1. General requirements

(2) Main objectives
By 2025, the implementation system of cleaner production will be basically established, cleaner production in the industrial field will be fully and thoroughly implemented, cleaner production in agriculture, service industry, construction industry, transportation industry and other fields will be further deepened, and the overall level of cleaner production will be in the forefront of the country. The utilization efficiency of energy resources has been significantly improved, the energy utilization efficiency of key industries and products and the emission control level of major pollutants have basically reached the international advanced level, and the cleaner production industry has been growing.
By 2025, the energy consumption per unit of GDP and the energy consumption per unit of industrial added value above the scale of the province will be reduced by 14% compared with 2020, the water consumption per 10000 yuan of GDP and the water consumption per 10000 yuan of industrial added value will be reduced by no less than 20% and 10% compared with 2020, and 320000 mu of high-efficiency water-saving irrigation area will be added. Chemical oxygen demand, ammonia nitrogen, nitrogen oxides and volatile organic compounds emission reduction of key projects reached 197,300 tons, 9,800 tons, 73,800 tons and 4 respectively.
2. Focus on key areas and comprehensively implement them to release the synergistic potential

Focusing on the characteristic industries of our province, such as electronic information, household appliances, automobiles, chemical industry, building materials and textiles, we will guide enterprises to implement green transformation at the international advanced level. Leading enterprises in automobile, household appliances, electronics, machinery, textiles, communications and other industries are encouraged to build a green low-carbon industrial chain supply chain with upstream and downstream linkages, so as to drive upstream and downstream enterprises to achieve green low-carbon development synchronously. In accordance with the green requirements of industrial structure, energy utilization, operation management and infrastructure, the park with mature conditions will be promoted to carry out carbon peak and carbon neutralization demonstration.
2. Inventory management, classified disposal and dynamic monitoring of high energy consumption and high emission projects should be carried out for the target of energy saving and emission reduction and carbon neutralization. Strict access to high energy consumption, high emission and low level projects, new construction, reconstruction and expansion projects should adopt advanced and applicable technology and equipment, and unit product energy consumption, material consumption and water consumption should reach the advanced level of cleaner production. The approval and construction of high energy consumption, high emission and low level projects that do not meet the relevant requirements of energy consumption intensity and total amount control in the region, do not meet the requirements of coal consumption reduction substitution or regional reduction of pollutant emissions, and whose energy efficiency level is lower than energy consumption quota access value of the industry shall be suspended, and the blind development of high energy consumption, high emission and low level projects shall be resolutely curbed. 3. Reasonably control the consumption of fossil energy, increase the promotion and application of clean energy, and increase the proportion of non-fossil energy utilization in the industrial field. We will accelerate the construction and interconnection of natural gas infrastructure and support the direct supply of natural gas to existing large industrial enterprises and users of gas-fired power plants. We will accelerate technological innovation and infrastructure construction of hydrogen energy and promote diversified utilization of hydrogen energy. We will broaden the field of electric energy substitution and promote electric arc furnaces, electric boilers, electric kilns and electric heating technologies in key industries such as iron and steel, petrochemical, glass and ceramics. In areas with large industrial load and good new energy conditions, we will support the development and construction of distributed generation and nearby access and absorption, and carry out the construction of green power supply park integrating source, network, load and storage. We will promote the adoption of energy-saving, water-saving and other environmentally friendly technologies and equipment in catering, entertainment, accommodation, warehousing, wholesale and retail services, and promote the use of water-saving toilets, showers, faucets and other water-saving appliances. 11. Service enterprises such as catering, entertainment, accommodation, warehousing, wholesale and retail should adhere to the concept of cleaner production, improve service procedures and reduce the use of disposable goods. Promote hotels, hotels, accommodation and other places no longer take the initiative to provide disposable plastic products. Enterprises with high energy consumption, high water consumption and high discharge, as well as enterprises that produce, use and discharge chemicals listed in the list of priority control chemicals, shall strictly implement cleaner production audit. For enterprises with simple production process and less environmental impact, they can adopt simple process cleaner production audit and simplify the assessment and acceptance process. (16) Promote market-oriented mechanism reform and innovation

