Recently, according to the Bureau of Ecology and Environment of Yangjiang City, Guangdong Province, the environmental impact assessment of the construction project of the advance section of the entrance highway in Fengtou Operating Area of Yangjiang Port, which connects the internal roads of the aggregate processing system of the first phase of Fenghuangling Mining Area with an annual output of 30 million tons, has been approved, or will start construction in the near future. After the completion of the project, it will open up the sand and gravel transportation channel in the Fenghuangling mining area of China Power Construction, which will benefit the sand and gravel transportation!
The project is located on the west side of Fengtou operation area of Yangjiang Port, Xitou Town, Yangxi County, Yangjiang City, Guangdong Province. It connects Shugang Highway in the south, crosses Binhai Tourist Highway and extends to the northwest. It starts from the internal road of Fenghuangling Mining Area Phase I Aggregate Processing System, with the starting pile number of K0 + 097.244. The route crosses the Yangjiang Port Bridge of Binhai Tourist Highway under construction from west to east. Then go south to the end point, which is at the same level with the planned Shugang Road. The end point is K2 + 577.473, with a total length of 2480.229 meters. The total investment of the project is 95.0877 million yuan, including 3.8 million yuan for environmental protection.
It is reported that the environmental impact assessment of the project has passed, and the following work should be focused on in the construction and operation:
(1) The wastewater produced in the construction process of the project mainly comes from the surface runoff rainwater, construction wastewater and domestic sewage of the rainstorm. The construction wastewater is reused for watering and dust suppression on the construction site after being treated by oil separation, slag separation and grit chamber; the surface runoff rainwater is collected by the open drainage channel and deposited by the grit chamber before being discharged into the nearby rainwater channel; The domestic sewage of construction personnel shall be transported to the municipal sewage treatment plant for treatment by tank trucks after being pretreated by temporary grease traps and septic tanks to meet the Class III standard of the second period in the Discharge Limits of Water Pollutants (DB44/26-2001) of Guangdong Province.
(2) The waste gas produced during the construction period is mainly construction dust, which can be effectively controlled by sprinkling water, avoiding open transportation and construction enclosure, so as to reduce the impact on the surrounding environment. The emission of waste gas pollutants shall meet the "concentration limits for unorganized emission monitoring" in the second period of the Emission Limits of Air Pollutants (DB44/27-2001) of Guangdong Province; The kitchen lampblack is discharged after being treated by the lampblack purifier, and the emission standard of lampblack exhaust gas shall comply with the maximum allowable emission concentration requirements of the Emission Standard for Cooking Fume (Trial) (GB18483-2001).
(III) The noise during the construction period mainly comes from the mechanical equipment and transport vehicles during the construction period. Through the selection of low-noise construction equipment, temporary sound insulation and noise elimination measures should be implemented near the sensitive points, the construction time should be reasonably arranged, and the construction should be stopped at night to avoid adverse effects on the noise sensitive points nearby.
(IV) Spoil and construction waste generated during the construction period shall be transported to the construction waste collection point designated by the government for disposal; after the domestic waste is collected, it shall be entrusted to the environmental sanitation department for unified disposal.
(V) During the construction period, necessary measures shall be taken to prevent and control soil erosion, do a good job in water and soil conservation, and protect the surrounding ecological environment. Corresponding water and soil conservation measures shall be taken for the temporary construction site, such as the construction of temporary drainage ditches, intercepting ditches, grit chambers and other engineering measures to reduce the impact on the surrounding environment.
(6) During the operation period, it is necessary to strengthen road management and pavement maintenance, maintain good road operation conditions, strengthen the management of road drainage facilities, maintain regular inspection and maintenance, and take protective measures such as setting up green belts on roads and adopting sound-absorbing and noise-reducing pavement to reduce the impact of road vehicle noise on sensitive points of the surrounding environment.
3. The environmental protection investment of the project shall be included in the project investment budget estimate and implemented.
4. After the approval of the Report Form, if the nature, scale, location, production process or measures to prevent pollution and ecological damage of the construction project have changed significantly, the construction unit shall re-submit the environmental impact assessment document of the construction project for approval.
5. If the project is decided to start construction more than five years from the date of approval of the Report Form, the Report Form shall be submitted to Yangxi Branch of Yangjiang Ecological Environment Bureau for re-examination before the start of construction, and the construction shall not be started without the approval of Yangxi Branch of Yangjiang Ecological Environment Bureau.
6. The project construction shall strictly implement the "three simultaneous" system of environmental protection in which the supporting environmental protection facilities and the main project are designed, constructed and put into operation at the same time.
7. In the process of project construction and operation, if planning, land use, construction, water affairs, fire control, safety and other issues are involved, relevant formalities shall be handled in the corresponding administrative departments in accordance with the requirements of relevant laws and regulations.
8. Construction units shall carry out environmental protection acceptance work on their own in accordance with the Interim Measures for Environmental Protection Acceptance of Completed Construction Projects. Within five working days after the expiration of the publicity period of the acceptance report, they shall log on to the national environmental protection acceptance information platform for the completion of construction projects and fill in the basic information of construction projects and the acceptance of environmental protection facilities.
