On May 11, the Gansu Provincial People's Government issued the Implementation Plan of Carbon Peak in Gansu Province. The Plan points out that, based on the reality of the province with rich coal, poor oil, less gas and good scenery, we should adhere to the principle of reducing emissions without reducing productivity, establish first and then break through, take energy security and economic development as the bottom line, coordinate the adjustment of industrial structure, the progress of energy structure optimization, the degree of economic and social affordability and the intensity of pollution reduction and carbon reduction. We will ensure energy security, industrial chain and supply chain security, food security and the normal production and life of the masses, and steadily and orderly promote the action of reaching the carbon peak step by step. During the

14th Five-Year Plan period, remarkable progress has been made in the optimization and adjustment of industrial structure and energy structure, the efficiency of energy utilization in key industries has been greatly improved, the growth of coal consumption has been reasonably controlled, the construction of new power systems with new energy as the main body has been accelerated, and new progress has been made in the development and application of green low-carbon technologies. Green low-carbon production and lifestyle have been widely implemented, and the policy system of green low-carbon cycle development has been further improved. By 2025, the proportion of non-fossil energy consumption will reach 30%, energy consumption per unit of GDP will be reduced by 12.5% compared with 2020, and carbon dioxide emissions per unit of GDP will ensure the completion of the national target tasks, laying a solid foundation for the realization of carbon peak. During
the 15th Five-Year Plan period, significant progress was made in industrial restructuring, a clean, low-carbon, safe and efficient energy system was initially established, a low-carbon development model in key areas was basically formed, energy efficiency in key energy-consuming industries reached the international advanced level, the proportion of non-fossil energy consumption was further increased, and coal consumption was gradually reduced. Key breakthroughs have been made in green low-carbon technology, green lifestyle has become a conscious choice of the public, and the policy system of green low-carbon cycle development is basically sound. By 2030, the proportion of non-fossil energy consumption will reach about 35%, and carbon dioxide emissions per unit of GDP will be reduced by more than 65% compared with 2005, striving to achieve the goal of carbon peak.
The Plan mentions that coal consumption substitution and transformation and upgrading should be promoted. We will continue to give full play to the role of coal and coal-fired power in guaranteeing supply, promote the optimal combination and continuous conversion of coal and new energy sources, and gradually reduce the proportion of coal in primary energy consumption. Optimize the layout of coal production capacity, orderly approve and add a number of advanced production capacity projects in the plan, eliminate backward coal production capacity, promote the green transformation of the coal industry, promote the construction of coal production, supply, storage and marketing system, and ensure the safety of coal supply. We will carry out the transformation and upgrading of coal-fired power units in an all-round way, promote the "three-change linkage" of energy-saving and carbon-reducing transformation, flexible transformation and heating transformation of coal-fired power, continue to eliminate backward coal-fired power in an orderly manner, rectify and standardize the operation of enterprise-owned power plants, and promote the transformation of coal-fired power to both basic and system-regulated power sources. We will continue to promote the construction of Longdong and Hexi power transmission channels, and the proportion of renewable energy in new channels will not be less than 50% in principle. Strictly control the coal consumption of major coal-consuming industries such as iron and steel, building materials and chemical industry, strictly implement the energy consumption standards of the industry, and implement equal or reduced capacity replacement for new projects. We will vigorously promote the clean and efficient use of coal, continuously reduce the consumption of bulk coal, strictly prohibit the use of inferior coal, and promote the substitution of bulk coal in a scientific and orderly manner.
Vigorously develop new energy. We should attach equal importance to centralization and distribution, combine power transmission with local consumption, adopt multi-energy complementary development mode, speed up the planning and construction of large-scale wind power and photovoltaic bases in desert, Gobi and desert areas, and comprehensively promote the large-scale development and high-quality development of wind power and solar power. We will continue to promote Jiuquan's 10 million kilowatt wind power base to move towards a super-large wind and solar power base, and build Jinchang Zhangye Wuwei 10 million kilowatt wind and solar power base. Wind power bases in Tongwei, Huanxian and Wuwei Songshantan have been built in an all-round way, and decentralized wind power has been steadily promoted in Lanzhou, Baiyin, Tianshui and Pingliang. We will continue to expand the scale of photovoltaic power generation, build large-scale centralized photovoltaic power generation bases, and promote the diversified development of "photovoltaic plus". Explore the new mode of photothermal power generation, increase the technical research of photothermal power generation, and plan to implement the integration project of "photothermal + wind and photovoltaic". Scientifically promote the utilization of biomass energy, and actively promote the development of bio-natural gas industry and the construction of biomass power generation projects in areas rich in biomass resources. We will further promote the development and utilization of geothermal energy and accelerate the exploration, development and utilization of deep and shallow geothermal energy resources in Lanzhou, Tianshui, Dingxi, Zhangye and Longnan. By 2030, the installed capacity of new energy in the province will exceed 130 million kilowatts.