To explore and promote the stable reduction and energy saving of major pollutant emissions achieved by enterprises meeting the standards through the upgrading and transformation of cleaner production technology, on the basis of completing the tasks of emission reduction and energy saving of major pollutants, the surplus indicators can be traded in the market of emission rights and energy use rights in accordance with relevant regulations, and the enterprises that meet the standards can be allowed to do so. Or for the capacity expansion required for the enterprise's own development and the pollutant emission indicators required for the new production of new products. We will vigorously promote the marketization of cleaner production services, implement contract energy management, contract water-saving management and other modes, and provide environmental trusteeship services oriented by the effect of environmental governance.
(18) Strengthen policies to encourage
all levels of finance to actively explore effective ways to support cleaner production. We will implement preferential fiscal and tax policies on energy conservation and water conservation, environmental governance, environmental services, environmental protection technology and equipment, and comprehensive utilization of resources, and implement preferential tax policies for third-party enterprises engaged in pollution prevention and control to pay enterprise income tax at a reduced rate of 15%. The expenses of an enterprise for cleaner production audits and training may be included in the operating costs of the enterprise. Strengthen the application of cleaner production audit and evaluation certification results as an important basis for the formulation and implementation of differentiated policies such as ladder electricity price, water price, water resources fee, heavy pollution weather performance grading control. Strictly implement the relevant system of green procurement, and increase the procurement of green low-carbon products in government procurement (including government procurement projects applicable to the bidding law). Establish and improve the incentive system for cleaner production, and commend and reward units and individuals with outstanding achievements in accordance with the relevant provisions of the state and provinces.
(19) Improve regulations and standards
, promote the legislative work of the Regulations on Promoting Cleaner Production in Guangdong Province, strengthen the coordination with relevant laws and regulations, and strengthen the rights and obligations of relevant subjects. Combining with the actual situation of industrial development in our province, we should study and formulate cleaner production evaluation index system for advantageous industries and industries, and encourage relevant industry associations, societies, professional institutions and leading enterprises to study and formulate cleaner production group standards, cleaner production index system and cleaner production technical specifications for relevant industries. Strengthen the statistical analysis of cleaner production data and explore the establishment of an annual report system for cleaner production performance of enterprises.
(20) Strict law enforcement and supervision
of the completion of cleaner production work in various places shall be included in the daily supervision and inspection of energy conservation and ecological environment protection and related assessments. Strengthen the daily supervision and inspection of the development of cleaner production in enterprises, consolidate the main responsibility of enterprises to implement cleaner production audits, and guide and standardize the cleaner production behavior of enterprises. Cleaner production audits carried out by enterprises are included in the scope of enterprise environmental credit evaluation system and mandatory disclosure of environmental information. Strictly check the quality of cleaner production audits, carry out spot checks on the quality of cleaner production audits, and severely crack down on fraudulent practices by enterprises and third-party service agencies. Enterprises and third-party service agencies that violate the relevant provisions of the Cleaner Production Promotion Law of the People's Republic of China and the Measures for Cleaner Production Audit and are punished shall be published to the public through the "Credit Guangdong" website and other channels in accordance with the law and regulations, and shall be recorded in their credit records. Create a good atmosphere for the whole society to jointly promote cleaner production and promote the formation of a green production lifestyle. Compile and publish a compilation of typical cases of cleaner production in a timely manner, summarize and popularize typical cases and experiences and practices in a timely manner, and form a demonstration effect from point to area. Relevant industry associations and leading enterprises are encouraged to actively organize international conferences, industry exhibitions and professional forums on cleaner production, and to carry out various forms of experience exchange and technology promotion. Encourage exchanges and cooperation at home and abroad in the field of cleaner production, learn from advanced experience, and promote the exchange of talents, technology and information.
