Recently, the Natural Resources and Planning Bureau of Wenchang City, Hainan Province, issued a table on the completion of the rectification measures to implement the problem of a large number of sea sand resources being stolen.
Up to now, Wenchang City has identified the sources of reclamation materials for four artificial islands.
First, the artificial island project of Coconut Forest Bay in the eastern suburb takes sand within the scope of 2 # -4 # buoys of Qinglan Port Channel, with a sand volume of 1,000,400 cubic meters.
Secondly, the artificial island project of Nanhai Holiday Village takes sand within 1-1.5 kilometers of the east side of the project and within 2 # -4 # buoys of Qinglan Port Channel, with a total sand volume of 401.95 million cubic meters.
Third, the South China Sea Mazu World Peace Island Project legally acquired the sand extraction area on November 7, 2017, but Hainan Dingding Tourism and Culture Co., Ltd. started sand extraction in June 2017, with a total of 422300 cubic meters of sand mining from June 2017 to November 2017, which is an illegal sand mining act. From November 2017 to November 2019, a total of 3.4335 million cubic meters of sand were mined, and it has not yet been determined whether the sand mining was carried out in the legal mining area.
Fourthly, the Puqian Xinbuhai Artificial Island Project belongs to the dredged material disposal project of the supporting project of the Puqian Bridge waters, but the project also takes 2.8804 million cubic meters of sand in other sea areas, and there is illegal sand mining. In April
2020, the Hainan Provincial Public Security Bureau investigated and dealt with illegal sand mining on two artificial islands in the South China Sea, Mazu World Peace Island and Puqian Xinbuhai. In December 2022, the Haikou Maritime Police Bureau accepted the transfer of criminal clues of suspected illegal mining on artificial islands in the eastern suburbs and in the South China Sea.