Promote the building materials industry carbon peak. Strengthen the supervision of capacity replacement, speed up the withdrawal of inefficient production capacity, and guide the transformation of building materials industry to light, intensive and product-oriented. We will promote the transformation and upgrading of traditional building materials such as cement, foster and strengthen new building materials and green building materials, extend the development of industrial chains such as ready-mixed concrete, ready-mixed mortar, cement-based composite materials, concrete products and fiber cement boards, and promote the use of machine-made sand and gravel. Optimize the structure of cement raw materials and products, develop cement production technology with high proportion of solid waste utilization, and improve the substitution rate of large solid wastes such as fly ash, carbide slag, slag, phosphogypsum, steel slag, calcium silicate slag and red mud. Optimize the fuel structure, use renewable energy such as wind and solar energy according to local conditions, gradually increase the proportion of renewable energy, electricity, natural gas and other clean energy, and increase the comprehensive utilization of waste heat and pressure. Promote the normalization of cement peak staggering production and reasonably shorten the operation time of cement clinker plant. Accelerate the application of low calcium cement such as sulfur (iron) aluminate cement, high belite cement and magnesium phosphate cement. We will vigorously develop prefabricated building materials, improve the design support level of prefabricated building materials, and improve the application of new wall materials in prefabricated buildings. We will accelerate the certification and application of green building materials, and strengthen the development and application of new cementitious materials, low-carbon concrete, wood and bamboo building materials and other low-carbon building materials. Promote green manufacturing in an all-round way, promote energy-saving technology and equipment, carry out the construction of energy management system, and achieve energy conservation and efficiency.
Promote the green and low-carbon transformation of urban and rural construction. According to the regional development pattern of "one core and three belts", we should scientifically plan scale of cities and towns, rationally delimit the boundaries of urban development, and control the excessive growth of new construction land. Improve the level of green low-carbon planning and design in urban and rural areas, promote the optimal layout of urban and rural infrastructure and green low-carbon development, build green towns, green communities and green villages, enhance the climate resilience of urban and rural areas, increase the green area of urban built-up areas, and actively promote sponge cities and water-saving cities. Promote green low-carbon building materials and green construction methods, accelerate the industrialization of new buildings, vigorously develop prefabricated buildings, actively promote the construction of prefabricated building pilot projects, promote steel structure housing, promote the recycling of building materials, and strengthen green design and green construction management. Establish and improve the management mechanism of urban and rural planning and construction oriented by green and low carbon, improve the management methods of building demolition, eliminate large-scale demolition and construction, promote the resource utilization of construction waste, and promote the in-situ recycling of waste pavement materials.
Speed up the improvement of building energy efficiency. We will comprehensively upgrade the standards for building energy conservation, green buildings, and municipal infrastructure, supplement and improve or strengthen the requirements for energy conservation and carbon reduction, and upgrade the green and low-carbon access standards for new buildings. Accelerate the research and development of low-carbon technologies for building energy conservation, promote the application of appropriate low-carbon technologies in the construction field of Gansu Province in combination with the climate characteristics and building function types, and vigorously promote the large-scale development of ultra-low energy consumption buildings and low-carbon buildings. We will accelerate the energy-saving renovation of existing residential and public buildings, and continue to promote the energy-saving and carbon-reducing renovation of municipal infrastructure such as old heating networks, heat exchange stations and road lighting. Improve the intelligent level of operation and management of urban buildings and infrastructure, accelerate the promotion of heating metering and charging and contract energy management, and gradually implement the energy consumption quota management system for public buildings. We will carry out green building initiatives, promote the implementation of green building standards in new buildings, and build a number of energy-saving, low-carbon, intelligent and livable green building demonstration zones.
