1. In

response to the suggestion that "Gan-Chen Yong-Xing Railway should be built according to the high-speed rail standard of 350 kilometers per hour", Ganzhou Railway Construction Office replied on August 14 that

according to the National Medium and Long-term Railway Network Planning (2016-2030), Gan-Li Yongxing Railway is positioned as an ordinary speed railway with the nature of land development. It is planned to be constructed according to the standard of 160 km/H. It starts from Xingyi City, Guizhou Province, passes through Yongzhou City, Chenzhou City and other cities in Hunan Province, and ends at Ganzhou City, Jiangxi Province. It is planned to pass through Ganzhou Economic Development Zone, Nankang District, Shangyou County and Chongyi County.

According to the Circular of the General Office of the State Council Transmitting the Opinions of the National Development and Reform Commission and Other Units on Further Perfecting Railway Planning and Construction (State Office Letter No.27, 2021), new railway projects shall be implemented strictly in accordance with the planning approved by the State, and the functional orientation, construction timing and construction standards of the projects within the planning shall not be adjusted at will. Projects not included in the plan shall not start construction in principle.

Gan-Li Yongxing Railway has been planned and studied as Kunming-Xiamen Passage, and is now actively striving to be included in the national medium and long-term railway network planning (revision).

2. Ganlongxia high-speed rail

Ganlongxia high-speed rail had been included in the "Outline" of the "14th Five-Year Plan" of Jiangxi Province. Fujian Province started the preparation of the pre-feasibility study report of the project at the end of 2022, and Jiangxi Province started the preliminary study of the project in early July.

As the project has not been incorporated into the national medium and long-term railway network planning and the "five-year" plan, the preliminary work of the project has not been officially started at the national level, and the specific construction time of Ganlongxia high-speed rail, whether to go to Ganzhou West Station or Ganzhou North Station is not yet clear.

3. Yantai-Xichangyi Railway and Changtai Railway

: Why is there no obvious progress in Yantai-Xichangyi Railway and Changtai Railway? Taixing Transportation Bureau replied on August 25 that

railway construction is a major infrastructure project, which is irreversible for a long time after completion. Therefore, the feasibility study, preliminary design and other research work takes a long time, the process is more complex, we must respect the academic attitude, the scheme is stable, the time is ripe to start the construction of the entity project in time.

At present, the Yancheng-Jingjiang Station Section (including Taixing Section) of Yantai-Xichangyi Railway is in the stage of feasibility study and review. In 2022, our city has completed all the local pre-requirements for the feasibility study and preliminary design approval, and other areas are being promoted by the design units. In addition, some aspects of technical review, such as the integration scheme with the South Riverside high-speed rail and the river-crossing channel scheme, need time to fully demonstrate.

4. The high-speed rail

Next, the Ordos Development and Reform Commission will actively dock with the relevant departments of the state and the autonomous region, accelerate the preliminary work of the two high-speed rail lines, and strive to promote the early implementation of the project.

5. Dingping Railway and the Second Line

of Xiping Railway In response to such questions as "the slow progress of the Gansu section of the Dingping Railway and whether the control project can be started this year", the Pingliang Municipal Development and Reform Commission replied

on August 16: Provinces and municipalities actively report and strive to incorporate the Pingliang Railway Project into the national planning and start its implementation. On April 3 this year, the State Railway Group announced that the First Railway Institute would be responsible for the survey and design of the Dingxi-Pingliang Railway, marking the formal start of the preliminary work of the Dingping Railway at the national level, and the feasibility study report is currently being compiled.

We will actively cooperate with the design unit to accelerate the preliminary work of the project on the basis of the existing research plan, and strive to complete the preliminary work as soon as possible.

In addition, you mentioned the problem of "simultaneously carrying out the adaptive transformation of Jingchuan Station and Changqingqiao Station to meet the needs of running 160 kilometers per hour power-centralized EMUs". The construction of the second line of Xiping Railway, which

involves the adaptive transformation of the line, is an ordinary speed railway project listed in the Medium and Long-term Railway Network Planning, the 14th Five-Year Plan and the Medium and Long-term Railway Network Development Plan of Gansu Province.

We will actively report to the State Railway Group and the Gansu Provincial Government to start the preliminary work of the Gansu section of the Xiping Second Line as soon as possible, and strive to implement it simultaneously with the Xiping Second Line Project in Shaanxi Province, so as to meet the fast and convenient travel needs of the people along the line as soon as possible.

6. The reconstruction

of Fujia Railway aims at the problem of "when will the high-speed rail of Jiagedaqi District, the capital of Daxing'an Mountains, be built". Reply

Recently, Heilongjiang Province, Inner Mongolia Autonomous Region and the State Railway Group are studying the technical standards, transformation plans, investment splitting and other matters. 7. Zhangjihuai and Yichang high-speed rail Connection Line

aims at the problem of "Planning of Zhangjihuai Railway and Yichang Section Connection Line of Hunan Passage". Changde Municipal Development and Reform Commission replied on September 1 that

the main purpose of connecting the Yichang section of the Zhangjiakou-Jihuai Railway with the Hunan Passage is to solve the problem of high-speed rail between the north passage of the Zhangjiakou-Jihuai Railway and Shimen County. The connecting line extends from the north of Shimen County to the west of Lixian County. At present, the relevant preliminary work has been started and is being promoted synchronously with the Yichang Railway. The pre-feasibility study report is being prepared.

As you mentioned, the Shimen-Changde EMU has the problem of reversing after passing through the west of Lixian County. According to the arrangement and deployment of the State Railway Group and the provincial government, the design unit, the Fourth Railway Institute, has reserved and planned the northbound and southbound double channels of the connecting line in the feasibility study report.

As for the new Shimen-Linli southbound line you proposed, since the line is not included in the relevant national and provincial planning, and the Qianzhangchang Railway and Shichang Railway have met the passenger transport demand, the construction of this line is of little significance.
