From May 8 to 11, the Water Administration Detachment of Enshi Prefecture Water Conservancy and Lake Bureau and the Agricultural Comprehensive Law Enforcement Brigade of Hefeng County launched a three-day joint law enforcement operation on illegal sand mining in rivers (code-named "2023-Linkage 2").
The joint law enforcement operation dispatched 18 law enforcement officers, 5 law enforcement vehicles, 2 law enforcement vessels, a total of 230 kilometers of river patrol; Focus on cleaning up and checking whether there are invisible sand mining vessels and illegal assembly of sand suction machines in the river (reservoir) section of the jurisdiction area, inspecting and cracking down on the "ant moving" sporadic illegal sand mining in small and medium-sized rivers by means of manual shoveling, machine pulling and water pipe pumping, and whether there are any acts affecting flood discharge and river safety within the scope of river management, and the comprehensive utilization of sand and gravel in river dredging (dredging). It comprehensively combs whether there are typical problems such as loose and soft punishment scale, fraud and minor investigation of major cases in the administrative penalty cases of river sand mining handled since 2021.
From the inspection situation, through the continuous high-pressure crackdown on illegal sand mining in the early stage, the management order of illegal sand mining rivers in Hefeng County is stable, controllable and continuously improving, and law enforcement officers can strictly enforce the law and enforce the law civilly in the process of law enforcement.
Next, the Agricultural and Rural Bureau of Hefeng County will give full play to its administrative functions and the role of industry supervision, keep a close eye on key river sections and sensitive waters to strengthen routine inspection, increase the frequency of inspection during major festivals and sensitive periods, and severely crack down on all kinds of water violations within the scope of river management according to law, so as to "grasp small and grasp early" from the source.
