Guangyuan City earnestly implements the relevant requirements of river and lake management, insists on early arrangement and deployment, and earnestly prepares for river safety management and control in flood season to ensure river safety in flood season.
One is to issue a set of documents and strengthen the arrangement and deployment. Notice on Further Strengthening the Management of River Sand Mining, Notice on Further Improving the Operation and Management of Dikes and Sluices, and Notice on Further Strengthening the Safety Management of Rivers have been issued successively. The management of river sand mining, river-crossing construction projects and related activities, as well as water conservancy facilities such as dikes and sluices, has been comprehensively arranged and deployed, and 148 items of work measures and management requirements have been implemented to ensure that river-crossing management in flood season is arranged and deployed in place.
The second is to hold a joint meeting to strengthen coordination and linkage. On May 6, Guangyuan City organized a joint meeting on the cooperative mechanism of river sand mining, which, in accordance with the "3 + N" model and on the basis of the three departments of water conservancy, public security and transportation, invited the departments of taxation, ecological environment, economy and informatization, agriculture, forestry and market supervision to discuss the management of river sand mining. To study the measures of joint prevention and control of rivers in flood season, and to coordinate the promotion of river and lake safety management and control.
Thirdly, we should carry out a centralized supervision and strengthen the rectification of problems. Organize and carry out the "river security supervision action" before the flood season, organize seven supervision working groups, go deep into the counties and districts to carry out river safety supervision, inspect more than 50 river-crossing points, hand over the problems found on the spot, and regularly follow up and supervise the rectification. At the same time, the investigation and remediation of potential safety hazards across rivers were organized throughout the city, including 12 problems of encroachment on shorelines and 6 problems of potential safety hazards of dikes and sluices, so as to effectively guarantee the safety of rivers during flood season.
