In 2023, the Ministry of Water Resources, the Ministry of Public Security and the Ministry of Transport adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implemented the spirit of the 20th National Congress of the CPC, thoroughly implemented the spirit of the series of important speeches by the General Secretary of Xi Jinping on promoting the development of the Yangtze River Economic Zone, thoroughly implemented the Yangtze River Protection Law, and continued to deepen departmental cooperation. 1. Implement the responsibility system for sand mining management.
(1) Define and announce the list of responsible persons. The list of responsible persons, responsible persons of water administrative departments, responsible persons of sand mining site supervision and responsible persons of sand mining law enforcement shall be announced to the public through official websites, public platforms of official WeChat or mainstream newspapers and periodicals. During the electronic construction of sand mining management list, we will continue to strengthen the management of the current "quadruple list" of sand and gravel mining and transportation, guide and urge all parts along the Yangtze River to standardize the management of issuance, use and cancellation, ensure that the source of the "quadruple list" is traceable and authentic, and plug the loopholes such as easy falsification and repeated application of documents. Combining with unannounced visits, river patrol inspection, law enforcement supervision, case investigation and so on, we should focus on the problems of forgery and false issuance of "quadruple bills", and seriously investigate the responsibility of relevant personnel according to law for weak supervision, chaotic management, illegal issuance and non-implementation of sand and gravel mining and transportation management bills, involving violations of discipline and law by public officials, and timely transfer to relevant departments. & nbsp;
(4) Strengthen law enforcement. We will carry out special actions to crack down on illegal sand mining in the Yangtze River. To guide and urge all localities along the Yangtze River to regularly carry out law enforcement and crackdown on illegal sand mining and transportation, organize joint supervision and inspection in a timely manner, and maintain a high-pressure and severe crackdown situation. Water conservancy, public security, transportation and other departments further strengthen cooperation and linkage, carry out high-frequency joint inspection, strengthen unannounced visits to sensitive waters in key river sections, and increase the frequency of inspection in important periods. Public security organs have intensified their criminal crackdown, severely cracked down on all kinds of sand-related criminal activities, and investigated the criminal responsibility of relevant personnel according to law.
(5) Strengthen the connection of execution and information sharing. We will thoroughly implement the judicial interpretation of the Supreme People's Court and the Supreme People's Procuratorate on the criminalization of illegal sand mining, improve and perfect the mechanism for linking up execution, and promptly hand over to the public security organs the suspected crimes of sand-related violations investigated and dealt with by the departments of water conservancy and transportation. To promote the extension of cooperation mechanism to the grass-roots level and to the river basin, the departments of water conservancy, public security and transportation should guide all parts of the river to improve the information sharing mechanism, smooth the cooperation channels of information excha nge, information notification and case transfer among relevant departments, and promote the co-construction, co-management and sharing of information among departments and regions.
III. Strengthen the supervision and management of sand dredgers
(VI) Strengthen the source control of sand dredgers. Give full play to the role of the joint meeting mechanism of provincial river and lake chiefs in the Yangtze River Basin, strengthen the problem orientation, carry out joint regulation actions for sand-related vessels in areas where the problem of sand-mining vessels is prominent, comprehensively arrange all kinds of ship repair and shipbuilding enterprises, and investigate and punish illegal construction, modification and camouflage of sand-mining equipment according to law. The illegal transformation vessels seized shall be traced back to the source, and the illegal transformation dens shall be investigated and resolutely banned; the "three noes" vessels seized shall be dismantled in accordance with the relevant provisions to prevent the return of such crime tools. To guide and urge all localities along the Yangtze River to strengthen the supervision of wharfs and barge-crossing floating cranes, to urge sand-related wharfs, barge-crossing floating cranes and sand and gravel market operators to implement their main responsibilities, and to promote the orderly withdrawal of water barge-crossing floating cranes in areas where conditions permit.
(7) Strengthen the management of centralized berthing. To guide and urge all localities along the Yangtze River to implement the centralized berthing management system for sand dredgers, strengthen monitoring measures, and strictly investigate the illegal movement of sand dredgers. If the supervision of sand mining vessels at centralized berthing points is not strict, resulting in the illegal movement of sand mining vessels, the responsible persons shall be investigated for their responsibilities according to law.
IV. Reasonable utilization of river sand and gravel
(VIII) Standardize the management of sand mining in the Yangtze River. To guide and urge all localities along the Yangtze River to permit sand mining according to law on the basis of planning, encourage and support large-scale unified mining, and strengthen supervision after the event.
