw materials and fuels, actively promote the recycling of resources, and achieve major breakthroughs in carbon emission reduction.
(3) Main objectives
During the "14th Five-Year Plan" period, significant progress has been made in the structural adjustment of the building materials industry, energy-saving and low-carbon technologies in the industry have been continuously promoted, and the unit energy consumption and carbon emission intensity of key products such as cement, glass and ceramics have been continuously reduced. By 2025, the energy consumption per unit of industrial added value above the scale of the whole industry will be reduced by 14% compared with 2020, the carbon dioxide emission reduction rate per unit of industrial added value above the scale will meet the national target, the comprehensive energy consumption per unit of cement clinker products will be reduced by more than 3%, and the proportion of clinker production capacity above the benchmark level of energy efficiency in the cement industry will reach 30%. 2. Key tasks
