On May 8, the Shenzhen Development and Reform Commission issued the Guidelines for the Declaration of Special Fund Projects for Strategic Emerging Industries in 2023 (the first batch), which clarifies the subsidy rules in the fields of energy storage, low carbon, zero carbon and negative carbon. Among them, the demonstration and application of new energy storage technologies and products support the two directions of energy storage and optical storage and charging demonstration in industrial parks, and provide after-the-event subsidies according to 30% of the total investment, with a maximum of 10 million yuan.
Specifically, in the field of photovoltaic storage and charging, it is required to build a new integrated energy utilization system integrating photovoltaic power generation , energy storage, electric vehicle charging, vehicle-network interaction and other characteristics, to study the key technologies of integrated microgrid of photovoltaic storage, charging and discharging, and to build a new power system with new energy as the main body.
Indicator requirements:
(1) The project is located in Shenzhen (including Shenzhen-Shantou Special Cooperation Zone).
(2) The project shall be connected to the grid and put into operation within one year after the issuance of the declaration notice.
(3) The total investment of the project is not less than 30 million yuan.
(4) The development of three-level modular PCS (energy storage bidirectional inverter) supports grid-connected and islanding operation modes, supports reactive power compensation, single module capacity ≥ 50 kw, supports seamless expansion, ultra-wide DC voltage 200-800 V, maximum efficiency 97%, switching time ≤ 10 ms. THDi ≤ 3%
(5) Develop charging modules with ultra-high efficiency and ultra-wide range, peak efficiency ≥ 95%, output voltage range 50-1000 V, constant power range 300-1000 V, current below 300 V does not retract.
(6) Develop energy management system (EMS), which can realize data acquisition and monitoring, operation control of energy storage system and response to power grid dispatching, state assessment of energy storage system, safety analysis, distribution automation and management. The reliability of the system is high, the mean time between failures (MTBF) of the system is ≥ 20000h, and the accuracy of control operation is ≥ 99.99%; the command transmission time is less than 1 second; the system resource capacity requires that the analog quantity is ≥ 8000 points, the state quantity is ≥ 10000 points, and the remote control is ≥ 500 points. In the measurement of system analog quantity, the relative measurement error of current and voltage is ≤ 0.2%, the relative measurement error of active and reactive power is ≤ 0.5%, and the measurement error of power grid frequency is ≤ 0.01Hz.
(7) Form an overall solution to support the formulation and revision of relevant industry standards.
(8) The discharge capacity of the project is not less than 1000 degrees, which has a good demonstration significance.

In order to implement the Guidelines of the Shenzhen Municipal People's Government on the Development of Strategic Emerging Industries Opinions on Strategic Emerging Industrial Clusters and Fostering and Developing Future Industries and the relevant policies of "20 + 8" Industrial Clusters, in order to accelerate the cultivation and development of strategic emerging industrial clusters, our committee has decided to issue the Guidelines for the Declaration of Special Fund Projects for Strategic Emerging Industries in 2023 (the first batch). Relevant matters are hereby notified as follows:
I. Support areas
Semiconductor and integrated circuits, ultra-high definition video display, energy storage, low-carbon zero-carbon negative carbon, intelligent network automobile, high-end medical devices, big health and other fields.
2. Basic conditions
The project applicant must be an enterprise, institution, social organization or private non-enterprise registered in Shenzhen (including Shenzhen-Shantou Special Cooperation Zone) with independent legal personality engaged in R & D, production and service of related industries in the field supported by this application guide. The declaring unit has not violated the joint disciplinary policies and regulations of the state, provinces and municipalities, and has not been listed as the object of joint disciplinary punishment for dishonesty.
3. The support plan
includes the establishment and upgrading projects of municipal engineering research centers, the establishment and upgrading projects of public service platforms, the post-industrialization subsidies, the demonstration and application promotion of new technologies and products, the registration and licensing certification, and the supporting projects of national projects.
4. Requirements
for declaration (1) The project declaration unit shall conscientiously organize and compile the application report for project funds in accordance with the requirements of the declaration guidelines (the specific declaration conditions, declaration materials, matters needing attention and the requirements for the preparation of the application report for funds for various support plans are detailed in the declaration guidelines) and in light of the actual situation of the unit.
(2) The name of the project shall be accurate, standardized and concise. According to the support direction of the declaration guide, the municipal engineering research center project is named "Shenzhen XXXX Engineering Research Center Establishment (or Promotion) Project", and the municipal public service platform project is named "Shenzhen XXXX Public Service Platform Establishment (or Promotion) Project". Subsidized projects after industrialization can be named as "XXXX Industrialization Project", and other types of projects refer to this naming rule.
(3) The data of operating indicators such as gross industrial output value, industrial investment and technological transformation investment, business income and tax amount submitted by the project unit shall be consistent with the data submitted to the municipal statistical department.
(4) If the project unit, legal representative, project manager and other relevant responsible subjects commit dishonest acts in the process of project declaration and implementation, the municipal development and reform department shall be included in the list of dishonest acts of special funds of the department. Punishment shall be carried out in accordance with the relevant provisions of the Measures for the Management of Special Financial Funds at the Municipal Level in Shenzhen (Shenfu Regulation No.12, 2018) and the Detailed Rules for the Acceptance and Implementation of the Strategic Emerging Industries Development and Major Scientific Research Platforms of the Shenzhen Development and Reform Commission (Shenzhen Development and Reform Regulation No.1, 2023).
(5) After all declared projects have been included in the special fund support plan, the project construction shall be completed in strict accordance with the requirements of the project approval or contract, and the monthly report information shall be filled in according to the requirements of the Operating Rules for the Special Fund Strategic Emerging Industries Development Support Plan of the Shenzhen Development and Reform Commission (Shenzhen Development and Reform Regulation No.2020). Submit the acceptance application within 3 months after the expiration of the project.

6. Time of application and telephone number
for consultation (1) Time of application: The category of the support plan for registration, licensing and certification is valid for a long time, and the audit work is carried out in batches on a monthly basis; Other categories of support plans will be declared in a centralized manner in the first and second half of each year.
