Recently, Zheng Peijun, director of the Office of Comprehensive Utilization and Management of Tailings of the Bureau of Industry and Information Technology of Chengde City, Hebei Province, told reporters happily: "In 2022, Chengde tailings recycled green aggregate exceeded 90 million tons, with sales exceeding 50 million tons, of which Beijing, Tianjin and Xiongan New Area sold more than 30 million tons." Only the output value of Chengde tailings recycled green aggregate has exceeded 900 million yuan, and the comprehensive utilization and disposal rate of Chengde bulk industrial solid waste has reached 95%. After nearly ten years of unremitting efforts by Beijing and Chengde, based on the co-construction of regional ecological environment, the "Beijing-Chengde Path" of comprehensive utilization of regional solid waste and mutual benefit has taken shape.
Chengde is one of the 262 resource-based cities determined by the state, and is also the largest vanadium-titanium magnetite resource base in northern China. With the development of mining industry for many years, there are more than 870 tailings reservoirs in Chengde, with nearly 200 million tons of mine waste added every year, and about 3 billion tons of tailings accumulated, accounting for about 1/17 of the whole country and 1/4 of the whole province. Chengde, as the Beijing-Tianjin-Hebei Water Conservation Functional Zone personally positioned by General Secretary Xi Jinping and the National Sustainable Development Agenda Innovation Demonstration Zone approved by the State Council, how to "turn waste into treasure" is a major issue that has been solved for many years. Beijing, which is connected
with Chengde by mountains and rivers, has a demand gap of 110 million tons of sand and gravel aggregates per year with the relief of non-capital functions and the implementation of environmental protection measures such as strictly prohibiting sand mining in rivers and stone extraction from mountains.
In 2012, with the coordinated development of Beijing, Tianjin and Hebei, the joint efforts of Beijing and Chengdu came to fruition.
Take the co-construction of green sand and gravel aggregate base as a breakthrough. In 2019, the two cities reached a consensus, and Chengde and Beijing Municipal Commission of Housing and Urban-Rural Development signed the Memorandum of Cooperation on Green Aggregate Base. The two sides agreed that Chengde will build three green sand and gravel aggregate bases within five years according to the scale of 10 million tons of sand and gravel aggregate per year and the conditions for transportation to realize "public transit railway". "At present, the three 10 million-ton green aggregate bases of Luanping Baotong Mining, Luanping Juyuan Mining and Fengning Wohua Zhujia, which are jointly listed by the Beijing-Chengde governments in 2021, are running well." Yang Yuxing, Party Secretary of Chengde Bureau of Industry and Information Technology, said.
Turning waste sand into "green sand" is only an industrial chain of Beijing-Chengde coordinated development and comprehensive utilization of industrial solid waste. In order to "eat dry and squeeze clean" tailings resources, in recent years, Beijing and Chengde have carefully forged five interlocking solid waste comprehensive utilization chains: "ore dressing-tailings-tailings re-dressing-high-end compound fertilizer-phosphogypsum" new building materials industry chain, "ore dressing-tailings-sand aggregate, cement, high-end building materials, concrete products" assembly building industry chain, and "ore dressing-tailings-sand aggregate, cement, high-end building materials, concrete products" assembly building industry chain. "Tailings-fly ash, steel slag, agricultural straw-soil conditioner" agricultural comprehensive utilization industry chain, "tailings-extraction of valuable elements-phosphorus, copper, titanium, iron-vanadium and titanium new materials" high-end building materials industry chain, "waste tailings reservoir-land consolidation-photovoltaic power generation" clean energy industry chain.
Nowadays, there are more than 130 new building materials projects prepared by various tailings in Chengde City, 46 sand and gravel aggregate production enterprises, forming more than 100 products in 10 series, and more than 70 million tons of tailings are consumed annually, ranking first in the country. Chengde, as a demonstration area for the construction of a national industrial solid waste comprehensive utilization base and a demonstration base for the comprehensive utilization of industrial resources, has played an increasingly prominent role in driving the demonstration.
