Without environmental protection, there will be no free trade port
. Hainan Province is the only tropical province in China and the largest special economic zone in China, with the best ecological environment in the country. Green mountains, green waters, blue sea and blue sky are the biggest capital for Hainan's construction and development. During his visit to Hainan in April
2013, General Secretary Xi Jinping stressed that protecting the ecological environment means protecting productivity and improving the ecological environment means developing productivity. It is hoped that Hainan will properly handle the relationship between development and protection, focus on "increasing green" and "protecting blue", set an example for the national construction of ecological civilization, and leave a sustainable "green bank" for future generations.
However, in the process of promoting the economic and social development of Sanya, some people have lost their "course". The second phase of Phoenix Island project is a typical case of illegal construction and inadequate renovation. The Central Commission for Discipline Inspection and the State Supervisory Commission, based on their duties and functions, launched an in-depth investigation.
Sanya Phoenix Island Project was originally a Baipai International Passenger Terminal and Artificial Island Project.
In this case, some leading cadres still speed up the development and construction of the second phase for the sake of "political achievements", which makes the project establishment, planning, approval and construction all illegal. In 2016, it took about two years to complete the main reclamation of the second phase of Phoenix Island, forming No.2 artificial island, which occupies 49.96 hectares of the sea, and No.1 and No.2 artificial island connecting lines occupy the sea.
"Phoenix Island Reclamation Project obtains the right to use the sea area in the name of international passenger port and cruise port, but it is mainly used for real estate and hotel development." Due to the change of water flow caused by island filling, the western coastline of Sanya Bay has been eroded, and in order to repair the beach, a huge sum of money has to be spent on artificial sand filling in Sanya Bay. At the end of 2017, the first round of central environmental protection supervision achieved full coverage of 31 provinces, municipalities and Sinkiang Production and Construction Corps in the country. It was this round of inspections that found ecological and environmental problems such as illegal reclamation and development in some parts of Hainan, and the Phoenix Island project was criticized by name and ordered to rectify.
The feedback from the central environmental protection inspectors should have been "one by one rectification, one by one acceptance, one by one sales number", but after several years, the progress of rectification has not been smooth.
In the second half of 2019, the Third Central Eco-environmental Protection Supervision Group carried out the second round of central environmental protection supervision in Hainan. The new round of inspectors will investigate not only violations of laws and regulations in the ecological environment, but also illegal decision-making and ineffective supervision; they will investigate inaction and slow action, as well as disorderly action and indiscriminate action. In May
2020, the Third Eco-environmental Protection Supervision Group of the Central Committee pointed out in its feedback report to Hainan that in dealing with the problem of illegal reclamation, it was not enough, the scale was different, and some reclamation projects even continued to violate laws and regulations.
The inspection team found that the illegal construction of the second phase of Phoenix Island resulted in the erosion of the coastline of Sanya Bay, the degradation of the beach, the obstruction of the smooth flow of the Sanya River estuary, the accumulation of pollutants, the serious pollution of the water body, and the serious damage to the coral reef system in Sanya Bay.
The "course" was lost, the loss was heavy, and the lesson was profound.
In the construction of the second phase of the Phoenix Island project, Wang Yong, former vice-chairman of the Hainan Provincial Political Consultative Conference and then mayor of Sanya City, violated the regulations to promote the reclamation project and caused serious consequences. Tong Daochi, former member of the Standing Committee of the Hainan Provincial Party Committee and former Secretary of the Sanya Municipal Party Committee, violated the requirements of the central environmental protection supervision and rectification, and even openly confronted them. For serious violations of political discipline and rules, as well as other serious violations of discipline and law, the two men were placed on file for examination and investigation by the State Supervisory Commission of the Central Discipline Commission, and were eventually severely punished by the Party's discipline and state law.
