According to the deployment and requirements of the Guangdong Provincial River Chief Office, the Dongjiang Bureau of Guangdong Province has taken many measures to promote the special regulation of the encroachment of river and lake shorelines, and urged all parts of the Dongjiang River Basin to complete the problem clearance and regulation on schedule and achieve the desired results.
1. Carefully deploy and promote special rectification work. First, the main leaders of the Dongjiang Bureau of Guangdong Province personally grasped the work, held many meetings to study and strengthen the inspection and supervision of rivers and lakes, led the inspection team to rectify the scene many times, and effectively strengthened the organization and leadership. The second is to take charge of specific leadership, focusing on routine inspection and provincial satellite remote sensing shoreline monitoring, regularly leading teams to relevant cities and counties in the basin to verify the "four disorders" of rivers and lakes and the encroachment of shorelines by construction projects under construction. Thirdly, we should improve the mechanism carefully, set up a leading group to strengthen the inspection and supervision work, grasp the specific tasks, refine the requirements and measures for the inspection and supervision work, establish a monthly report system for the inspection of the main rivers in the basin and the approval and construction of Bidao, and increase the outstanding problems hindering the flood discharge of rivers and the "four disorders". Effectively strengthen the inspection and supervision of river and lake shoreline management and control.
2. Highlighting the supervision and inspection of construction projects under construction. The first is to investigate the water-related construction projects of the main rivers in the Dongjiang River Basin approved by the Provincial Water Resources Department, inspect 17 projects under construction on the spot, and hand over one clue to the territorial construction project suspected of encroaching on the shoreline. The second is to supervise the construction, operation and maintenance of Bidao in the Dongjiang River Basin, and to inspect 14 Bidao projects in Heyuan, Dongguan, Shenzhen and Zengcheng, Guangzhou. The third is to supervise the special renovation work carried out by the cities in the basin, inspect 18 illegal shoreline utilization projects in the basin on the spot, and urge the cities in the basin to promote the special renovation work as required and strive to achieve the desired results.
3. Continue to strengthen unannounced visits and inspections in river basins. We will coordinate the joint law enforcement and inspection of river basins, the daily inspection of rivers and lakes, and the verification of remote sensing "four disorders" patches by the Provincial Water Resources Department, so as to effectively strengthen the supervision of river and lake waters. First, in conjunction with Guangzhou, Dongguan, Huizhou, Heyuan and other places, one joint law enforcement action of illegal sand washing and mud washing and illegal sand mining in the north main stream of the Dongjiang River was carried out, and four regular joint patrols were carried out in the main river sections of the Dongjiang River. A total of 58 law enforcement officers, 10 law enforcement vehicles and 4 law enforcement vessels were dispatched, with a patrol length of about 173 kilometers. The second is to strengthen the daily inspection of the main rivers and important tributaries in the province, carry out 80 unannounced visits, and find 24 problems. The third is to carry out the verification of remote sensing "four disorders" patches of the Provincial Water Resources Department, spot check 50 remote sensing "four disorders" patches of the Provincial Water Resources Department, and review the rectification of 13 "four disorders" problems according to the requirements of the Provincial Water Resources Department, and find 5 problems that are not in place. In response to the problems found in the above inspections, 10 special letters were sent to the relevant prefectures and municipalities for verification and processing, and the Bureau leaders led the team five times to carry out special investigation and supervision.
4. Organize special training on shoreline management and protection. On March 24, a special training on the planning and management of the protection and utilization of the water shoreline of the main rivers (Dongjiang area) in Guangdong Province was held, which focused on publicizing and implementing the "Planning for the Protection and Utilization of the Water shoreline of the Main Rivers in Guangdong Province", and training on the laws and regulations of river and lake management, professional knowledge, remote sensing monitoring of the "four disorders" and the regulation of marketing numbers. We will further enhance the professional level of river and lake managers in the Dongjiang River Basin, and effectively strengthen the protection and utilization of the main river shorelines in the province.
Next, the Dongjiang Bureau of Guangdong Province will continue to do a solid job in the supervision, follow-up and acceptance of the encroachment on the shoreline of the Dongjiang River Basin in accordance with the requirements of the Provincial River Chief Office, and continue to strengthen the control of the shoreline of the rivers and lakes in the basin, and constantly strengthen the daily inspection of the rivers and lakes in the basin, the joint inspection and law enforcement across regions, and the construction of water-related projects. Deeply carry out the "four disorders" review, urge the territorial compaction of the main responsibility of river and lake supervision, promote the normalization of river and lake supervision, and firmly hold the bottom line of flood control safety.
