Since July 1, 2023, Phase 6B of the Sixth National Emission Standard will be fully implemented nationwide, and the production, import and sale of vehicles that do not meet Phase 6B of the Sixth National Emission Standard will be prohibited.

On May 8, the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the Ministry of Commerce, the General Administration of Customs and the General Administration of Market Supervision jointly issued a notice on the implementation of the Sixth National Emission Standard for Automobiles.

The announcement

on matters related to the implementation of China VI vehicle emission standards is to implement the Limits and Measurement Methods for Pollutant Emissions from Light-duty Vehicles (China VI) (GB 18352. 6-2016) and "Limits and Measurement Methods for Pollutant Emissions from Heavy-duty Diesel Vehicles (China Phase VI)" (GB 17691-2018), and implement relevant policies to help enterprises alleviate difficulties, stabilize and expand automobile consumption. The relevant matters concerning the full implementation of Phase 6B of the Sixth National Emission Standard for Light-duty Vehicles and Phase 6B of the Sixth National Emission Standard for Heavy-duty Diesel Vehicles (hereinafter collectively referred to as Phase 6B of the Sixth National Emission Standard) are hereby announced as follows:

I. From July 1, 2023, Phase 6B of the Sixth National Emission Standard will be fully implemented nationwide. It is forbidden to produce, import and sell vehicles that do not meet the 6 B stage of the six national emission standards. The production date shall be subject to the vehicle manufacturing date of the motor vehicle certificate, and the electronic information of the certificate shall be uploaded before 0:00 on July 1, 2023; the import date shall be subject to the arrival date of the goods on the import certificate; the sales date shall be subject to the date of the motor vehicle sales invoice.

2. In view of the fact that the results of some actual driving pollutant emission tests (i.e. RDE tests) are reported as "monitoring only" and other light vehicles of China VI B models, a half-year sales transition period will be granted, and sales will be allowed until December 31, 2023.

3. As the main body responsible for the consistency management of environmental protection production, automobile production and import enterprises shall, in accordance with the relevant provisions of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, disclose vehicle emission inspection information and pollution control technology information before the vehicles leave the factory or enter the country, so as to ensure that the vehicles actually produced and imported meet the requirements. Relevant certification bodies shall issue compulsory product certification certificates in accordance with the 6B stage of the Sixth National Emission Standard.