Hainan is an ecological province, and the construction of free trade ports must conform to Hainan's development orientation and follow the path of harmonious development between man and nature. Without the protection of the ecological environment, there will be no free trade port in Hainan, and we must not take the protection of the ecological environment lightly. The
lost "course" must be corrected. The survey found that some Party members and leading cadres are still not aware of the importance of green development, still reluctant to give up the development model at the cost of the ecological environment, and some of them are also linked with the interests of relevant enterprises, which leads to the discount and flexibility in the implementation of the major decision-making and deployment of the Party Central Committee, resulting in serious damage to the people. Commission for Discipline Inspection has carried out political supervision over the problems reflected in the second phase of the Phoenix Island Project, put forward suggestions on discipline inspection and supervision to Hainan Province, urged Hainan Province to implement the rectification requirements of the Central Environmental Protection Supervision Group, dismantle the illegal construction projects as soon as possible, and continuously follow up and supervise the implementation of the rectification. On April 13,
2018, General Secretary Xi Jinping announced the construction of a free trade port in Hainan at the Congress celebrating the 30th anniversary of the establishment of a provincial-run special economic zone in Hainan, emphasizing that Hainan should firmly establish and fully practice the idea that green water and green hills are Jinshan and Yinshan. Implement the strictest ecological environment protection system and strictly protect the marine ecological environment.
In 2021, Hainan Province made public the implementation of the second round of central environmental protection supervision and rectification, and made it clear that it would take a strong responsibility to solve the bottleneck problem and make real efforts to rectify the reclamation problem.
How to rectify how to change? Dismantling is much more difficult than filling. Should we keep it or dismantle it? However, to settle political, ecological and longer-term economic accounts, we must thoroughly rectify and resolutely dismantle them.
The Hainan Provincial Party Committee and the Provincial Commission for Discipline Inspection and Supervision insist on strictly administering the Party in an all-round way. First of all, from a political point of view, they should fully deploy, fully promote and participate in the whole process, and take the rectification of the central environmental protection supervision and the promotion of reform by cases as practical actions to practice the "two safeguards".
The Hainan Provincial Party Committee and the provincial government have set up a provincial leading group for the rectification of ecological environmental protection supervision, which comprehensively guides the deployment of the rectification of feedback from the central ecological environmental protection supervision and coordinates the solution of major problems. Seven reclamation issues, including the second phase of Phoenix Island, will be included in the Special Rectification Plan for Implementing the Spirit of General Secretary Xi Jinping's Important Instructions on Hainan's Eco-environmental Protection in Hainan Province, so as to promote the rectification of key issues in a concentrated form.
After many studies and demonstrations, in view of the serious violations of planning and the destruction of marine ecology in the Phoenix Island project, the rectification plan clearly requires that the second phase of the Phoenix Island project be demolished and restored to its original appearance. Whether the

In the process of rectification and demolition, Zhou Hongbo, the Standing Committee of the Hainan Provincial Party Committee and the Secretary of the Sanya Municipal Party Committee, dispatched daily, held monthly meetings of the Standing Committee to listen to work reports or conduct on-site investigation and supervision, and made unannounced visits from time to time. He has repeatedly said that we should keep a close eye on the time nodes, objectives and tasks, carry out solid work, ensure timely sales, and complete the rectification task with high quality. ahead of schedule. In order to ensure the scientific and orderly progress of demolition work, Sanya City clearly selected enterprises with strong technical strength, strong ability to allocate resources and sufficient construction experience to carry out demolition in the bidding stage. In that year, the second phase of the reclamation project of Phoenix Island was constructed by the method of first enclosing the sea and then filling. Zou Xianxiao, project manager of China Construction Port Group Co., Ltd., the construction unit, introduced.
To remove the artificial island and excavate the working surface of the island body, the caissons on the periphery must be removed first.
At first, everyone thought that the technical scheme was all right, but when the first caisson was floating, it suddenly tilted sideways, which led to the suspension of construction. After repeated inspection and careful study by experts and technicians on the spot, they tried to lift again after caisson drainage and equipment commissioning.
Zou Xianxiao remembers very clearly that on October 18, 2021, everyone stood in the wind and rain watching the lifting machinery, feeling very nervous. Finally, the caisson surfaced steadily, and someone shouted out excitedly.
