3. The key tasks
are to adhere to the overall planning of the whole province, link up the upper and lower levels, and integrate the carbon peak into the overall layout of the province's economic and social development and the construction of ecological civilization. Focus on promoting green low-carbon transformation of energy, implementing carbon peak in the industrial sector, promoting carbon peak in urban and rural construction, accelerating green low-carbon transformation of transportation, promoting energy conservation and carbon reduction to enhance energy efficiency, promoting circular economy to help reduce carbon, strengthening green low-carbon innovation support, consolidating and enhancing carbon sink capacity, and carrying out green low-carbon national action. (1) To promote the green and low-carbon transformation
of energy, fossil energy such as coal, oil and gas is the basic energy that Liaoning relies on at the present stage, and the low-carbon transformation of energy is the main battlefield to achieve the goal of carbon peak and carbon neutralization. Promote the optimal combination of fossil energy and new energy, and accelerate the construction of a clean, low-carbon, safe and efficient energy system on the basis of ensuring energy security.

Accelerate the pace of coal reduction, strictly and reasonably control the growth of coal consumption during the 14th Five-Year Plan period, and gradually reduce it during the 15th Five-Year Plan period. 2. Make every effort to promote large-scale development and high-quality development of clean energy such as wind power and photovoltaic power. We will coordinate data resources such as electricity, land, meteorology, geology and ecology, deepen the investigation of photovoltaic and wind power resources, and strengthen the guarantee of new energy land and sea use. Develop offshore wind power in a scientific and orderly manner. Explore the development of "photovoltaic +" industries in Dalian, Fushun, Fuxin and other places, such as complementary fishing and light, photovoltaic + mining wasteland and mining subsidence area management, photovoltaic sand control and so on. 3. Do a good job in site planning and protection of nuclear power plants. Actively promote the smooth construction of Xudabao Nuclear Power Phase II, strive for the approval and construction of Xudabao Nuclear Power Phase I and other projects as soon as possible, and plan to study Xudabao Nuclear Power Phase III and other projects. We will carry out demonstration of comprehensive utilization of nuclear energy and actively explore and promote projects such as hydrogen production and seawater desalination. 4. Guide natural gas consumption in an orderly manner, actively expand the supply of upstream gas sources, and give priority to ensuring people's livelihood. Promote the integrated development of natural gas and renewable energy, and orderly layout of natural gas peak shaving units along the natural gas pipeline network. 5. Promote the optimal allocation of clean power resources on a large scale, optimize power transmission channels, promote the construction of trans-provincial power transmission and transformation projects such as "Balin-Naiman-Fuxin", enhance the power mutual aid capacity within the Northeast region, and increase the proportion of renewable energy in trans-provincial and trans-regional channels by no less than 50% in principle. Self-owned power plants, traditional high-energy industrial loads, industrial and commercial interruptible loads, and virtual power plants are guided to participate in system regulation. By 2030, the provincial power grid will basically have a peak load response capacity of more than 5%. We will promote industrial digital empowerment, foster a number of new generation information technology enterprises serving integrated energy management and information-based and digitalized transformation of energy-using equipment, help implement digital transformation and intelligent transformation of manufacturing industry, and promote the optimization and upgrading of the whole process of planning and design, engineering construction, production and operation, and maintenance services. We will accelerate the green upgrading of equipment manufacturing, CNC machine tools, automobiles and other industries, promote green low-carbon design, and achieve low-carbon iterative upgrading of products. We will promote the construction of green factories and encourage enterprises with a high degree of digitalization and intelligence to improve their carbon emission management. Encourage key enterprises to implement green supply chain management, improve the green development level of upstream and downstream enterprises, and help reduce carbon emissions in the whole supply chain.
2. The petrochemical industry should intensify structural adjustment and guide refineries to participate in capacity replacement and integration and reorganization independently. Promote "oil reduction and increase", cultivate and improve the industrial chain of olefins, aromatics and fine chemicals, develop high-tech and high value-added fine chemical carbon-based products such as high-performance synthetic resins and special engineering plastics, and ensure the stability of the industrial chain and supply chain; We will promote the agglomeration and development of new chemical materials and high-end fine chemicals industries in Fushun, Jinzhou and Liaoyang, accelerate the construction of the petrochemical and fine chemical industry base in Liaodong Bay, Panjin, and build the petrochemical industry base in Dalian Changxing Island (Xizhong Island) into a world-class petrochemical industry base.
