According to the requirements of the Action Plan for Promoting Energy Conservation and Carbon Reduction in Key Metallurgical and Building Materials Industries (2021-2025), which was put forward by the National Development and Reform Commission and other departments in "Several Opinions on Strict Energy Efficiency Constraints to Promote Energy Conservation and Carbon Reduction in Key Areas" (Development and Reform Industry [2021] 1464). To establish a list of energy efficiency of enterprises, enterprises whose energy efficiency has reached the benchmark level and is below the benchmark level shall be included in the list of advanced and backward energy efficiency respectively, and shall be open to the public and subject to supervision. Recently, Shandong Province announced the list of energy efficiency levels of the cement industry in the province (the first batch). Excluding special cement production lines (the same below), the cement clinker production lines listed in this list account for about 70% of the cement clinker production lines in the province. The list can basically reflect the current energy efficiency level of the cement industry in the province. This should be the second list of energy efficiency levels seen in the cement industry (the first list is the list of advanced and backward energy efficiency in the first batch of key areas of energy conservation and carbon reduction in Gansu Province), but it should be the first list to publish the energy efficiency list of production lines in the cement industry in an all-round way. Awesome!
For example, the "actual capacity" converted from the cement clinker capacity conversion table in the Implementation Measures for Capacity Replacement in the Cement and Glass Industry issued by the Ministry of Industry and Information Technology is calculated, and the capacity scale involved in the list is 265500t/d. If the comprehensive energy consumption of clinker is classified as 117 kg standard coal/ton and 100 kg standard coal/ton respectively according to the energy efficiency benchmark level and benchmark level of cement clinker, the production capacity scale reaching or exceeding the benchmark level is 67000 t/d, accounting for 25.24%; the production capacity scale below the benchmark level is 10833 t/d, accounting for 4.08%. The capacity scale between
the benchmark level and the benchmark level is 187667 t/d, accounting for 70.68%. Among them, it is classified according to the energy consumption limit grade of the Cement Unit Product Energy Consumption Limit (GB16780-2021). The capacity scale is 101500 t/d, accounting for 38. 23%, between the comprehensive energy consumption of 107 kg standard coal/ton of Grade 1 and Grade 2 clinker equivalent to the benchmark level; the capacity scale is 86167 t/d, accounting for 32. 45%, between Grade 2 and Grade 3 equivalent to the benchmark level.
The above data are compared with the "Guidelines for the Implementation of Energy-saving and Carbon Reduction Upgrading in Cement Industry" which discloses that "by the end of 2020, about 5% of the cement industry's energy efficiency is better than benchmark level, and about 24% of the cement industry's energy efficiency is lower than benchmark level". The proportion of production capacity with energy efficiency reaching or exceeding the benchmark level in the cement industry of Shandong Province is 20 percentage points higher than national average level, but it is 5 percentage points lower than action target that the proportion of production capacity with energy efficiency reaching the benchmark level exceeds 30% in the cement industry in 2025. The proportion of production capacity below the benchmark level is nearly 20 percentage points less. It should be said that at present, the energy efficiency level of cement industry in Shandong Province should be in the forefront of the country.
According to the Guidelines on Releasing Energy Efficiency Benchmarking Levels and Benchmark Levels in Key Areas of High Energy-consuming Industries (2021 Edition) issued by the National Development and Reform Commission and other departments, (Development and Reform Industry [2021] No.1609) requires that for stock projects whose energy efficiency is lower than benchmark level of the industry, the transitional period for policy implementation should be reasonably set up to guide enterprises to carry out energy-saving and carbon-reducing technological transformation in an orderly manner. The production line whose energy efficiency is 4% lower than benchmark level should work out a technical transformation plan and implement it as soon as possible. The National Development and Reform Commission and other four departments have issued the Guidelines for the Implementation of Energy Conservation and Carbon Reduction Upgrading in Key Areas of High Energy-consuming Industries (2022 Edition) (Development and Reform Industry [2022] No.200), which has made it clear that the goal is to basically eliminate the clinker production capacity below the energy efficiency benchmark level by 2025.

The Guidelines for the Implementation of Energy-saving and Carbon Reduction Upgrading in Key Areas of High Energy-consuming Industries (2022 Edition) and the Guidelines for the Implementation of Energy-saving and Carbon Reduction Upgrading in Cement Industry require that enterprises whose energy efficiency is between the benchmark level and the benchmark level should be encouraged to implement upgrading according to the requirements of the benchmark level in combination with maintenance and other opportunities. This part of the production line accounts for 70% of the production capacity, which is the key to technological transformation and the key to the action target of the cement industry reaching the benchmark level of production capacity exceeding 30% in 2025.
It should be noted that Shandong Province has been praised by the State Council as a typical experience in accelerating the transformation of new and old kinetic energy and promoting high-quality economic development, and cement is one of the eight key projects with precise focus. The whole province has implemented the action plan of resolutely eliminating backward kinetic energy, resolutely transforming and upgrading traditional kinetic energy, and resolutely cultivating and strengthening new kinetic energy. Cement clinker production lines of 2500 t/d and below are eliminated and upgraded in batches, and the stock is upgraded. It is believed that by 2025, the work objectives set by the action plan for energy saving and carbon reduction in the cement industry in Shandong Province will be achieved.