In order to ensure the smooth progress of the demolition of the artificial island and the rectification of related problems, Sanya City has set up the first temporary Party branch of the key rectification project in the province, which is composed of the leaders of the owner unit, the project escrow unit and the construction unit, and strives to play a good "party building plus" combination. The Provisional Party Branch regularly dispatches, dynamically manages and conducts on-site verification, and coordinates the work of various units and departments to form a joint effort, which provides a strong political guarantee for speeding up the project. of Sanya Environmental Investment Group, is not only the head of the project escrow unit, but also the Deputy Secretary of the Provisional Party Branch. He told reporters that during the construction period, "the branch is built on the project, and the party building follows the project", which has solved many difficulties and blockages for the site construction.
"We have experienced many typhoons, not only to ensure the safety of personnel and equipment, to minimize the impact of typhoons on construction, but also to race against time." Zhang Xiubiao said frankly that during that time, Party members led workers to stick to their posts and rush to the front line of windbreak rescue and construction.
More caissons have been lifted, which provides convenient conditions for large equipment to enter the site. The construction progress of key links such as underwater stone excavation and accropode (wave-proof facilities) removal has been gradually accelerated, but there is also a shortage of flat boats and belt boats. Xie Zhilong, a technician at the
scene, recalled that China Construction Port took the whole industry to solve the problem. "We not only deploy all kinds of ship and offshore demolition operation resources, but also integrate all kinds of ship energy efficiency into the project scientifically and rationally, transfer 16 flat boats and 6 belt boats from the Yangtze River Delta region, reserve spare ship sources, and timely supplement the operation of the damaged repair of the former ship."
Xie Zhilong has made detailed statistics, the whole demolition project has invested 335 sets of marine machinery equipment, and 542 people have participated in various management and construction personnel. During the peak period, 259 sets of marine machinery equipment were put into operation at the same time every day, and 431 people were present at the same time.
"From our real-time understanding of the situation, due to the difficulty of demolition, engineering vehicles have been repaired more than 1000 times, more than 40 vehicles have been scrapped, and construction vessels have been overhauled and repaired 66 times." The effort paid off. With the efforts of all parties to overcome difficulties and make unremitting efforts, the second phase of Phoenix Island was basically demolished on March 19, 2022, which lasted 262 days, more than nine months ahead of the time limit of "December 2022".

High-frequency scanning and mobile inspection of the construction site by using the "Wisdom Eye" monitoring system can timely detect and coordinate the solution of safety production, environmental protection and other issues, and break through the information barrier from "decision-making front line" to "implementation front line".
Sanya Municipal Commission for Discipline Inspection and Supervision realizes remote supervision through "5G Intelligent Site Cloud Platform", so as to achieve prevention in advance, supervision in the event and traceability after the event, so as to make supervision more timely, accurate and effective. "After checking the abnormal data submitted by the cloud platform, we can efficiently find the problems in the rectification work, promptly urge the responsible units to conscientiously perform their duties and implement them vigorously, which greatly improves the efficiency of supervision."
The demolition project must also be a clean project.

According to the resource utilization plan of the remaining materials of the demolition project, Sanya City will classify the demolition materials, and the waste steel bars stripped from the demolition construction will be disposed in accordance with the law and regulations in the form of "evaluation + auction"; the demolished sand and stone materials will be used for sand filling, beach protection, crushing and processing into building materials, and most of them will be listed for transfer to realize resource utilization. At present, Hainan Property Exchange Co., Ltd. has issued the announcement of the overall public listing and transfer of the surplus materials of the demolition project of Phoenix Island Phase II, and transferred the relevant stone, sand, concrete blocks and other materials.
In the past period, some cities and counties in Hainan Province made unscientific decisions, imprecise procedures and lax supervision in the process of land reclamation, which had a significant impact on or damaged the local ecological environment. The demolition and rectification of the second phase of Phoenix Island set an example for the whole province, and also sent a strong signal that it must be rectified and resolutely rectified.
Recently, four cities and counties, Wenchang, Wanning, Wuzhishan and Dingan, publicly implemented the rectification plan of the first batch of routine supervision reports on ecological environment protection in Hainan Province in 2022.
