On May 8, the Development and Reform Commission of Guangxi Zhuang Autonomous Region issued the Notice on the Declaration of 2023 Onshore Wind Power and Centralized Photovoltaic Power Generation Projects. "Notice" shows that in 2023, Guangxi onshore wind power and centralized photovoltaic projects will be built through competitive allocation of new construction indicators, including 12 million kilowatts (12 GW) of onshore wind power and 3 million kilowatts (3 GW) of centralized photovoltaic projects.
Among them, the document points out that 1. Any item of the supporting opinions of the departments of natural resources, forestry and ecological environment will not be scored, and the qualification of this evaluation will be cancelled. The supporting opinions of various departments obtained by the project must be based on the data of "three surveys" of land and the latest results of "three districts and three lines" delimitation, and the situation of forest land involved in the project site selection shall be based on the opinions of the forest land department.
2. The construction index capacity obtained by wind power and photovoltaic projects of each group company shall not exceed 10% of the total capacity of the annual allocation index.
3. The project shall promise to build a certain proportion of energy storage facilities or purchase a corresponding proportion of shared energy storage services. The proportion of onshore wind power allocation is 20%, and the proportion of photovoltaic allocation is 10%. The continuous charging and discharging time of the new energy storage shall not be less than 2 hours, and the energy storage facilities shall be put into operation synchronously with the power generation project. If the shared energy storage service is purchased, it shall be counted from the date when the project is connected to the grid. The project will be summarized by the city and reported before June 6, 2023.
4. Photovoltaic projects must implement project land (own land or sign land lease contracts).
5. From the date of release of the annual construction plan, wind power projects are required to apply for approval within 9 months, and be completed and put into operation with full capacity within 3 years; photovoltaic projects are required to be completed and put into operation with full capacity within 2 years. If it is not completed and put into operation on schedule, the Guangxi Development and Reform Commission will take corresponding measures to punish it.
