According to the Regulations on the Protection of Weihe River in Shaanxi Province, the rigid constraints of river sand mining planning are strengthened, and the management requirements of prohibited mining areas and prohibited mining periods are strictly implemented. Special meetings have been organized for many times to study and deploy the regulation of illegal sand mining, and to clarify the objectives and tasks of river and lake chiefs at all levels, county and urban Party committees and governments. We should adhere to the principle of "point, line and surface" governance, compact the responsibilities of "four responsible persons", focus on key river sections, regions and important time nodes, actively mobilize counties (cities and districts) along the Weihe River to strengthen daily supervision, intensify inspection efforts, and establish a mechanism for inspection, supervision and rapid response of illegal sand mining in the Weihe River. We should adhere to the work requirements of "full coverage, zero tolerance, strict law enforcement and emphasis on effectiveness", keep a close eye on the key elements and links of "people, vehicles, ships, mining, storage and transportation", organize timely investigation of the counties and cities along the Weihe River, and investigate and punish illegal sand mining activities strictly, quickly and severely according to law.
The second is to strengthen the "four links" cooperation among departments, upper and lower links, regional alliances and social joint defense, so as to unite strong officers. Establish and improve the regional cooperation and joint prevention and control mechanism of sand mining management in cross-border river sections, strengthen the connection between upstream and downstream, and the linkage between left and right banks, coordinate and solve the problems of permission and law enforcement related to sand mining in river courses in a timely manner, and ensure that no gaps or dead ends are left in the regulation. To issue the Notice on Strictly Cracking Down on Illegal Sand Mining and Other Illegal and Criminal Acts in the Weihe River, organize volunteers, Party members and cadres to participate in social patrols, encourage and guide the masses to actively report clues to illegal sand mining, and jointly protect the safety of the Weihe River.

Organize relevant departments to set up a special supervision group, go deep into the front line of each county and city, understand and master the situation of illegal sand mining rectification on the spot, and timely interview and notify those who fail to implement the work, make slow progress and achieve poor results; for those who fail to implement the responsibility and fail to rectify and rectify, submit to the municipal and county discipline inspection and supervision departments or relevant discipline inspection and supervision groups to be accountable in accordance with the law and discipline, and build a discipline supervision network.
